The UNDP Strategic Plan 2018-2021 embraces the complexity of development and commits the organization to helping countries find faster, more durable solutions to achieve Agenda 2030. Important development trends like urbanization, climate change, and inequality pose significant challenges on our path to achieve the 2030 agenda of achieving the Sustainable Development Goals. UNDP has begun incubating a number of strategic initiatives aimed at ensuring UNDP is ‘fit for purpose’ to deliver a new generation of solutions in line with the challenges the world faces. One such key strategic initiatives is the Accelerator Lab Network. The initiative is a recognition that increasingly interrelated development challenges require going beyond business as usual and single point, linear and silver bullet responses in development. Instead, they call for an interdisciplinary approaches and non-linear solutions that crowd in the collective efforts of variety of partners and tap into local insights and the knowledge of people closest to the problem and the solutions. We are building the largest and fastest learning network of Accelerator Labs with 92 labs covering 116 countries embedded within UNDP’s global architecture. The new offering builds on the latest thinking from the fields of complexity science, lead user innovation and collective intelligence to accelerate development impact. As the network is growing, so is our need to tell compelling stories about the work of the Accelerator Labs and how they accelerate progress towards the SDGs, specifically for an audience of public partners. The Accelerator Lab Global Team is looking for an Editor and Resource Mobilization Storyteller to strengthen its capacity to communicate and use storytelling to solidify relations with existing founding investors and help mobilize additional resources in 2021. Objective: The purpose of this procurement exercise is to contract an individual consultant who will support the global communication efforts of the Accelerator Lab Network by producing, editing and proofreading strategic content and inspiring stories to retain existing founding investors and attract new donors with a focus on governmental donors.

Duties and Responsibilities |

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The Editor and Resource Mobilization Storyteller will support the global communication efforts of the Accelerator Lab Network. The consultant will be producing strategic content to retain existing founding investors and attract new donors with a focus on governmental donors.
Thanks to a proven experience in storytelling, a talent for catchy headlines and innate sense of concision, the consultant will help curate and tell some of success stories of the 92 Accelerator Labs worldwide. The consultant is able to understand reflections written from an innovation and/or academic perspective (sometimes very technical and/or abstract) and translate them into stories for a wider audience.
The consultant will act as the editor and proof-reader of all English content dedicated to resource mobilization activities and high-level pitching documentation for the Executive Office. She/he will propose new engaging storytelling ideas for content published across owned and earned channels of the Accelerator Lab Network under the guidance and supervision of the Strategic Communications and Partnerships Specialist.

Expected outputs and deliverables:
For purposes of this assignment, the Strategic Communications and Partnerships Specialist will supervise the contract and the performance of the contractor. The consultant will engage with other relevant UNDP staff as needed. Detailed work plans, including timeline, external organizations and individuals to engage and consult with will be developed at the beginning of the assignment. Payments will be made against certified timesheets at the end of every month.

Evaluation process
Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
Technical evaluation - Total 70% (700 points):
Having reviewed applications received, UNDP will invite the top three shortlisted candidates obtaining 70% i.e., 392 points, of the desk review scores for interview. Please note that only shortlisted candidates will be contacted.
Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.
Financial evaluation - Total 30% (300 points) The following formula will be used to evaluate financial proposal: p = y (µ/z), where p = points for the financial proposal being evaluated y = maximum number of points for the financial proposal µ = price of the lowest priced proposal z = price of the proposal being evaluated
Contract Award
Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
Institutional arrangement The consultant will work under the guidance and direct supervision of Communications and Partnerships Specialist HQ/EXO and will be responsible for the fulfilment of the deliverables as specified above.
