Background

The Bureau of External Relations and Advocacy (BERA) is responsible for positioning UNDP as the world’s leading global development agency, promoting its global authority and thought leadership on sustainable development and the interconnected issues of poverty, inequality, and climate change.

BERA leads and supports UNDP in building and nurturing strategic relationships and alliances essential to achieving its mission. Creating strong political and financial backing for UNDP by providing partners and supporters with a clear understanding of what UNDP does and how our mission, capabilities and flagship services relate to them. BERA coordinates and sets corporate standards across the functions of partnerships, marketing and communications within UNDP and leads on internal communications.

Within BERA, the digital communications team plays an essential role to develop and manage UNDP’s global online presence, creating compelling public-facing content, leading on social networks and digital engagement, building capacities for greater impact through digital communications, and helping build a strong brand for UNDP. As part of an organization-wide digital transformation, the team has recently launched a major overhaul of UNDP’s corporate websites (including the enterprise Web CMS) to be rolled out throughout 2021.

We are looking for a Digital Content Strategist who can play a lead role in the strategic planning of content for UNDP’s ecosystem of corporate websites. As a member of the digital communications team, you will partner with UX and graphic designers, developers, editors and analysts.

As a content strategist for UNDP, you will:

  • Research, develop, and drive a digital content strategy (including an information architecture) that aligns with business goals.
  • Facilitate its implementation at the corporate level and in UNDP’s regional bureaus, country offices and representation offices around the world.
  • Establish and advise on content planning, operations and delivery, ensuring alignment with Web governance standards and integration within existing workflows.
  • Compile, analyze and share content-related research from internal and external sources.
  • Develop key performance indicators (KPIs) to analyze content performance and create monitoring and reporting dashboards.
  • Collaborate with content providers and editors in the planning, production, maintenance and optimization of content.
  • Collaborate with designers and developers to create new ways to present content.
  • Provide guidance and facilitate knowledge sharing on content strategy-related issues
  • Provide support to other related work as needed.

Education:

  • Advanced degree in relevant field of Digital Communications, Journalism, Marketing, Knowledge Management, Business Administration or other fields related to this position
  • A first-level university degree in combination with an additional 2 years qualifying may be accepted in lieu of an advanced degree.

Experience:

  • Five (5) years of relevant work experience as a digital content strategist, in content marketing or equivalent, at the national and international levels;
  • Demonstrated competencies in establishing, facilitating and managing digital content strategies;
  • Knowledge of the following technical areas: enterprise-level content management systems (Drupal based preferred), IA/UX, digital strategy, multimedia production, social media management, analytics;
  • Demonstrated skills in the strategic analysis of content-related data and user research;
  • UN experience will be considered a plus.

Languages:

  • Fluency in English is required; fluency in another UN language is an asset.

Evaluation process:

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation (70 points)

Criteria A – Desk Review (50 Points)

  • Five Years’ experience in establishing and managing digital content strategies. Weight = 20 points;
  • Three years’ experience in working with digital content intelligence, operations and delivery. Weight = 10 points;
  • Three years’ experience working with Web content management systems, in multimedia content production and social media platforms. Weight = 10 points.
  • Demonstrated experience in an international organization. Weight = 10 points.

Criteria B – Interview (20 Points)

Only candidates obtaining a minimum of 35 points in Phase 1 (Criteria A) will be invited to the Interview.

The top 3 to 5 candidates obtaining a minimum of 70% (49 points from Criteria A plus B) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial evaluation

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7-hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

The following formula will be used to evaluate financial proposal: p = y (µ/z), where

  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated.

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of Digital Communications Team Leader and will be responsible for the fulfilment of the deliverables as specified above.

Payment modality

Payment to the Individual Contractor will be made based on the actual number of days worked, and upon certification of satisfactory completion by the manager.

The work week will be based on 35 hours, i.e. on a 7-hour working day, with core hours being between 9h00 and 18h00 daily.
