Background

 

UN Women grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

 

Women are increasingly migrating for work within the ASEAN region, and today close to half of all migrant workers in the region are women. While women migrant workers are disproportionately represented in the domestic work and care sectors, women migrant workers are also found in large numbers in other sectors in ASEAN countries, including construction, agriculture, manufacturing, services and entertainment. However, women have fewer options than men for regular migration, and are often channelled into lower-paid informal sector work with few if any labour protections. Due to gender inequalities and discrimination, women are particularly vulnerable to violence and trafficking, and services for survivors of violence often do not meet their needs. Recognizing these challenges, the European Union is funding a new project, “Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region” (2018-2022). Safe and Fair implemented by the International Labour Organisation (ILO) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women).

 

Safe and Fair (SAF) is part of the multi-year EU-UN Spotlight Initiative to Eliminate Violence Against Women and Girls. Officially launched on 20 September 2017, the Spotlight Initiative brings focused attention to the issue of violence against women and girls, moving it into the spotlight and placing it at the centre of efforts to achieve gender equality and women’s empowerment, in line with the 2030 Agenda for Sustainable Development.

 

Safe and Fair delivers technical assistance and support with the overall objective of making labour migration safe and fair for all women in the ASEAN region. Safe and Fair engages with ASEAN Member States’ government authorities; ASEAN institutions; workers’ organizations; employers and recruitment agencies; civil society organizations; community-based organizations; families and communities; research institutions and academia, media networks, youth, and the general public and supports programming across ten countries (Brunei Darussalam, Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam).

 

Safe and Fair works in close cooperation with governments and social partners to achieve three interlinking specific objectives: (1) Women migrant workers are better protected by gender-sensitive labour migration governance frameworks; (2) Women migrant workers are less vulnerable to violence and trafficking and benefit from coordinated responsive quality services; and (3) Data, knowledge and attitudes on the rights and contributions of women migrant workers are improved. The programme strategy mainstreams three cross-cutting topics: women’s voice and agency; rights-based approach; and broad engagement of stakeholders.

 

The Safe and Fair programme strategy mainstreams three cross-cutting topics: women’s voice and agency; rights-based approaches; and broad engagement of stakeholders. Safe and Fair aims to address women migrant workers’ vulnerabilities to violence and trafficking, strengthen rights-based and gender-responsive approaches to violence against women and labour migration governance, and support access to essential services. Safe and Fair ensures visibility, awareness-raising and dialogue promotion on changing norms around violence against women throughout the migration.

Duties and Responsibilities

In consultation with National Program Officer EVAW and Migration UN Women, the consultant will be responsible to:

1. Develop a concept note,  which includes curriculum outline that targets different groups of participants, approach, length of training, proposed facilitators and/or trainers, timeline and logistics.

2. Review and update existing training module, develop training materials, Power Point presentation, hands out for trainees, and list of supporting tools (pre and post-test, feedback form, action plan form, etc).

3. Prepare and arrange training events, including TOR development and invitation letter drafting for participants.  

4. Facilitate series of trainings to frontline service providers in East Java and Lampung Province. Five series for each province, targeting three different groups of service providers participants, including from government, CSOs, and recruitment agencies.    

5. Summarize the process based on the observation during the training, collect quotes and testimonies from participants, and draft at least 2 human stories.  

6. Tailor and finalize the module based on feedback from the training.

7. Develop a narrative report.

The consultant will be responsible for ensuring that the submitted deliverables meet UN Women’s quality standards.

This activity corresponds to:

Output 2.3.

Networks of women’s groups, community-based organizations, labour unions and local government agencies are established and mobilized to prevent violence and trafficking of women throughout the migration cycle; with indicator 2.3.2 Number of women migrants who are provided with information by networks. 

Output 2.4.

Capacity of front-line service providers (health, social and criminal justice) to provide quality, coordinated services and collect and use data ethically to respond to the needs of women migrants experiencing violence and trafficking is enhanced; With indicator 2.4.1. Number of women migrants who receive assistance from front-line service providers; and  indicator 2.4.2 Number of front-line service providers trained to handle women’s protection/trafficking issues in a coordinated manner.

Duration of Assignment and Duty Station

The total duration of the contract assignment will be from  November 2020 –   May 2021. The consultant will be home based.

Required Skills and Experience

 

Required Qualification

  • Master’s Degree in Social/Political Science/Communication or any related field with at least 5 years of relevant experience preferably in designing capacity building activities; or, Bachelor’s Degree in Social/Political Science/Communication or any related field with at least 7 years of relevant experience preferably in designing capacity building activities.
  • Well experienced in designing and facilitating training for government and CSOs on basic psychosocial and communication skills, data collection, case management and cross-border networking skills.   
  • Understanding violence against women, trafficking and migration issues in Indonesia is advantageous.
  • Previous professional experience with UN Women on a related field would be considered an asset.
  • Experienced in designing fun and interactive virtual trainings will be highly considered. 
  • Excellent written and spoken English and Bahasa Indonesia.

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 80% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 80% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the financial component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 80% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Financial proposal: the financial proposal shall specify a lump sum amount breaking down the cost needed to achieve each deliverable, such as communications, travel related cost, if applicable (i.e. round-trip airfare from consultant original city to the field locations and accommodation), printing, etc.
  • Quotations will be evaluated based on “Lowest priced, technically compliant offer methodology". The contract will be awarded to the supplier who meets the requirements and provides the lowest price.
