Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Ageing is a common trend in the development of the world's population. The world is experiencing an unprecedented demographic transformation and that by 2050 the number of persons aged 60 years and over will increase from 600 million to almost 2 billion and that the proportion of persons aged 60 years and over is expected to double from 10 % to 21%. The increase will be greatest and most rapid in developing countries where the older population is expected to quadruple during the next 50 years. This demographic transformation challenges all our societies to promote increased opportunities, in particular opportunities for older persons to realize their potential to participate fully in all aspects of life. Ageing is  a major challenge facing China in the 21st century as well.  Joining all other UN agengies, UN Women commit ourselves to the task of effectively incorporating ageing within social and economic strategies, policies and action while recognizing that specific policies will vary according to conditions within each country and advocate to mainstream a gender perspective into all policies and programmes to take the needs and experiences of older women and men into the consideration.

Local experts from China remind that the long-term balanced and sustainable development of the population is a major issue related to the nation development. China is experiencing a rapid ageing and there are distinct gender differences in the development of population ageing in China. In terms of physiology, the elderly women are superior to the elderly men in number and life expectancy, demonstrating that there are more women than men in advanced age. As for the social gender, the elderly women as compared to the elderly men  fall behind in income security, physical and mental health as well as family and social status.[2]

As part of its work in China, UN Women is strengthening focus to address the gendered dimension of ageing in 2021 and upcoming years. Hence, the office is commissioning a study to better understand the gendered dimension of ageing issues, to inform advocacy and dialogue for supporting gender responding ageing policy and programmes in China in the future.

Duties and Responsibilities

Objectives of the Assignment

UN Women China will hire a national consultant to join a research team that Lanzhou University and  UN Women China are setting up to conduct a policy research and develop a policy brief on gender and ageing in China.

Scope of work

Under the supervision of the head of of UN Women China, the consultant will work together with a selected research team to provide technical inputs and expertise from gender perspective on the above mentioned research as well as lead drafting of the analysis and finalization of the research report and the policy brief together with Lanzhou University Research Team. The consultant will undertake the following tasks:

  1. Participate in pre-research meeting(s) and provide technical inputs for research preparation;
  2. Provide technical inputs from the gender perspective to the design of research potocal/plan, including but not limited to the following:
    • Developing methodologies;
    • Identifing data resources;
    • Defining and clarifing indicators avaiable for gender analysis;
  3. Undertake literature review and data/information analysis;
  4. Formulate research analysis, findings and reocmmendations, particularly to developed “gendered-aspects” of the analysis, findings and recommendations
  5. Contribute to development of policy brief, particularly the drafting of the key policy recommendations

The consultant is expected to start as soon as possible. The consultant will work from home and is required to work closely with the research team and have regular meetings with UN Women.

Required Skills and Experience

Education

  • Master in Law, Gender Studies, Public Administration, Public Policy, or other gender and rights related field.

Experience and skills

  • At least 7 years of experience  in gender related researches and rights related researches;
  • Strong experience in policy analysis and policy related research;
  • Expeience in ageing is a plus;
  • Prior experience working with the UN is preferred.

Language Requirement:

  • Strong writing skills in both English and Chinese

Payments for this consultancy will be based on the achievement of each deliverable and the certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on the satisfactory completion of the task.
