Background

“Modern Parliament for a Modern Armenia” project is designed to strengthen the Republic of Armenia National Assembly (RA NA) in its new and fundamentally enhanced role within the governance system in carrying out key functions of law-making, oversight, and representation. With a long-term goal of enhancing the overall effectiveness of the Parliament as a policy-making institution, the project is designed to support the newly elected National Assembly to take the advantage of the modern governance tools and mechanisms that are focusing on improved quality, transparency and inclusiveness of parliamentary operations and enhanced parliamentary capacity for gender-responsive policymaking.

The three components of the project are focused on the areas of Legislative capacity, Legislative transparency, and Legislative responsiveness. To that end, a three-stage strategy will be applied: (i) catalytic stage of needs assessment, strategic agenda-setting, and pilots of the designed approaches, (ii) full-fledged implementation of the strategic agenda, tested approaches and activities, (iii) evaluation of the implementation, policy recommendations, and project closure.

The expert will act under the overall supervision of UNDP MAP Project Chief Technical Adviser and Associate Project Coordinator, in close coordination with UNDP Communications Analyst, to support the communications and outreach of the MAP Project’s work with the National Assembly regular and social media coverage and communication with citizens.

Duties and Responsibilities

Along with these duties the Communications and Outreach Expert will also manage SMM, generate interesting and targeted content for social media, increase the engagements of the page in relation to the Project scope and the NA. The expert is expected to:

  • Develop project communications strategy   to promote the Project
  • Design, produce presentations, press releases, articles, leaflets, ‘in-house' journals, reports, brochures,  promotional videos, draft speeches, and relevant materials for the website
  • On behalf of the project team attend events, conferences, exhibitions, meetings, round tables to promote the Project
  • Monitoring of parliamentary activities to provide regular updates and results capturing for the Results and Resources Framework of the MAP Project when it come to the media, polls, crowdsourcing etc.
  • Provide regular briefs and analysis on parliamentary developments relevant to the MAP Project scope;
    • Advise on identifying and mitigating risks in communication and outreach
    • Analysis on the factions and committees of the National Assembly related to the MAP Project work
    • Report on the MAP Project visibility
  • Regularly attend/monitor public consultations in the National Assembly supported by the MAP Project
  • Contribute to the Project’s reports with respective sections
  • Develop and maintain donor mapping and identifying and clustering possible synergies
  • Prepare briefs, talking points and other relevant materials.
  • Contribute to development and application of innovative tools in the MAP Project
  • Develop crowdsourcing and polling questions based on the media and country communications research
  • Incorporate feedback from the MAP Project research and analysis into the knowledge products (such as the constituency communications guidelines, infographics, narratives etc.)
  • Regular consultations with the UNDP Communications Analyst
  • Regular feedback to the MAP Project for donor reports on the media coverage of the RANA and the Project Activities.

  • Weekly briefs/posts and information on project progress to be posted
  • Public consultations in the National Assembly mapped
  • Analysis on the Plenary Sessions and committee meetings outreach roadmap
  • Cross-party framework developed
  • 3 micro-narratives outlines developed
  • 4 website inputs and 4 social media inputs developed
  • 2 outline designs for website applications developed
  • 6 analytical/research briefs prepared
  • Outlines for 3 infographics and 2 animations prepared
  • 1 brief on synergies with and beyond UNDP Programme prepared.
  • MAP Project knowledge and lessons learnt codified.
  • 4 MAP Project events organized

Competencies

  • Proven ability to work within the set-up time frames on multiple activities and tasks concurrently
  • Good computer literacy, knowledge of MS office software and web-based applications. Ability to work with office equipment
  • Photography skills are desirable;
  • Knowledge of graphic design programs is an asset.

Required Skills and Experience

Education

  • Advanced university degree in journalism, communications, development and communications public relations, social media marketing or related field.

Experience

  • Minimum 5 years of experience working on demonstrated responsible position in the communications sphere; in marketing, media management or public information campaigns.
  • Work on innovative communications is an asset;
  • 1 year of experience in governance related projects/sectors is a strong asset;
  • Experience of creating content for media , as well as experience using various technologies and best practices in SMM

Language Skills:

  • Fluency in Armenian, English and Russian both written and verbal. 

 

INDIVIDUAL CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
