Background

UN Women Bangladesh is implementing a Joint Programme (JP) entitled “Enhancing social protection for female tea garden workers and their families in Sylhet Division, Bangladesh” supported by the Sustainable Development Goals (SDGs) Fund. The implementation period of this programme is January 2020 to January 2022. The Participating UN Organizations (PUNOs) of the JP are International Labour Organization (ILO), United Nations Population Fund (UNFPA), United Nations Children’s Fund (UNICEF) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women). The JP is coordinated by the UN Resident Coordinator’s Office (UN RCO) in Dhaka.

The above-mentioned UN entities are working together with the Ministry of Labour and Employment (MoLE) and other relevant Ministries to implement this programme. Bangladesh Tea Association (BTA) and Bangladesh Cha Shramik Union (BCSU) representing tea garden workers are the key stakeholders of this project. The JP seeks to enhance access to inclusive and better-coordinated social protection and social services for female tea garden workers and their families in Sylhet Division, one of the most left behind population of the country. Building on existing Government and private sector efforts and various UN agency initiatives, the program aims to promote policy shift for Government to progressively strengthen coordination of social safety nets and social services and enhance regulation of service provision such as health, education and basic needs by the tea garden owners.  The JP aims to promote policy reforms t for women, who contribute to  65% In the sector. Through this project, 360,000 tea garden workers, and their families, as well as trade unions and other stakeholders will be empowered to claim their rights for social protection services, access to information, meaningful participation, and labour rights.

Through the JP, women and children of the tea garden will have improved access to social protection and quality social services and will be more empowered to claim their rights. The programme is focused on five key implementation strategies; a) Policy and legal dialogue, advocacy and support for coordination; b) Evidence/data generation, analysis and coordination c) Institutional and service-level coordination; d) Capacity development and participation/voice  and e) Partnership building.

This is the first joint programme in Tea Gardens that focus on broader social protection policy coverage and practical action and women and children.     The programme harnesses the one-UN approach and ongoing partnerships with the Government of Bangladesh (GoB) and private sector.

As a result of the JP, sustainability will be ensured through changes in the social protection / social safety net coverage for tea garden workers, particularly for women and children. The JP will also strengthen systems and mechanisms to ensure sustainable approach to provide resources by the concerned Government authority and local government agencies. The needs of Tea Garden workers will be reflected in the national and local level plans through Gender Responsive Budgeting (GRB)and planning. This would create opportunities for PUNO’s and relevant stakeholders to advocate for allocating more resources for the social protection of Tea Garden workers.   

In this context, UN Women Bangladesh is seeking to recruit a National Consultant (NC) who will provide   capacity building support to the local and national level officials of relevant ministries and department on GRB in accordance with UN Women mandate and regulations.

The key Objectives for the consultancy are as follows:

Objective: 

  • To strengthen the capacity of concerned local level Government officials  from Ministry of labor of Employment (MOLE). the Department of Inspection for Factories and Establishments (DIFE), Ministry of Social Welfare(MoSW), Ministry of Health and Family Welfare (MoH&FW), Ministry of Education (MOEd), Ministry of Local Government (MoLG)  and  relevant Upazilla level officials on Gender Responsive Budgeting (GRB) and planning to address  immediate and long term needs of Tea Garden workers.

Duties and Responsibilities

?The Specific objectives of this assignment are as follows:

  • Develop a GRB module for day long training for the local level officials of Ministry of Labour and Employment (MoLE), The Department of Inspection for Factories and Establishments (DIFE),  Ministry of Social Welfare(MoSW), Ministry of Health and Family Welfare (MoH&FW), Ministry of Education (MOEd), Ministry of Local Government, and Upaizlla level officials with a clear understanding on GRB and it’s implication in local level planning and budgeting.
  • Conduct one day training for selected participants of local level government officials, and relevant stakeholders in Sylhet.
  • Develop a policy brief based on the key learning from this trainings and discussion with local level Government officials. The policy brief will address the local issues that drawn out of the discussion held with local level officials of the different ministries on GRB and planning.
  • Conduct a national level workshop with the concerned officials of Ministry of Labour and Employment (MoLE), The Department of Inspection for Factories and Establishments (DIFE), Ministry of Social Welfare(MoSW), Ministry of Health, Ministry of Education (MOE), Ministry of Local Government and Ministry of Women and Children Affairs (MoW&CA) and other relevant ministries on GRB and social protection issues of Women tea garden workers. The aim of this workshop is to advocate to integrate these issues in the national level planning and budgeting.

 

Scope of the work and main responsibilities:

  • Desk review of existing global and national literatures, tools, and guides on GRB and social protection and based on literature review develop an outline of a training for national and local authority.
  • In-depth review of current policies and planning practices, gaps, and specific needs in relation to GRB and social protection issues to address Leaving no one behind (LNOB) to achieve targets of SDGs.
  • Training outline and supporting documents should highlight the conceptual clarity on GRB and social protection issues and reflect the local needs that is relevant.
  • Consultant is expected to facilitate 2 training sessions (day-long) and national level workshop, prepare training module, and develop complementary handouts for the participants.
  •  Develop Policy brief (max. 10 pages) on GRB and Social protection issues in English

 that covered the needs of women Tea garden workers

  • The language of the training module and supporting documents will be in Bangla.

Duration of the Work:

Total number of maximum working days required for this assignment is 30 days. The assignment will commence upon signing the contract and expected to be completed by the April 15, 2021

Travel

No DSA will be paid at the duty station. If unforeseen travel outside the duty station is requested by UNWOMEN, and upon prior agreement/approval, such travel shall be UNWOMEN expenses and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

In the case of unforeseen travel, payment of travel costs including tickets, and living expenses will be covered by UN Women travel policy.

Required Skills and Experience

Education Qualifications:

  • At least Master’s degree in Social Science, preferably in Economics, Finance, Gender Studies.

Experiences

  • At least 5 years of relevant experience in the field of Social Protection, and particularly on Gender Responsive Budgeting and planning.
  • Demonstrate strong capacity to undertake and support gender-based analysis from research perspective and developing policy brief for high level advocacy.
  • Strong background in giving out trainings to Government officials at national and local level.
  • Experience in working with UN agencies.

Language

  •  Excellent communications, analytical and writing skills in Bangla & English.
  • Strong command of English and Bangla.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all
costs components required to perform the deliverables identified in the TOR, including professional fee, only  and any other applicable cost to be incurred by the SSA in completing the assignment.
The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon
completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria:
Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:
1. Responsive/compliant/acceptable; and
2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the
solicitation;
Only candidates obtaining a minimum 70 mark in technical evaluation will be considered eligible for financial evaluation.

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (70) will be considered as technically-qualified candidate.
