Background

Gender equality and women empowerment is key to UNDP’s intervention, UNDP is therefore, one of the Key partners for the National Ministry of Gender Child and Social welfare and had collaborated with the Access to Justice and Rule of law project, The Peace and Community Cohesion Project (PACC) and the General administration unit respectively. The Ministry is mandated to promote Gender Equality, Safeguard the rights of women, children, Persons with disabilities and other vulnerable groups. This mandate is implemented in collaboration with the state ministries of gender, Parliamentary committee on Gender and child welfare, Gender focal persons in line ministries, the Women parliamentary caucus, Civil Society Organizations and the UN Agencies. One key task is to ensure that that all government institutions, CSOs and the private sector are gender sensitive and take into consideration the diverse needs of the population in the design, planning, implementation and evaluation of policies, programs, plans and projects.

The Ministry would like to promote its activities through the online environment and to have a consistence web-presence to strengthen its visibility and coordination through revival of its website which used to host most of the produced publications, polices and updates and to keep the public and partners aware of its ongoing activities.

 It is against this backdrop that, UNDP IS Seeking to engage a consultant/firm to deliver the needed services

Duties and Responsibilities

The main objective of this consultancy is to provide technical support to the National Ministry of Gender, child and social welfare, to revive/develop its website and management and to offer associated capacity development needs.

The Consultant will work closely with a designated IT personal at UNDP and a program Analyst to meet the objectives of the consultancy. 

Specific responsibility will include:

Website assessment and development

  • Asses the existing of the current website and upgrade/develop and implement a plan of action for the development and promotion of the MGCSW website, with specified goals, indicators, approaches, timeline and expected quantitative outcomes;
  • Support the implementation of a workflow for the regular update and maintenance of the website.
  • Provide inputs to/assist in preparation of new content for the websites. This will include editing and organizing photos and video footage;

Coaching staff on Website maintenance:

  • To provide training/capacity development for the MGCSW designated staff on the web-portal maintenance and management
  • Train the IT Assistant and other two selected personnel of the ministry in administering the websites and maintaining cloud service;
  • Solve/trouble-shoot website functions as required;
  • Assist in developing and implementing Search Engines Optimization strategies to increase website visibility;
  • Provide user guidance and training support to office staff for the web application.
  • Offer guidance on website monitoring and reporting

Required Skills and Experience

Education

  • University degree in Information Technology, Computer Science or related disciplines;

Eperience 

  • At least three years of progressive work experience in web resources development: web design, programming, content including expert knowledge in HTML, CSS and JavaScript;
  • Proven experience in the graphic design and technical implementation of user interfaces in a web-based environment. Please attach or provide links to at least 3 samples of previous work preferably related to this assignment in your application
  • Experience of providing training to individuals with basic IT skills
  • Experience of preparing user-friendly reference manuals to update and upgrade website contents

Language Requirements:

  • Language Proficiency – fluency in English. Knowledge of Arabic will be an added asset.

Qualifications of the candidate in the required area or course applied for

  • University degree in Information Technology, Computer Science or related disciplines; or proof of efficiency and a CV of the lead personnel in the case of firms

Experience of the candidate 50%

  • Demonstrate experience in web resources development: web design, programming, content including expert knowledge in HTML, CSS and JavaScript; proven experience in the graphic design and technical implementation of user interfaces in a web-based environment. Financial proposal: 30%

Interested Contractors are required to submit their financial rates for website support services as part of their proposal.

Deliverables and Payment schedule

  • Inception Report outlining organization and methodology and schedule for achieving outputs. 20%
  • Enhanced and updated website/web-based user interface including reference manual. 20%
  • Launched of the website and draft Final Report. 30%
  • Final Report incorporating all comments. 30%
