UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is embarking on a new project titled “Women Make the Change” under its thematic area 1 of Women’s Leadership and Political Participation. This project aims to contribute towards the longer-term outcome of women’s full and effective participation in equal opportunities for leadership at all levels of decision-making in political and public life. In order to achieve the longer-term outcome; the project will contribute towards four sub-outcome areas:

Outcome 1: Legal and Policy frameworks promote gender balance throughout the electoral cycle

Outcome 2: A cadre of interested, diverse and capable women political leaders is formed at national and sub-national levels

Output 3: Significantly increased perception of women as equally legitimate and effective political leaders as men

Output 4: Women are promoted as leaders in gender sensitive political institutions

Implementing partners of the project are UN Women PNGCO in partnership with the Department of Community Development, Sports and Religion, as well as UNDP for some specific activities.

Under the supervision of the Programme Specialist for Women Make Change, the National Programme Specialist is responsible for overseeing the management, development, implementation, monitoring and reporting of programmes for the Country Office as well for managing the human and financial resources of the team.  This includes providing support to the implementation of the Country Office programmes, overseeing the monitoring of progress against mutually agreed results frameworks and performance indicators, monitoring Country Office programme financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results, reviewing and developing partnerships and resource mobilization strategies; and leading knowledge management efforts.

1. Provide programme development advisory services and develop programmes in the area of Women Make the Change.

• Oversee and manage the design and formulation of programme proposals and initiatives; Identify programmatic areas for support and interventions within the Women Make the Change Programme;
• Finalize country strategy documents, programme/ project proposals, briefs, policy dialogue and other documents related to Women Make the Change Programme;
• Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design, as necessary.

2. Manage the implementation and management of the Women Make the Change Programme

• Finalize the annual workplan and budget and manage their implementation;
• Provide programme advisory support to the Office Management within the Women Make the Change Programme;
• Manage the implementation of the programme/ project; provide advice; ensure synergies with other teams;
• Review the submission of implementing partner financial and narrative reports as required;
• Provide guidance to staff and partners on Results Based Management tools and performance indicators;
• Lead Project Steering Committee, project review and/or evaluation meetings.

3. Oversee assistance and capacity development to project/programme partners

• Build, manage, and expand relationships with national partners to support implementation and expansion of the Women Make the Change Programme; respond to any potential problems;
• Implement and oversee capacity building opportunities and initiatives;
• Provide partners with advanced technical assistance, training and capacity development initiatives.

4. Manage the monitoring and reporting of the programme/ project

• Manage the process of monitoring the programme/ project implementation of activities and finances using results-based management tools;
• Finalize quarterly reports and donor reports, focusing on results, output and outcomes;
• Write office donor and UN Women reports.

5. Manage the people and financial resources under the Women Make the Change Programme

• Manage and coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting including financial reports
• Oversee and monitor the allocation and disbursement of funds to participating partners
• Manage a team of professional and administrative staff, consultants; mentor and coach staff and conduct performance assessments;
• Oversee recruitment processes, as necessary.

6. Build partnerships and support in developing resource mobilization strategies

• Develop and implement partnerships and resource mobilization strategies;
• Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
• Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

7. Manage inter-agency coordination to achieve a coherent and aligned presence for the Women Make the Change Programme  

• Provide substantive support to the Representative and Deputy Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees;

• Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts;
• Take part in country level Common Country Assessment (CCA)/ United Nations Development Assistance Framework (UNDAF) processes and similar exercises related to the RC system;
• Prepare substantive inputs to CCA/ UNDAF and other documents, as necessary.

8. Lead advocacy, knowledge building and communication efforts

• Represent UN Women in meetings and policy dialogues on issues related to Women Make the Change.
• Manage advocacy strategies and their implementation;
• Identify best practices and lessons learned to guide programme improvement and strategy planning;
• Lead the development of knowledge management strategies and methodologies and products on Women Make the Change.

Education and Certification:

• Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.

Experience:

• Minimum 7 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
• Technical experience in Women’s Leadership and Political Participation required;
• At least 2 years of supervisory or leadership experience is required;
• Experience in setting priorities, budgets, work plans, participating in programme development, project management using RBM tools and programme writing
• Experience coordinating and liaising with government agencies and/or donors;
• Proven experience in leading teams effectively
• Experience working in the UN System is an asset;

Language Requirements:

• Fluency in written and spoken English and Tok Pisin is required
• Knowledge of the other UN official working language is an asset;
