Background

Keeping in mind Government of India’s priorities and emerging development challenges in India,  UNDP India continues to grow at a very fast pace. To be able to respond quickly and effectively to ensure high quality manpower, recruitment requirements are being significantly scaled up. For this purpose we need committed and diligent individuals that will support a specific activity in the area of recruitment.

On an average the HR Unit handles approximately 20 recruitments a month. Most shortlisting is expected to be undertaken by the Hiring Unit in collaboration with HR Unit to ensure quality assurance and due diligence. 

For this specific period of activity, the consultant will work closely with the HR Unit and is expected to provide detailed HR support services to UNDP India HR Unit, reporting to the Head of HR Unit.  The assignment demands the consultant to maintain a high degree of confidentiality and display core values, ethics and integrity.

 

Duties and Responsibilities

Objective:

The Consultant will support the UNDP and other stakeholders in the implementation of the project work plan, by providing technical, management and coordination support to project activities. He/she will be working closely with the technical support agency and government departments to support and monitor the above outlined strategic approaches and programme implementation

Scope of Work:

The recruitment and selection of staff at UNDP will be guided by the following five principles:

Competition: selection will follow a visible and fair competitive process for all vacancies, regardless of post, contractual modality or hiring unit, except when such a competitive process is not considered practicable.

Objectivity:  Screening will be conducted with professional rigour, with candidates measured  against clearly defined criteria, job skills and competencies and corporate priorities.

Transparency: the recruitment and selection criteria and all phases of recruitment processes will be transparent to staff and candidates to the fullest extend possible.

Diversity: UNDP’s workforce will reflect diversity and will strive to include equal numbers of men and women staff members, representing as wide a geographic distribution as possible and individuals from under represented groups, indigenous groups and persons with disabilities.

Accountability: Hiring managers will be  held accountable both for their selection

Activities:

Activity 1

The vendor will be responsible for screening process only (long listing). This means to screen applications and to segregate them in “under consideration ” and “A ” – the latter refers to candidates who have met the criteria specified in the vacancy announcement and corporate eligibility requirements.

The vendor will be responsible for the following action points:

Download applications, screening and shortlisting

Understand the requirement of the job description through a discussion with the hiring manager

Download applications from UNDP website (e-recruit software), screen and long list applications based on the job specifications provided in terms of reference.

Upload screening comments for all applications on the UNDP website on UNDP e-recruit site. Provide reasons for not long listing candidates. Screening comments to be based on extensive screening detailing among others, qualifications, competencies, years of experience, employment history, achievements.

Ensure that equally qualified women are on the shortlist.

The above activity is time bound as advised by Hiring Manager and HR Manager.

Activity 2

Interview documentation, be the note take at panel interviews.

Participate in the interview with the primary function to document the interview process as per UNDP rules and procedures.

Preparation of information in the corporate panel review in advance of panel interview with regard to competencies identified in ToR and other relevant information.

Preare interview report for each candidate based on discussions and evaluations of the panel members against each competency.

Consolidate the interview comments and incorporate in interview report

Presentation of final report to HR Unit within 3 working days of panel interview.

Prepare and submit interview questions guided by HR Unit

Identify key competencies for the positin and prepare sample competency based interview questions in advance for consideration of panel members.

Final interview questions to be submitted to UNDP HR Unit along with submission of  final report signed off by interview panel

Duration of the Project

12 months from the signing of the contract

Deliverables and Schedule of Payment:

Monthly payment on submission of monthly reports of work done

Project Location:

The assignment will be home for shortlisting exercise. For activity 2 in role of note taker, attendance in office during the panel interview is required. However, till such time when UNDP India is on work from home (WFH) mode, consultant is required to participate on virtual mode from home environment in Zoom/Team meeting. 

 

Competencies

Functional Competencies:

  • strong inter personal skills,
  • able to effectively represent in formal meetings,
  • strong written communication skills
  • Knowledge in the use of computer software packages for word-processing, excel, PowerPoint, databases and spreadsheets, and the internet. Excellent communications and documentation (MS Word, Excel) skills in English
  • Previous experience of working with UNDP and/multilateral/bilateral organization is advantageous 

Job Knowledge

  • Strong written communication skills to capture key points discussed throughout the recruitment process with end product of effective meeting notes that reflect the interview proceedings.  
  • Demonstrates desire to study, understand and apply the fundamental rules of UNDP recruitment and selection policy and rules to be an effective note taker as well as shortlisting of applications
  • Self-motivated and ability to work with minimal supervision
  • Results oriented to be able to meet (often challenging) deadlines
  • Emphasis on quality assurance

Communication and skills

  • Good communication, interpersonal skills, with an ability to work in a multi-cultural environment.

Core Competencies:

  • Demonstrates/safeguards ethics and integrity
  • Works as a team member

Required Skills and Experience

Educational Qualifications:  Postgraduate degree in humanities, science, social science is essential. Excellent command in excel, word, and other software is essential.

Experience:  

  • Atleast 6 years of relevant experience in the field of human resources with particular emphasis on recruitment and selection processes,

Language Requirements:  

Fluency in English is essential. Knowledge of Hindi would be an asset.

Evaluation Criteria:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation;

•          Technical Criteria weight - 70%;

•          Financial Criteria weight – 30 %

Technical Criteria (70% of the total evaluation)

  1. At least six years of relevant experience of working in a similar function in a multi lateral/bilateral organization/ development sector  30%
  2. Strong written and oral communication skills 20%
  3. Excellent demonstrated documentation skills  20%

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for the professional fee for tasks specified in this announcement

Financial Proposal:

Technically qualified consultants will be requested to submit their daily fee rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.

  1. Any kind of miscellaneous charges i.e. internet, phone, relocation charges etc. would not be reimbursed.
  2. Travel, lodging and boarding as per UNDP rules subject to prior approval
  3. Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual
