Historique

The project is aimed to assist the Government of Belarus in reducing the burden of tuberculosis in the country. It is financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). The main aim of the Project is to improve TB detection rate, treatment rate and to reduce mortality from tuberculosis. Project is divided into two phases: phase I – 1 October 2007 – 30 September 2009; phase II – 1 October 2009 – 30 September 2012.
 
As Principal Recipient, UNDP is responsible for the financial and programmatic management of the GFATM grant as well as for the overall monitoring of the project and supervision of procurement of health and non-health products. In all areas of implementation, it provides capacity development services to sub-recipients and implementing partners.

Devoirs et responsabilités

The incumbent will be based in his/her home country. Actual correspondence will be effectuated via e-mail and land mail. He/she will work in close cooperation with Belarusian National TB Institute, Project Implementation Unit (PIU) Procurement Specialist and National TB Database Work Group, and will be responsible for assisting PIU in assessment of proposals submitted within the tender for National TB Register software development and software installation.

Specific Responsibilities:
  •  Jointly with TB register work group and technical evaluation committee conducts technical assessment of software proposals submitted by the companies-participants in tender;
  • Jointly with TB register work group and technical evaluation committee assesses software requirements specification developed by the winning company; 
  • Participates in assessment and testing of the first module of developed software;
  • Assesses functioning and efficiency of first module software.

Compétences

  • Knowledge of WHO standards for TB databases and relevant international guidelines;
  • Excellent knowledge of and skills in design, development and management of TB systems such as surveillance, including comprehensive knowledge of database and monitoring and evaluation tools;
  • Proven consultancy experience in similar assignments;
  • Experience in working in CIS countries or Eastern Europe is an asset.

Qualifications et expériences requises

  • University degree in systems management or related field;
  • Good command of spoken and written Russian.
