  • All women and girls live a life free from all forms of violence;

About the Regional Programme the Men and Women for Gender Equality- Phase II

In 2015, UN Women initiated the regional programme “Men and Women for Gender equality” (MWGE) to enhance gender equality in the Arab Region, through promoting behavioral and social norms change for gender equality through innovative and contextualized approaches that involve both men and women. The Regional Programme is implemented in Egypt, Morocco, Lebanon, Palestine, Jordan, and Tunisia in partnership with national governments. The programme, unique to the region, is focused on engaging men and boys to achieve gender equality in partnership with women and girls, while also promoting the rights of women in the family by providing alternative interpretations of religious texts. The second phase of the regional programme (2019-2022), which is supported by the Government of Sweden, contributes to:

  • Outcome 1: Communities have more gender-equitable behaviors.
  • Outcome 2: Key institutions (academia, faith-based institutions, media, Governments) and networks integrate/promote gender-responsive practices.
  • Outcome 3: Laws, policies, and strategies promoting gender equality are drafted, revised, and/or approved.

Under the above Outcome 1, the MWGE programme is developing and testing various models for gender-transformative programming in the region. Building on tools, lessons learned and good practices carried out to date by the MWGE programme in the region, including work supported by Promundo in other countries, and building on networks and best practices in Egypt, the UN Women Egypt Country Office will be recruiting an international consultant and national consultant to work with national stakeholders in the development of an Egypt-specific parenting program, based on a gender transformative approach.

Duties and Responsibilities

Under the overall oversight and supervision of the Deputy Representative of UN Women Country Office in Egypt and the day-to-day supervision of the Egypt National Programme Coordinator for the MWGE Regional Programme, the national consultant will be responsible for the responsibilities below. The national consultant will work with the international consultant (also contracted by UN Women) (see italics below).

UN Women’s Regional Programme team for MWGE will also be engaged in supporting the shaping of the content of the work below, so as to ensure the best practices and experiences corporately and regionally are incorporated where appropriate.

  • Provide input and feedback on the draft curriculum to be developed by the international expert, with a focus on the Egyptian context; and taking into consideration formulation in a way that allows for physical and virtual delivery.
  • Prepare the Arabic version of the draft curriculum to parallel to the English version development and finalization by the international expert, and in close coordination with UN Women.
  • Develop criteria for the inclusion of persons/organizations into the Training of Trainers (below), in consultation with UN Women.
  • Deliver a TOT (virtual or in-person) on the approved curriculum to around 20 trainers/ facilitators using the semi-final version of the curriculum;
  • Support the national contracted organization in the dissemination of the curriculum.
  • Contribute to the finalization of the Curriculum (in collaboration with the international expert) based on feedback from the TOT and national consultations with experts. Provide advice and support to the national contracted organization in the process of rolling out the curriculum in 5 Governorates across Egypt covering Greater Cairo, Delta, Alexandria, Suez Canal, North upper Egypt, and South upper Egypt, with a target reach of 1,000 fathers. This will include the delivery of parenting/fatherhood camps by the national contracted organization and support the rollout and use of the curriculum by national stakeholders.

Required Skills and Experience

Education:

  • A masters degree with not less than 20 years experience in social sciences including women’s or gender studies, education, International Development, Human Rights, Anthropology/Sociology;
  • Specialized courses or certifications in parenting are a plus.

Experience:

  • At least 7 years of working experience in the field of gender equality, with a focus on gender mainstreaming and gender-transformative methodologies.
  • Experience in development and delivery of curricula, training, and facilitation, preferably including gender-transformative parenting and/or engagement of men and boys for gender equality and/or other themes related to the assignment.
  • Experience working with the engagement of men and boys towards gender equality, masculinities, gender transformative parenting, and social norms change.
  • Previous experience with UN agencies, funds or programmes, and/or at international organizations is considered an advantage.

Language Requirements:

  • Fluency in English and Arabic

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology:

Only candidates obtaining a minimum of 49 out of the 70 points in the technical evaluation would be considered for the Financial Evaluation.

Technical Weight Criteria: 70% (70 points)

  • Criterion 1: working experience in the field of gender equality, with a focus on gender mainstreaming and gender-transformative methodologies (20 points)
  • Criterion 2: Experience working on positive parenting and fatherhood programs, including working with men and boys towards gender equality and women empowerment and social norm change. (20 points).
  • Criterion 3: Experience in the development of curricula and tools in Egypt and other countries of relevance in the Arabic language in the areas of gender equality, gender-transformative parenting, and/or engagement of men and boys for gender equality and/or other themes related to the assignment. (30 points)

Financial Weight Criteria: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

  • Samples of similar work undertaken in the past (at least three) that demonstrate strong technical skills in gender, gender mainstreaming, gender analysis, and/or youth engagement for gender equality.
  • Financial proposal or price proposal that indicates a daily rate (in USD) to undertake the terms of reference, and other related costs - if applicable-. Applications submitted without a daily rate will not be considered.
  • The contact details of three referees.
