With the 2030 Agenda for Sustainable Development at its core, and in response to the UNGA resolution 71/243 on the quadrennial comprehensive policy review of operational activities for development of the United Nations system, the UNSG’s report (December 2017) “Repositioning the United Nations development system to deliver on the 2030 Agenda: our promise for dignity, prosperity and peace on a healthy planet” puts forward a comprehensive proposal on further improvements to the resident coordinator system to ensure more coherent, accountable and effective support for the 2030 Agenda. This was further reinforced by UNGA resolution 72/729 of 1 June 2018, which gave the UNSG the mandate to implement the repositioning.
A reinvigorated RC system is at the centre of a repositioned UNDS. While the UN development system has been instrumental in driving coherence on the ground over the past four decades, it is now insufficiently robust to respond to the needs of the 2030 Agenda. The report therefore stresses that RCOs will need to be adequately staffed to ensure sufficient substantive capacities to lead UNCTs. The core capacity will include expertise in coordination and strategic planning, economics, tailored policy support, results monitoring and evaluation, and strategic partnerships, plus a robust standing communications capacity within the UNCTs. This post is part of this new generation of RCO, with the new skillset and competencies required to deliver on the 2030 Agenda.
Under the direct supervision and guidance of the Head of the RCO, the Translator provides support to English-Lao and Lao-English translation and interpretation within the RCO, UN(CT) and the UNCG.
The RCO is charged with supporting the UN RC to coordinate the many UN agencies operating in Lao PDR. The office supports strategic and day-to-day coordination among UN agencies, as well as the overall engagement of the UN with the Lao Government and development partners. The work of the UN RCO includes document compilation and event planning on behalf of the UN system in Lao PDR.

Scope of Work

Within delegated authority, the National Translator will be responsible of the following duties:

1. Translation and interpretation
- Provide high quality translation/interpretation (from English to Lao and Lao to English) as requested, including for official meetings and documents, news release, website content, social media posts, etc.
- manage the work of external translators and provide quality check where appropriate.
2. Liaison with local partners, suppliers and media
3. Assist in the procurement and administration tasks as requested

- Excellent translation/interpretation (from English to Lao and Lao to English) skills
- A high level of computer literacy.
- Strong interpersonal and networking skills are essential for internal communications, media management and working with partners.
- Ability to learn new tasks and skills quickly.
- Ability to proactively work to deadlines with accuracy and attention to detail.
- Appreciation of quality and professionalism.
- Ability to execute day-to-day tasks systematically and effectively without being prompted.
- Willingness and ability to develop and maintain harmonious work relations with colleagues of different national and cultural backgrounds.
- Demonstrated ability to work in a team.

Education: Higher education in any of the following: English, Journalism/Media, International Relations, development studies; or other related disciplines in accordance with the skills required for the position.
Experience: 2 years’ related working is requested.
Language; English (excellent to fluent), Lao (native speaker, excellent writing skills essential for translation).
Payment Schedule
Payments will be made based on a monthly lump sum, and will be in local currency LAK based on the UN monthly Exchange rate (if the Financial Proposal is quoted in USD)

Management and Implementation Arrangements:
• The consultant will report to the Head of the RCO
• The consultant is also required to comply with the UN security directives set forth under http://dss.un.org
• The consultant will be given access to relevant information necessary for execution of the tasks under this assignment.
• Payments will be made upon submission of deliverable, and certification of payment form, and acceptance and confirmation by the supervisor.

Interested individual consultants must submit the following documents/information to demonstrate their qualification:
1. Letter of Confirmation of Interest and Availability using the template provided in Annex III
2. Personal CV or P11 Form, indicating all experience from similar projects as well as personal information including age.
3. Technical proposal (maximum 3 pages), including a) a brief description of why the individual considers her/himself as the most suitable for the assignment; and b) methodology on how s/he will approach and complete the assignment.
4. Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided, as per template provided in Annex III

Price proposal could be quoted in LAK or US Dollar.
