Reporting to UN Women Senior Policy Advisor on Gender and Macroeconomics, the Programme Analyst contributes to the effective management of the UN Women-ILO Joint Programme “Promoting Decent Employment for Women through Inclusive Growth Policies and Investments in the Care Economy”.  The joint programme will be managed by a global policy team of UN Women and ILO officials based in Geneva.

The Programme Analyst will provide overall substantive inputs to programme design, formulation, implementation and evaluation. In particular, the Programme Analyst will guide and facilitate the delivery of the ILO-UN Women joint programme by providing project management support, liaising with Donors, monitoring results achieved during implementation, and ensuring appropriate application of UN Women programme and project management policies and procedures, including the appropriate use of UN Women systems. 

The Programme Analyst will work in close collaboration with ILO, with UN Women Country Offices,  programme and operations teams, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women-ILO Joint programme implementation.

Duties and Responsibilities

Coordinate the Joint Programme  on Decent Work for Women through Inclusive Growth Strategies and Investments in Care:

  • Coordinate the overall joint Programme work plan development and implementation according to approved programme document;
  • Gather inputs and coordinate the preparation of work-plans, periodic narrative progress and final reports and expenditures status reports to the UN Women Senior Advisor on Macroeconomics and Gender;
  • Provide overall programmatic oversight support to ensure timely disbursements of funds, as well as adherence to policies and procedures;
  • Coordinate and draft donor reports, and monitor the disbursement of donor funds;
  • Coordinate monitoring of annual targets, monitoring of budget implementation and make budget re-alignments/ revisions, as necessary;
  • Convene the Steering Committee meetings and draft relevant minutes, and report back to the Steering Committee;
  • Record and maintain documents on relevant programme activities, issues, and risks, and escalate accordingly to set tolerances;

Guide coordination with national partners and other stakeholders:

  • Coordinate relationships with ILO, Country Offices, and relevant HQ departments to support implementation of the joint Programme, raise potential problems and suggest solutions;
  • Identify capacity building needs and support partners/country offices through technical assistance, mentoring, training and capacity development initiatives, as needed.

Coordinate the monitoring and reporting on the joint Programme:

  • Gather and compile all information necessary for monitoring and reporting on the joint programmes from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds, providing technical and administrative support for timely implementation and monitoring of country-level projects related to the joint programme, including reviewing and monitoring of work plans to ensure timely implementation
  • Provide technical inputs and conduct regular monitoring visits, as required;
  • Draft and provide inputs to annual and quarterly reports; and coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from the joint programme activities and results for Country Offices and/or Regional Offices reporting.
  • Establish tracking systems for smooth project planning, implementation and monitoring, in collaboration with programme stakeholders (if necessary) to facilitate monitoring and reporting.

Build partnerships and support in developing resource mobilization strategies:

  • Provide inputs to the development of partnerships and resource mobilization strategies.

Advocate and facilitate knowledge building and management and communication:

  • Document the programme implementation process and products;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Liaise and support effective communication with Donor(s);
  • Disseminate knowledge products and policy advocacy briefs;
  • Provide coordination support to the organization of global and regional consultations and thematic meetings, major advocacy campaigns, events, trainings, workshops and knowledge products (if required).

Required Skills and Experience

Education: 

  • Master’s degree or equivalent in Social Sciences, Economics, International studies, International Development, gender/women's studies or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification (such as PMP®, PRINCE2® Practitioner, or MSP®) is required.

Experience: 

  • At least 2 years of progressively responsible work experience in programme and project support at the international level, including support in development of programmes/projects, technical support in programme/project implementation, coordination, monitoring, donor reporting and capacity building is required;
  • Experience in a project management office or programme support is required, in particular application of Prince2 or PMI methodologies;
  • Experience in coordinating with different departments and collaborating and supporting field offices;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is an asset.
  • Work Experience in the UN system and working knowledge of programme and project management in UN Women would be considered an advantage;
  • Knowledge of the UNDG joint programme procedures and UN Women Programme policies and procedures would be an advantage;
  • Experience in creating and managing a community of practice and in Capacity building initiatives related to programme/Programme management would be an asset;.

Languages: 

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset;
  • Knowledge of French is an asset.
