The Human Resource (HR) Division is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources services, i.e. strategic workforce planning, recruitment and selection, personnel administration, organizational and design, learning and career development, the provision of HR management information and tools to support strategic decision making, and for the continuous development and improvement of human resource operations, policies, methods and advisory services aligned to UN Women evolving business needs.

Under the daily supervision of the Human Resources Specialist, the Human Resource (HR) Associate will be responsible for supporting the Benefits and Entitlements team with the administration of benefits and entitlements and a variety of other related HR administration issues, including related to onboarding, maintenance of personnel contracts, data management, knowledge management and coordination support.

Duties and Responsibilities

Provide administrative and coordination support the administration of HR policies related to benefits and entitlements for staff and/or other contract modalities:

  • Ensure full compliance of records and reports with UN Women rules, regulations and HR policies and guidelines;
  • Provide information to the management and personnel on benefits and entitlements strategies, rules and regulations;
  • Conduct research on a range of HR related issues (precedents, policy rulings and procedures) and assist in preparation of notes/reports;
  • Prepare written response to queries concerning HR benefits and entitlements related matters;
  • Oversee and monitor consistent interpretation and application of UN Rules and Regulations.

Provide HR administrative and logistical support in the area of onboarding, benefits and entitlements:

  • In close collaboration with Service Provider, oversee the onboarding of international staff members and GS HQ staff and/or other contract types, including but not limited to, negotiate inter-agency agreements, determination of step and review determination of entitlements;
  • Provide general guidance on absences including sick leave, family leave and special leave;
  • Provide general guidance on travel and work permit requirements as necessary;
  • Coordinate with external partners as necessary;
  • Contribute to the intranet HR benefits and entitlements presence by providing new contents, updating information, and maintaining contents.

Administer and maintain personnel contracts:

  • Provide correct contract information. Liaise with the Service Center or other offices, follow up on benefits and allowances as needed;
  • Maintain and process contract, benefits and entitlements records.

Maintain and review HR related Data:

  • Gather and provide data to support monitoring of implementation of HR policies, practices and procedures;
  • Maintain and update internal database and files on administrative HR matters in a confidential and secure manner;

Facilitate knowledge building and knowledge sharing globally:

  • Liaise with HR counterparts in field offices to provide support including the dissemination of information on a variety of HR matters.

Provide administrative and coordination to HR support to the JPO Programme, Internship and Fellowship Programme, or Recruitment teams.

  • Coordinate meetings as needed;
  • Gather compile and analyze information as needed.

Provide any other support requested by supervisors as needed.

Required Skills and Experience

Education: 

  • Completion of secondary education is required.
  • Bachelor’s degree in HR, Business or Public Administration is an asset.
  • Candidates who do not have a university degree or an accredited certification in the related field will be required to complete the Global General Service Test (GGST) – formerly known as the UN Administrative Support Assessment Test (ASAT).

Experience: 

  • At least 6 years of relevant experience in office administration and/or human resource management;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web based management system.
  • Experience working in an international organization is an advantage.
  • Experience in researching and interpreting UN staff rules and HR related policies and procedures is highly desirable.

Languages: 

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
