Background
The required service relates to Component 4 (RE Commercialization) of the DREAMS project. This component will address barriers related to the lack of successful Renewable Energy (RE) projects in the Philippines. There are two outcomes resulting from the outputs of this component: a) increased confidence of local RE developers that leads to an enhanced uptake of RE projects at the local level; and b) increased number of RE projects through the SF4RE.
SF4RE is a grant facility, under the DREAMS Project, that will provide services and goods to help eligible partners in implementing renewable energy endeavors. SF4RE will enhance local RE investment by accelerating the deployment of renewable energy systems, and enhance local capabilities to innovate, create, operate, and maintain these systems.
Duties and Responsibilities
The Consultant is expected to assist the Local Proponent (LP) to conduct the Technical Review and Packaging of Proposals with regards to the following:
- In coordination with the Project Management Unit (PMU) Focal Person assigned to a SF4RE proponent, recommend actions that may be taken on the proposals. Recommendations may include:
- Submission of additional data or clarification on information or data presented in the proposal
- Suggestions on the technical design, i.e. engineering, cost or planned implementation strategies of the proposal
- Revisions, in part or in whole, of the proposal
- Filling in gaps to fully comply with the SF4RE objectives or strengthen the proposals likelihood of acceptance
- Refinements on the Terms of Reference of the Contractor that will be procured for the full implementation of the proposal if approved
- Participate in meetings/discussions with Proponents
- Participate in the deliberations/technical review of the Renwable Energy Management Bureau (REMB) Technical Review Group (TRG) and the Project Steering Committee
- Conduct field work as may be possible or as may be required
Expected Outputs and Deliverables:
The Consultant is expected to review at most 12 proposals endorsed by the PMU. The table below summarizes the expected deliverables form the Consultant

Institutional Arrangement
Under the general direction of the National Project Director (NPD), the DREAMS Project Manager will supervise the activities of the Consultant. In the review of specific SF4RE proposals, the Consultant will coordinate with the PMU Focal Person assigned to a specific proposal.
Duty Station
The duty station is in Metro Manila. However, the Consultant will be home-based. The Consultant shall be available for online consultations or actual presence at the DOE office as may be required.

Required Skills and Experience
The Offeror should meet the following minimum qualifications:
Education
- Minimum Bachelor's Degree in Mechanical or Electrical Engineering with valid license
Experience
- Minimum 7 years of experience in the application of any Renewable Energy technology
- minimum 7 years in the actual/direct implementation of RE projects for rural electrification and/or off-grid areas in the Philippines in a Senior Management position (President, Operating Officer, Director, Manager)
Langauge
- Proficient in English
Scope of Price Proposal and Schedule of Payments
The Offeror is required to submit an all-inclusive proposal e.g. supplies, reproduction, meals, lodging, and other local travel fares within MetroManila. The contract price is fixed regardless of changes in cost components. In case of travel outside Duty Station or as may be requested the PMU will handle the actual cost of meals and lodging and transport cost. There shall be no additional payment for field travels except those mentioned above.
Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during contract duration.
Payments will be made when specific outputs have been submitted and accepted, as outlined below:

Criteria for Selection of the Best Offer
The Combined Scoring Method shall serve as basis for evaluating offers. The technical qualifications will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%.
The technical qualification will be evaluated based on the following criteria:

Recommended Presentation of Offer
Interested applicants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF or MS Word file as the application only allows to upload maximum one document. Incomplete application will not be processed.
- Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP. The availability must indicate the number of days that the IC needs to be able to commence work upon signing of the Contract of Services with UNDP;
- CV or P11 with three (3) references and their contact details;
- Financial Proposal If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. Financial proposal should also include personal Medical/health insurance (to be purchased by the individual at his/her own expense) as a mandatory requirement for the issuance of contracts.
- One sample of report submitted to a client or publication related to a energy project. The report or publication must not be more than 10 pages long.
