Background

Domestic violence (DV), which refers to violence occurring within families and among co-habitants, is one of the most prevalent forms of gender-based violence (GBV) worldwide. Globally, women and girls make up the most of DV victims and survivors. In China, A 2010 nation-wide governmental survey showed that at least 24.7% of married or once married Chinese women have experienced one or more forms of DV, including physical violence, verbal abuse, restriction of freedom, economic control, and sexual coercions. Due to their marginalized identities, rightsholders from the key at-risk and marginalized communities experience different types of pre-existing stigma, stereotype, discrimination and violence and are therefore more vulnerable to DV and GBV.

As noted in a June 2020 report by the Chinese government to the UN Secretary General on the Shadow Pandemic of Gender-Based violence, CoVID-19 brought new challenges to China’s DV Prevention and Response efforts. Addressing the newly emerged challenges could help China better recover from the CoVID-19 outbreak, strengthen existing DV prevention and response services, and better prepare for continuing service provision in future public emergencies.

Under the supervision of the EVAW Programme Analyst, the programme assistant is responsible for providing administrative, financial and coordination support to the EVAW programme portfolio.

Based on this background, the UN Women China office is seeking to recruit a national EVAW programme assistant for an initial one-year period (with possibility for renewal), to perform the duties articulated below.

Duties and Responsibilities

  1. Provide coordination support to the EVAW Programme
  • Coordinate on the programmatic implementation of EVAW Programme with relevant partner organizations and agencies in various states.
  • Coordinate for activities on EVAW with relevant team members and work with them in close collaboration to ensure successful implementation of the programmes.
  • Provide coordination and logistical support for events and workshops.
  • Facilitate trainings on ending violence against women and girls, with focus on select laws, policies and programmes.
  • Provide effective coordination support relating to operations on procurement, contracting, finance functions and settlement of travel reimbursements.
  • Assist in coordinating for events planned during the 16 days of Activism in November and other events of the Unit as and when planned.
  • Effective coordination and management of consultants and partners.
  • Maintain/update database of partner agencies (government, non-government, donors, research institutes).
  • Support coordination between headquarter, regional office and other offices for the development of project proposals.

 

       2. Provide financial and administrative support to the EVAW Programme

  • Ensure full compliance of financial processes and financial records with UN rules, regulations, policies and strategies
  • Maintain records/ documents/ files relating to the programme and related projects in a user-friendly manner and use Atlas for supporting programme and financial management.
  • Be responsible for assigned correspondence and other administrative tasks, including project budgets.
  • Assist in proper control of the supporting documents for payments and financial reports; payment execution.
  • Process financial documentation (vouchers, supporting documents, etc.) and maintain internal expenditures control system by ensuring that vouchers processed are matched and completed, transactions are correctly recorded, verified against FACE reports, and posted in Atlas; travel claims, payment orders and other entitlements are duly processed.
  • Proper receipting of goods and services.
  • Preparation of routine correspondence, faxes, memoranda, and reports.
  • Extracting, inputting, copying, and filing data from various sources.
  • Maintenance of the proper filing system for financial records and documents.
  • Assist in organizing, executing and coordinating the logistical requirements by drawing up an event time-line, programme schedule and checklist for the successful holding of the events

 

       3. Supports knowledge building and knowledge sharing in the EVAW programme

  • Participation in trainings for project staff Contributions to knowledge networks and communities of practice.
  • Prepare dissemination plan for research/advocacy outputs.

 

       4. Any other duties assigned by Supervisor from time to time.

  • Timely and accurate administrative and logistical support to the EVAW Program including events, workshops, and missions;
  • Full compliance of administrative activities with UN Women rules, regulations, policies and procedures;
  • Timely and accurate tracking of data for CO/MCO/RO management and donor purposes;

Required Skills and Experience

Education and certification:

  • Secondary Education preferably with specialized certification in Accounting and Finance, international studies, social science is required. Bachelor’s Degree in Business or Public Administration, International Relations and Social Sciences would be desirable.

Experience:

  • Minimum 3 years of relevant administrative or programme management experience is required at the national or international level.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages.
  • Experience of organizing and completing multiple tasks by establishing priorities.
  • Experience of administering and executing project budget management.
  • Experience of managing data, documents, correspondence and reports information and workflow.
  • Experience of ERP System, especially ATLAS would be an advantage.

Language Requirements:

  • Fluency in English and Chinese is required;
  • Working knowledge of the other UN official working language is an asset.
