Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Ukraine UN Women works with the government, parliament and civil society in advancing gender equality through implementation of the national and international commitments on gender equality and women’s human rights. UN Women Ukraine implements interventions towards the realization of following strategic goals: elimination of violence against women and girls; implementation of women, peace and security agenda and gender responsive governance. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work.

The project “Advancing Gender Equality and Women’s Empowerment through Decentralization Reform of Ukraine”, funded by the Government of Canada, is implemented at national, regional and local levels in four pilot regions of Ukraine - Chernivtsi, Kherson, Sumy and Volyn. The project goal is to support the government with achievement of the transformative results for gender equality and women’s empowerment through decentralisation reform in Ukraine. The project provides policy, technical and capacity-building support to the national mechanism on gender equality and the Ministry of Communities and Territories development of Ukraine, to strengthen the implementation of the national government policy commitments and programs that advance gender equality and women’s empowerment at national, regional and local levels. The project facilitates participation of the diverse women’s groups and civil society organisations in decision-making about decentralized governance and service delivery and their demand for accountability for gender equality commitments. The project includes one outcome: Outcome 1 “Strengthened implementation of the national government policy commitments that advance gender equality and women’s empowerment at national, oblast and local levels”.

Under the overall guidance and supervision of Programme Specialist/Project Manager, the Programme Analyst provides programme support to the effective management of the project by contributing in the programme design, formulation, implementation and evaluation.  The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

The key results of this post directly impact on the ability of UN Women to effectively implement UN Women’s programs and related operations in the country. This impact should lead to enhancing the visibility and image of UN Women as an effective leader on gender equality and women’s rights and empowerment within the country.

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of gender-responsive governance and decentralization

  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to gender-responsive governance and decentralization

Provide technical support to the implementation and management of the gender-responsive gouvernance and decentralisation

  • Provide inputs to the annual workplan and budget as required;
  • Coordinate and monitor the implementation of programme activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management.

Provide technical assistance and capacity development support to project/programme partners

  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress on programme activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

Provide technical inputs to the management of people and finances of the project

  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports;
  • Oversee the work of Programme Assistant as needed.

Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

Provide technical inputs to inter-agency coordination on gender-responsive governance and decentralization to achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide technical support to the Project Manager and the Representative on inter-agency coordination related activities by providing inputs to background reports and briefs.

Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to gender-responsive governance and decentralisation;
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on gender-responsive governance and decentralization.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

 

Experience:

  • Minimum 3 years (with Masters’ degree) of relevant progressively responsible experience at the national and/or international level (e.g.  in project/programme formulation, management, local governance, private sector developement, monitoring and evaluation, finance, operations, administration or audit services.)
  • Experience and understanding of implementing human rights, gender equality and women's empowerment projects/initiatives. Experience in advocacy for gender equality and women's empowerment is desirable.
  • Experience in support to design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments is an advantage.
  • Experience of working with relevant stakeholders from the governmental and non-governmental institutions involved into recovery issues at the national and sub-national levels;
  • Experience in the usage of computers and office software packages (MS Office, Outlook, etc.).

Language Requirements:

  • Fluency in oral and written English, Ukrainian and Russian languages.
