Background

From 2018 to June 2020, UNDP and UNICEF implemented the Peace Building project “Supporting Political and Institutional Stabilization of the Justice Sector for Peace Consolidation in Guinea Bissau”, with the funding from the UN Peacebuilding Fund (PBF) and as part of a broader portfolio of PBF projects in Guinea-Bissau. The overarching goal of the project was to increase the performance of the justice sector by contributing to a more effective and responsive justice sector in Guinea-Bissau.The project aimed to build awareness of the need for more accessible and efficient alternative methods of dispute resolution, enable their legal recognition and ensure complementarity between the formal justice system and the traditional justice system. Moreover, it intended to contribute to the increased respect of human rights and improved access to justice through greater awareness and capacity building actions with regards to peaceful conflict resolution methods, in particular those based on healing, reconciliation, relationship preservation and mutual respect. The main beneficiaries were the formal Judicial system actors, traditional justice actors, CSO and vulnerable populations.

The project has defined three key outputs, consisting of:

  • O1: ADR and Restorative Justice Practices in the Formal Justice system legitimized with the particular attention to Women and Child Rights;
  • O2: Key Stakeholders in traditional justice sector have increased capacity to engage in ADR and restorative justice in compliance with Women and Children’s Rights;
  • O3: The collaboration/complementarity between formal and traditional justice system is effective.

The total budget amount is 1,4 million USD shared by the two recipient agencies.

  • In this context, UNDP and UNICEF will conduct an external evaluation of the project, engaging one international and one national consultant to perform the work. Initially, it was planned an international consultant but, due to the covid-19 context and the need to have a local consultant that can travel to the project sites and collect data and information, implementing agencies and the PBF secretariat, agreed on the need of a national consultant. Also, this was discussed and agreed with the ministry of Justice, Estate department responsible for the project implementation.

UNDP is in the process of finalizing the selection of the international consultant and will launch the consultancy for the national consultant. Both consultancies will be covered by the project funds, allocated for this last activity.

Duties and Responsibilities

The consultant, under the overall supervision of the UNDP’s Resident Representative, and the technical supervision of UNICEF and UNDP project ‘focal points, is expected to perform the following activities:

  • Contribute in the documentation review, led by the international consultant, of the project and other key literature and in the consultations with UNDP and UNICEF project focal points, Ministry of Justice and PBF secretariat, to better understand the project, including its design process, implementation aspects and expected results;
  • Assist the international consultant in the review of the project results and logical framework, progress and financial reports, monitoring reports and contribution agreements signed with partners.
  • Work with the international consultant in the preparation of the data collection tools, including translation of questionnaires and other tools (Portuguese/Creole of Guinea-Bissau);
  • Support the international consultant in the organization of the field data collection, including the identification of sites to be visited and the arrangement of meetings, including setting up and scheduling interviews and focus groups discussions when necessary;
  • Provide simultaneous translation of interviews/focus group discussions, if necessary (from Creole of Guinea-Bissau to Portuguese);
  • Conduct interviews/focus group discussions with key stakeholders and project beneficiaries, at central and regional level;
  • Assess partners views on UNDP and UNICEF Guinea-Bissau current and future role in supporting the rule of law and justice sector, including views on where UNDP and UNICEF have comparative advantages;
  • Assist the international consultant with requested inputs to the comprehensive analysis, prepared by him/her, of the project activities and results reported vis a vis evidence data collected in the field to assess its relevance, efficiency, efficacy, impact and sustainability;
  • Organize a workshop session to validate the draft-final evaluation report with key stakeholders, including donors, the government and civil society organizations, among others.
  • Contribute with inputs to the final report document, under the leadership of the international consultant.

By performing the above tasks, national consultant will contribute to the following deliverables:

 

Competencies

 

  • Ability to produce quality outputs in a timely manner while understanding and anticipating the evolving client needs;
  • Strong ability to collect information and data, analyze and report;
  • Capacity to communicate with project beneficiaries, either at community level or central level, in a clear and concise manner;
  • Understanding of United Nations systems and international organizations in general; field/country experience an asset
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.
  • Experience in the use of computers and office software packages as well as web-based management systems.

 

Language:

  • Proficiency in Portuguese and creole;

Good knowledge of English constitutes an advantage.

Required Skills and Experience

Education

  • University degree in law, economics, political science, international relations, human rights, development studies or other relevant social sciences.

 

Work experience

  • At least 3 years of progressively professional experience in planning, implementation, management, monitoring and evaluation of human rights programmes, especially related to access of vulnerable groups to Justice;
  • Good knowledge and familiarity with international documents and instruments related to Restorative Justice and Human Rights;
  • Research, particularly in qualitative and quantitative research methodologies in social area.
  • Experience in evaluating development or peacebuilding programs/projects is an asset;
  • Acquaintance and involvement with development programs/projects/activities, especially with UNDP and UNICEF is desirable;
  • Knowledge and demonstrable experience in the field of rule of law, human rights, access to justice gender ad child issues; including with UNDP and UNICEF is considered an asset;
  • Previous experience in working in similar task with the UN system is an asset.
