Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

UN Women works to economically empower diverse women in Lebanon, at micro, meso, and macro levels. Since 2016, when UN Women established its office presence in Lebanon, the Women’s Economic Empowerment (WEE) program has predominantly focused on increasing the resilience of vulnerable women and girls in refugee and host communities, under the Resilience Unit. The program’s overall goal is to, empower vulnerable women, girls and their communities, and strengthen their resilience to conflict and displacement. The project design is based on two pillars of intervention: 1) Economic Empowerment and 2) Protection. The economic empowerment interventions, skills training, paid opportunities in the private sector, and entrepreneurship support, combined with protection interventions at the individual, institutional and societal levels to prevent and respond to gender-based violence. The program targets refugees and nationals together, as a method of fostering understanding and trust between their communities.

Under the direct supervision of the Program Manager based in Beirut, the Project Coordinator will be responsible for supporting in the program to achieve effective results.

Reporting to the Program Manager, the project Coordinator works with and provides support to the members of the Program Team in the development and implementation of effective programs consistent with UN Women rules  and  regulations.    The  Project  Coordinator contributes  to  research,  financial  management,  and  program implementation  including  providing  necessary  operational,  administrative,  and  programmatic  support.  The Project Coordinator works in close collaboration with the operations, program and projects’ staff in the RO and UN Women HQs as required for resolving complex finance-related issues and exchange of information. 

Duties and Responsibilities

Support the Programme Manager in following -up on Projects’ implementation and management process :

  1. Provide inputs to the annual workplan and budget as required
  2. Coordinate and monitor the implementation of project activities
  3. Coordinate  the  call/request  for  proposals,  including  the  organization  of  technical  review committees, and capacity assessment of partners.  
  4. Follow-up on the submission of implementing partner financial and narrative reports.

Support to monitoring and implementation of project activities and programme results :

  1. Support project partners through overseeing implementation and synergies between different elements of project implementation, while ensuring implementation is on track.
  2. Provide  technical  assistance  and  capacity  building  to  partners  on  key  areas  of  project implementation, to ensure impact of interventions. 
  3. Conduct field visits to monitor field level activities. 
  4. Conduct monitoring of results of the IPs to ensure that the project achievements are in line with target indicators, and impact is monitored and documented
  5. Maintain records of all target achievements / indicators to monitor progress. 
  6. upport in the timely preparation and quality control of technical reports, briefs and required project documents  
  7. Monitor progress on project activity, results, and indicators at the field level  
  8. Provide  inputs  to  quarterly  reports,  donor  reports  and  other  reports  on  outputs,  results outputs, and outcomes
  9. Go on Field visits biweekly to monitor projects implementation

Support the Programme Manager in building partnerships and resource mobilization efforts :

  1. Provide  inputs  to  resource  mobilization  strategies;  analyze  and  maintain  information  and databases.
  2. Provide  inputs  to  relevant  documentation  such  as  project  summaries,  conference  papers, briefing notes, and donor profiles 
  3. Represent  the  agency  and  provide  input  and  support  in  inter-agency  coordination  groups relevant to the WEE programme. 
  4. Coordinate with other UN Women teams on WEE information for complementarity

Provide inputs to advocacy, knowledge building and communication efforts :

  1. Provide technical inputs to background documents, briefs and presentations related to Livelihood and Women Economic Empowerment.
  2. Coordinate  and  support  the  communication  team  with      data  and  information  covering  WEE programme to enhance visibility and advocacy.  

Provide administrative and logistical support to the formulation and management of Programmes :

  1. Provide  administrative  support  in  the  preparation  of  programme  work  plans,  budgets,  and proposals on programme implementation arrangements.
  2. Prepare  information  for  the  audit  of  Programmes/  projects  and  support  implementation of audit recommendations
  3.  Review programme data from Programmes/ projects for the MCO/CO/RO website
  4. Identify  sources  and  gather  and  compile  data  and  information  for  the  preparation  of documents, guidelines, and position paper.
  5. Provide  administrative  support  in  monitoring  budget  preparation  and  the  finances  of Programmes/projects including the finalization of FACE forms. 
  6. Review financial reports; prepare non-PO vouchers for development projects; Process payment for consultants. 
  7. Maintain internal expenditures control system.
  8. Create requisitions in Atlas for development projects; register good receipts in Atlas
  9. Undertake  all  logistical,  administrative,  and  financial  arrangements  for  organization  for meetings, workshops, events, and missions.
  10. Make travel arrangements for the Programme Team, including travel requisitions and claims.
  11. Prepare public information materials and briefing packets.
  12. Assemble briefing materials and prepare power-point and other presentation

Required Skills and Experience

Education and certification:

  • Bachelor’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required 
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage

 Experience: 

  • A Bachelors’ degree with 4 years (Graduate with 2 years) of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
  • Experience in Women Economic Empowerment is an asset
  • Experience coordinating and liaising with Humanitarian actors, government agencies and/or donors is an asset. 
  • Experience in the use of ATLAS is an asset
  • Experience in UN System is a plus
  • Computer skills, statistics, internet communication and command of MS Office 

Language Requirements: 

  • Fluency in English and Arabic is required
  • Working knowledge in another official UN language is an asset
