2.PROJECT DESCRIPTION

 

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Country Office (CCO) Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments.  The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections.  Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR).  A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.

 

Safe and Fair: Realizing women migrant workers’ rights and opportunities in the Association of Southeast Asian Nations (ASEAN) region is part of the Spotlight Initiative to eliminate violence against women and girls, a global, multi-year initiative between the European Union (EU) and the United Nations (UN). Safe and Fair is implemented through a partnership between the ILO and UN Women (in collaboration with UNODC) with the overriding objective of ensuring that labour migration is safe and fair for all women in the ASEAN region (please find project overview attached).

 

As part of the Safe and Fair Program UN Women Cambodia is developing a participatory photography project with women migrant workers in and from Cambodia. The intent is to gain a deeper understanding of the lived experience of women migrant workers. The project seeks to explore the potential of photography as a means for migrant women workers to document their experiences on the migration journey.

 

The project will be built on feminist and participatory principles, focusing on participating women’s agency and will be designed not simply to extract information from participants but also to provide them with skills in self-expression, reflection and critical thinking. At the same time, it is envisaged that participants’ photos will deepen and enrich understanding of migrant women’s lives and experiences which will lend themselves to accessibly communicating those experiences to the wider community. In this regards, Safe and Fair Program UN Women Cambodia is seeking for a junior national facilitator to facilitate communication and maintain constructive relationship with selected participants of the participatory photography project.

Duties and Responsibilities

3. SCOPE OF WORK  

The junior national facilitator will be responsible for the following tasks:

  1. Work with project team to co-organise the learning workshops for selected participants;
  2. Lead in maintaining communication with selected and trained participants to conduct regular check-in and support them for sharing the photographs;
  3. Lead in organizing and maintaining online platform for keeping collected photographs and stories from project participants; and
  4. Provide update of communication and relation with project participants

5. INSTITUTIONAL ARRANGEMENT

The consultant will work in close collaboration with CCO Safe and Fair team under the direct supervision of Safe and Fair Programme Analyst in Cambodia.  A work station will be provided to the consultant to ensure effective consultation and support. The Consultant will bring her/his own personal computer to conduct this assignment.

6. DURATION OF THE WORK

The assignment is between 2 November 2020-15 September 2022.  

7. DUTY STATION

The consultant may be required to travel outside of Phnom Penh as needed for the purpose of the assignment where required by UN Women-Cambodia. The standard UN Daily Subsistence Allowance (DSA) will apply to any travel outside duty station that may be required in the fulfillment of this assignment.

Required Skills and Experience

 

 

Education:

  • Completion of secondary education. Additional training and higher education in international relations, media, art, gender and other related disciplines

Experience:

  • Minimum 2 years progressively responsible relevant experience
  • Experience of coordinating and mobilising participants for event and or workshop
  • Sounds basic understanding and knowledge of women human rights, migration and community participation
  • Experience using computers and standard software packages (such as Microsoft office) and experience in managing photography and/or document in shared online programme such as Google Drive, Dropbox, Cloud etc.

Language Requirements:

8. EVALUATION

Application will be evaluated based on Cumulative Analysis the following criteria:

  • Technical Qualification (100 points) weight; [70%]
  • Financial/Price Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

8.1. TECHNICAL QUALIFICATION EVALUATION CRITERIA:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only candidates who have attained a minimum of 70% of total points will be considered as a technically qualified candidate.

8.2. FINANCIAL/PRICE PROPOSAL COMPARISON:

 

  • Only the financial/price proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

9. SUBMISSION OF APPLICATION

Interested candidates are requested to submit an electronic application to cco.procurement@unwomen.org no later than 26 October by 5 p.m. local time in Phnom Penh, Cambodia. Late application submissions will not be considered.

The financial proposal shall specify a total lump sum amount, which breaking down by 1) daily professional fee; 2) cost of living allowance for applicable missions outside duty station; and 3) international air fare (round trip from home-based country to Phnom Penh) and other travel-related costs such as visa, if applicable.
