Background

The UNDP Public Financial Management Project, financed by the Government of Japan, and the Africa Development Bank supports South Sudan to establish a unified and harmonized non-oil revenue generation system in the states and at the national level. This project aims to strengthen non-oil revenue-generating systems in three key areas: governance of revenue mobilization; capacity building of tax officers; and, improved oversight institutions' capacities.

As such, the project focus on the establishment of a transparent and accountable non-oil revenue-generating system in the states, strengthen institutional and human resource capacity of State Revenue Authorities (SRA) and State Legislative Assembly (SLA) towards an efficient oversight responsibility to safeguard the public welfare. 

In the last few years, efforts are being made to carry-out public finance reforms.  In the six states supported by the project, the State Revenue (SRA) Authority Act is enacted and signed into law, the board of SRA formed, SRA executive appointed, and capacity-building support provided.  This support has improved revenue collection at the state levels.

The signing of Revitalized Agreement on the Resolution of Conflict in the Republic of South Sudan in September 2018 and ongoing efforts of the National dialogue provide hope that if implemented, such shocks and crises will be better managed, and their negative impacts limited.

Because the mandate for service provision is vested in local authorities and partners operating in local communities, the way this is governed and managed becomes essential. The Constitution, together with the Local Government Act of 2009, devolve responsibility for the provision of basic services to states and counties.  The public finance reforms such as establishment of National and State Revenue Authorities provide the opportunity to improve fiscal space for basic service delivery.

Duties and Responsibilities

The Support to Public Financial Management Project is recruiting an international public financial management experienced editor for conducting editor work and to carry out the training. The purpose of the consultancy is to enhance the capacity of board members of State Revenue Authorities.

In carrying-out this assignment, the consultant will:

  • Edit the Public Financial Management for Enhancing Oversight Capacity of State Legislative Assemblies of South Sudan manual and the Training for Board Members of State Revenue Authorities in South Sudan manual.
  • In carrying out the edit work, the consultant should focus on improving the content and language.
  • From the edited version, the consultant should produce a concise version of the original that should quarter in volume of the original version. The consultant is expected to submit both versions of the two manuals.
  • The consultant will provide trainings of Board members in the four select locations. The consultant is expected to provide a participatory training format which engages board members. On-the-job, practical training will also be encouraged.

Methodology

The methodology of this consultancy includes, but is not limited to, the following:

  • Desk review of related literature;
  • Editing of the draft manuals to be shared with the consultant.
  • Participatory delivery of training

Duration of Assignment

The task is expected to be completed within 30 days from the date of signing of the contract.

Contracts will be output-based, and payment issued only upon delivery of satisfactory outputs.

Required Skills and Experience

Education:

Master's degree in relevant Social Science (preferably related to public financial management PFM, Economics or Accounting

Experience:

  • Practical experience of not less than 5 years working/consulting in PFM or public administration;
  • Demonstrated practical experience in conducting participatory trainings;
  • In-depth knowledge of policies, strategies, government fiscal accountability and transparency;
  • Commitment to promote gender equality and women’s empowerment;
  • In-depth knowledge of the South Sudanese political system;
  • Knowledge and experience from working with the UN system.

Language:

  • Fluency in spoken and written English, with strong oral communications skills.

Technical evaluation (total 70 points):

Only candidates obtaining a minimum of 49 points in the Technical Evaluation will be considered for the Financial Evaluation.

Financial evaluation (total 30 points):

All technically qualified proposals will be scored out of 70 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal.  All other proposals receive points according to the following formula: 

            p = y (µ/z) 

where: 

  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated.

Institutional Arrangements:

The consultant shall be supervised by the Economic Advisor, Strategy, Policy and Capacities for Economic Management Unit/ UNDP. The confirmation and acceptability of the deliverables, the authorization of disbursement of payment, and evaluation of performance shall all be undertaken by these UNDP personnel.
