Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with international and national commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

Since December 2020, UN Women is implementing a project “Fostering economic empowerment of women farmers by supporting homemade dairy production in Georgia through the Farmer Field Schools approach” in partnership with the UN Food and Agriculture Agency (FAO), funded by the Swiss Development Cooperation (SDC).

The overall goal of the project is to Enhance resilience and foster economic empowerment of women dairy producers in Samegrelo and Abkhazia, Georgia. The project aims to deliver on the following outcomes:

Outcome 1: Rural women improve their homemade dairy products, with a focus on food safety, through learning delivered in Farmer Field Schools (implementation led by FAO)

Outcome 2 – Rural women engaged in dairy production acquire and use leadership, economic and social skills to be self-employed and/or expand their income-generation activities, while promoting gender equality (implementation led by UN Women).

The project aims at providing technical assistance through community-led field trainings to rural women active in small-scale dairy production in Samegrelo-Zemo Svaneti region of Georgia and in Abkhazia, Georgia in particular those who are in charge of cheese production for sale. In Samegrelo-Zemo Svaneti, the project aims at supporting smallholder dairy producers in adapting production methods to AA/DCFTA related food safety regulations for homemade production of dairy products for commercial use.

The project will promote the creation and maintenance of 40 Farmer Field Schools focused on women and dairy production. The curricula of the Farmer Field Schools implemented under this project will have two components: a technical one designed by FAO experts together with advanced local women dairy producers. A second component, to be jointly developed by FAO and UN WOMEN experts, will focus on women’s economic empowerment generally, including access to relevant information and resources, on strengthening of managerial, decision-making, basic financial literacy, women’s rights and leadership skills.

The UN Women training component of the FFS curricula will last from 1 to 1.5 hours per each FFS session. Thus, altogether there will be developed from 12 to 16 sessions of the module.

With the aim of developing, piloting and implementing UN Women training component, UN Women aims to recruit a national consultant on Women’s Rights and Violence Against women issues, to be based in Samegrelo region.

The consultant/trainer will work under overall supervision of UN Women Deputy Country Representative and day to day management and oversight of UN Women Programme Analyst. The consultancy work is expected to start from 15 January 2021.

Duties and Responsibilities

The duties and responsibilities of the National Consultant/Trainer are:

  • To develop two training modules (16 one-hour sessions) for grassroots women (engaged in diary production) on the following topics: 1. Women’s Rights and Leadership; 2. Violence against Women and Domestic Violence.
  • To develop pre- and post-training questionnaires to assess the knowledge level before the trainings as well as satisfaction of the trainees and the impact of the trainings on women in terms of increased knowledge and awareness;
  • To develop a detailed agenda, presentations and relevant training materials;
  • To carry out trainings with grassroots rural women (engaged in diary production) as per the developed manuals;
  • To revise the modules according to the assessment results and on the basis of the feedback received from beneficiary women and together with UN Women staff assigned to the task.

Deliverables:

  • A detailed work plan for the assignment submitted to UN Women;
  • Two training modules developed (16 one-hour sessions each module) for grassroots women (engaged in diary production) on the following topics: 1. Women’s Rights and Leadership; 2. Violence against Women and Domestic Violence.
  • Pre- and post-training questionnaires to assess the knowledge level before the trainings as well as satisfaction of the trainees and the impact of the trainings on women in terms of increased knowledge and awareness developed;
  • Detailed agenda, presentations and relevant training materials developed;
  • Women engaged in diary production in Samegrelo region trained as per the developed manuals.
  • The effectiveness of training modules assessed on the basis of the feedback received from beneficiary women and the modules revised accordingly together with UN Women;
  • The final training report, outlining the training process, results of the pre-and post-training assessments and recommendations for follow up actions, including on further capacity development needs of the participants written and submitted to UN Women.

Required Skills and Experience

Education:

  • Graduate degree or equivalent to at least Master’s degree in gender/women’s studies, human rights, sociology, law, international development or related field. Alternatively, first level degree and relevant certification in combination with 5 years of working experience in the relevant area;

Experience:

  • At least 5 years of relevant professional experience in the field of gender equality and women’s rights;
  • At least 3 years of experience in delivering trainings on gender issues to government officials, civil society, private sector companies or grassroots’ communities;
  • At least 3 years of proven experience in developing training manuals, modules and programmes;
  • Sound understanding of interactive learning methods and adult-learning techniques

Language:

  • Fluency in Georgian (Knowledge of English language will be an asset).

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • Graduate degree or equivalent to at least Master’s degree in gender/women’s studies, human rights, sociology, law, international development or related field. Alternatively, first level degree and relevant certification in combination with 5 years of working experience in the relevant area;
  • At least 5 years of experience in delivering trainings on gender issues to government officials, civil society, private sector companies or grassroots’ communities;
  • At least 3 years of proven experience in developing training manuals, modules and programmes;

Technical evaluation criteria (including minimum qualifications):

  • Graduate degree or equivalent to at least Master’s degree in gender/women’s studies, human rights, sociology, law, international development or related field. Alternatively, first level degree and relevant certification in combination with 5 years of working experience in the relevant area;
  • At least 5 years of experience in delivering trainings on gender issues to government officials, civil society, private sector companies or grassroots communities (max 100 points);
  • At least 3 years of proven experience in developing training manuals, modules and programmes (max  100 points);
  • Sound understanding of interactive learning methods and adult-learning techniques (max 90 points);
  • Fluency in Georgian (Knowledge of English language will be an asset) (max 30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The consultant will report to and work under direct supervision of UN Women Programme Analyst under the overall guidance of UN Women Georgia Deputy Country Representative.

Financial arrangements:

Payment will be disbursed on a monthly basis per monthly progress report on the progress of the implementation of the deliverables spelled out in the ToR and number of working days utilized in each month.
