Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Since 2001, UN Women (previously UNIFEM) has provided continues support to partners in Georgia to increase meaningful participation of women in conflict prevention, transformation, resolution and sustainable peacebuilding processes. Under the current country programme and in line with the 2016-2020 UN Partnership for Sustainable Development, UN Women supports the Government of Georgia to develop and implement the National Action Plan for Implementation of the UN Security Council Resolutions on Women, Peace and Security (UN SCR 1325 (2000) et al.) and to achieve the targets of nationalized Sustainable Development Goals 5 and 16.

Within this framework, UN Women works with security sector actors, including the Ministry of Defense, the Ministry of Internal Affairs, the State Security Service to mainstream gender into the Security Sector Reform process and its outcomes. UN Women also continues to support the capacity development of women mediators and peacebuilders to ensure the direct and meaningful participation of women in peace processes, as well as creates spaces for effective engagement of women peace activists with the participants of formal peace and incident prevention processes (namely the Geneva International Discussions and the Incident Prevention and Response Mechanisms). One of UN Women’s top priorities for this and following years is to provide support for the localization of the National Action Plan on UN SCR 1325 by fostering the active participation of grass-roots organizations, internally displaced and conflict-affected women and local governments. In this respect, UN Women is targeting ten municipalities in the regions adjacent to the Administrative Boundary Lines with Abkhazia and Tskhinvali Region/South Ossetia, Georgia.

UN Women partners with the UK Conflict, Stability and Security Fund to contribute to the enhancement of women’s full, direct and meaningful participation in peace and security processes and to increase Government of Georgia’s accountability to implement the Women, Peace and Security agenda in Georgia and meet its obligations undertaken on the international, regional and local levels.

The overall goal of UN Women’s WPS programme is to support the full implementation of the Women, Peace and Security Agenda in Georgia. In order to ensure successful implementation of the programme and to meet contractual obligations, UN Women plans to hire a Project Analyst, who will work under the direct supervision of the UN Women WPS Programme Analyst, overall guidance of the UN Women Deputy Representative and UN Women Operations Manager. Reporting to the WPS Programme Analyst, the Project Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Project Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, government officials, donors and civil society ensuring successful UN Women programme implementation under the WPS portfolio.

Duties and Responsibilities

he Project Analyst will carry out the following functions under the direct supervision of WPS Programme Analyst:

  • Work towards timely implementation of the detailed projects’ annual work plans;
  • Provide substantive inputs to programme documents, country strategy documents, briefs, policy dialogue, and other documents related to Women, Peace and Security (WPS)
  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives
  • Coordinate activities under the WPS portfolio;
  • Identify areas for support and interventions within the WPS programming;
  • Provide substantive technical inputs to the annual workplan and budget;
  • Draft reports on activities, outputs and outcomes; and contribute to the preparation of donor and UN Women reports;
  • Contribute to the development of tools and knowledge products supporting/resulting from the project implementation;
  • Ensure adherence to programme / project objectives, rules, regulations, processes and procedures in the planning and implementation of programme/ project activities;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Support any procurement actions relevant for the project implementation in line with UN procurement rules and procedures; coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Effectively apply Results Based Management (RBM) principles and tools in project design and implementation, monitoring and reporting;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Organize and attend field missions and draft reports on monitoring missions;
  • Perform other relevant duties as required.

Required Skills and Experience

Academic Background: 

  • Advanced University degree (Masters) in social sciences, gender/women's studies, peace and security, international development, or a related field

Relevant work experience:

  • Minimum three years relevant work experience in development programme/project management and implementation, research, monitoring and evaluation, donor reporting and capacity building
  • At least two years of experience on internal displacement, conflict transformation, gender/women, peace and security issues
  • Experience coordinating and liaising with government agencies, CSOs and/or donors
  • Excellent writing skills with demonstrated ability to carry out stakeholder mapping and situation analysis

Languages:

Fluency in English and Georgian, knowledge of Russian is an asset.
