Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Policy, Programme and Intergovernmental  Division provides global programming and policy support to allow UN Women offices at Headquarters and in all field locations to deliver effective and efficient initiatives to support the implementation of UN Women’s Strategic Plan 2018-2021 and internationally agreed goals on gender equality and women’s empowerment, including the Beijing Platform for Action and the 2030 Agenda for Sustainable Development. The Division provides intellectual and strategic leadership on normative support and the delivery of integrated policy advice, including through policy analysis and gender mainstreaming. The Division leverages innovation, knowledge management, and cutting-edge technical expertise to support UN Women programmes and to build the capacity of partners to deliver results on gender equality and women’s empowerment.

The work of UN Women’s Ending Violence against Women (EVAW) Section is focused on a comprehensive approach to ending violence against women that addresses legislation and policies, prevention, services for survivors, research and data, and creating safe public spaces in different settings.

Under the supervision  of the Chief of Ending Violence Against Women (EVAW) Section, the  is responsible for: providing policy advice and technical support to UN Women country and regional offices and partners in the area of ending violence against women, and particularly in the area of  institutional change, monitoring and evaluating and communicating results, leading and managing research, analysis and knowledge management support, and establishing and strengthening strategic partnerships in the area of EVAW. 

Duties and Responsibilities

Provide policy advice and technical support to UN Women country and regional offices and
partners in the area of ending violence against women, and particularly in the area of
institutional change, monitoring, evaluating and communicating results

  • Develop tools, guidelines and manuals related to institutional change, monitoring and evaluating results on EVAW,  and document good practices to prevent and respond to VAWG and effectively communicate results for use by UN Women country offices, the UN system as part of informing system wide approaches, and other partners;
  • Identify and catalyze work in new/ cutting edge areas including through the initiation of/and technical support to global initiatives when relevant, including working with the resource mobilization unit to identify potential funding sources at the global level;
  • Provide substantive technical support to the development of concept notes, and visualization products  on strategic results which can be used for communications and can be submitted for resource mobilization;
  • Prepare and finalize briefing notes, statements and advocacy messages, and contribute to corporate reports in assigned area of focus;
  • Provide policy advice and technical support to Regional Offices (ROs)/Multi-Country Offices (MCOs)/Country Offices (COs), including on programme documents, concept notes and terms of reference on substantive issues, country strategies, and knowledge products.  

Lead and manage research, analysis and knowledge management support:

  • Produce data analysis and reports on results and lessons arising on effective EVAW programming, especially in the area of institutional change on EVAW (from reports, evaluations and knowledge products) to support the communications and advocacy efforts (including analysis for the organization’s annual reports, mid-term reviews, communities of practice, normative events, and Flagship reports, etc.);
  • Identify emerging issues, cutting edge knowledge and approaches on the elimination of VAWG using diverse formats to monitor, evaluate and communicate results (e.g. compendium of practice, case studies, training modules, video documentation, policy briefs, blogs, etc.) for diverse stakeholders;
  • Oversee comparative research and/or compilations and reviews of relevant research on the prevention and response to VAWG by other institutions, and as part of supporting system wide approaches for both internal and external use;
  • Engage actively in existing thematic and gender equality networks and cultivate new partnerships with other relevant inter-disciplinary networks (e.g., academia, private sector, information communication technologies/innovation) to include a focus in their work on prevention and response to VAWG, and intersectionality of gender inequality and discrimination, and to better incorporate cutting-edge thinking in UN Women’s work to communicate results and promote learning and innovation;
  • Develop global flagship publications on key emerging issues affecting VAWG including on institutional change, and provide policy recommendations to address these issues;
  • Maintain, update and oversee the function of the UN-Women Global Knowledge Platform on EVAW (Virtual Knowledge Centre, EVAW Database, UN EVAW Inventory).
  • Establish and maintain online global knowledge and exchange platforms/communities of practice that enable collaboration among diverse stakeholders, promote the exchange of good practices, lessons learned, and identify opportunities to respond to gaps in policy and practice, as well as needs and opportunities.

Provide substantive support to intergovernmental processes and policy development:

  • Provide substantive inputs in the preparation of position papers and reports for presentation to intergovernmental bodies and other policy-making organs, as appropriate and prepare analytical summaries of debates, supporting negotiations and analyzing/compiling outcomes; 
  • Prepare substantive inputs and help coordinate the development of analytical reports to contribute to the Secretary-General’s mandated reporting to intergovernmental fora;
  • Provide support on the implementation of General Assembly resolutions, decisions and other directives in relevant areas of focus, including through support to expert bodies created by intergovernmental forums;
  • Provide inputs in international fora to help shape development of global and regional policies, norms and standards and implementation strategies.

Establish and strengthen strategic partnerships in the area of EVAW, internally and externally, and particularly in the area of institutional change, EVAW research, monitoring and evaluation.

  • Participate in policy making inter-agency, intergovernmental and international technical and advocacy fora as requested by the Chief of Section;
  • Identify strategic opportunities to link and strengthen EVAW programming, especially focused in the area of institutional change with internal and external partners (including but not limited to: SDGs, New Urban Agenda, Action Coalitions, etc.);
  • Build and strengthen partnerships with research institutions, universities or other networks involved in communicating results on the evidence based programming in ending violence against women, in close collaboration with the other EVAW Specialists at the EVAW Section, and the EVAW Regional Advisors.
  • Strengthen synergies between EVAW and other thematic areas/priorities of UN Women (women’s economic empowerment, women’s leadership etc.), both internally and externally, as well as with the EVAW UNTF, to contribute to an evidence-based corporate approach to EVAW.
  • Oversee the organization of, and participate in international meetings and provide programmatic/substantive expertise;
  • Build and strengthen close liaisons with relevant donors and other actors, including the private
    sector, supporting efforts towards EVAW.

Required Skills and Experience

Education:

  • Master degree (or equivalent) in development related disciplines, gender studies, sociology, economics, public policy, law, governance, or other social science field;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years of progressively responsible experience in designing and managing programmes and doing policy research and advocacy for the elimination of violence against women, especially in the area of institutional change, monitoring, evaluating and communicating results, ideally with some experience in developing countries; and experience is particularly required in:
  • Substantive knowledge of and experience on gender equality and women’s empowerment issues, as well as knowledge and working experience on ending violence against women.
  • Experience working with and building partnerships with governments, donors and civil society organizations internationally and in the field;
  • Experience working with the UN is an asset.

Languages:

  • Written and oral proficiency in English is required.
  • Knowledge of another UN working language is desirable.
