Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates the United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

 

UN Women works to implement its Strategic Plan 2018-2021, Outcome 2: Women lead, participate in and benefit equally from governance systems. This includes support to political institutions and processes to advance gender equality and promote women’s participation. Through the provision of policy advice, technical assistance, tools and knowledge, UN Women supports parliaments to increase the capacity of elected officials and strengthen them to deliver for gender equality, including in the budgetary process. National budgets reflect government policy commitments and can serve to reduce, reinforce or exacerbate gender inequality. Parliamentarians are obliged to ensure that public resources are equitably raised, well spent and accounted for. Parliamentary scrutiny of budget allocations and expenditures is, therefore, crucial to ensure that resources address the needs of both women and men and promote gender equality, however, parliamentarians often lack the tools and knowledge required for effective oversight. 

 

UN Women is seeking the services of experts/authors on gender equality, parliaments and gender responsive budgeting to develop an action kit on gender responsive budgeting for parliaments.  The action kit will be disseminated through UN Women’s regional and country programmes to support members of parliament and parliaments to implement gender responsive budgeting practices.

Duties and Responsibilities

Under the supervision of UN Women’s Global Advisors on Political Participation and Governance and National Planning, the consultant will:

Develop and draft the Action Kit (max. 50 pages) on “Gender responsive budgeting for parliaments”. The Action Kit will:

  • Introduce the topic with key concepts and definitions along with guidance (and corresponding tools) for parliamentary action on gender responsive budgeting.
  • Provide practice-based examples on the role(s) of parliaments in gender responsive budgeting.
  • Include examples of sectoral application of gender responsive budgeting.
  • Examine the roles of parliaments in scrutinizing and monitoring gender budgets in emergencies and humanitarian contexts.
  • Present checklists to guide parliamentarians in key action areas for gender responsive budgeting.
  • Include additional resources for further reading.

The deliverables are as follows:

  1. Annotated outline of Action Kit
  2. Compilation of current literature/supporting evidence and promising practice examples (with support from UN Women)
  3. First draft of Action Kit (max. 50 pages excluding references)
  4. Second draft of the Action Kit
  5. Final, approved draft of the Action Kit

Competencies

  • Sound expertise in gender equality and women’s empowerment, including on gender responsive budgeting and parliaments.
  • Strong research and analytical skills.
  • Capacity to collate and analyze large amounts of information and distill it into clear guidance and/or knowledge products.
  • Ability to work effectively and harmoniously with people from varied cultures and professional backgrounds.
  • Ability to produce well-written documents that are action-oriented.

Required Skills and Experience

Education

Advanced university degree (master’s degree or equivalent) Political Science, Economy, Public Finances, Gender Studies, or relevant field and/or equivalent practical experience.

Experience

  • Ten to fifteen years of experience conducting research on gender responsive budgeting and/or parliaments.
  • Knowledge and experience working on gender responsive budgeting with institutions such as parliaments an asset.
  • Sound knowledge of international standards on human rights, women’s rights and related instruments.
  • Experience drafting original think pieces, publications and articles related to gender responsive budgeting and parliaments.

Language

  • Fluency in oral and written English is required.
