Background

The Lao PDR Poverty-Environment Initiative (PEI) has been designed to support the central, provincial and district authorities in the effective promotion, regulation and enforcement of foreign, domestic and public investments. Main target areas include governance of natural resources (SDG 15), poverty reduction (SDG 1), enhancing development of human capital (SDG 8), minimizing impact on the environment (SDG 15), adapting to climate change (SDG13), promoting clean energy investment (SDG7), supporting a diversified economy and providing a fair distribution of benefits to the population (SDG 5), and promoting partnership through knowledge exchange (SDG17).
Initiated in 2009, the PEI programme has transformed into what the government now calls the “PEI approach” that addresses poverty reduction and environmental protection by supporting the Government’s national socio-economic planning and strategy formulation processes. The programme also focused on building investment regulatory tools and the knowledge to assess, measure and enforce financial, social and environmental obligations of developers. Another aspect includes strengthening Lao PDR’s National Assembly’s ability to deliver their constitutional oversight role on investment quality.

The Improving Quality Investment for Achieving Sustainable Development Goals in Lao PDR (September 2018 – August 2022) will build on the package of tools already established by the PEI Programme while further expanding the PEI’s Approach and tools to other important institutions that play a role in investment regulatory compliance. The objective of the project is to strengthen coordination of government’s regulatory capacity to coordinate and promote higher quality investment, improvement the ease-of-doing business, transparency, accountability, and effectiveness of investment management for achieving the sustainable development goals in Lao PDR.

To promote quality investment through Cooperate Social Responsibility (CSR), PEAs Project is looking for a qualified
consultant to develop CSR webpage in IPD’s website to disseminate CSR promotion tools.


Duties and Responsibilities

The National Consultant will responsible for developing and designing webpage layout, graphic to present the content of existed promotion tools such as video, guideline, report template and other tools. The works including fixing mal-functions or links within IPD website.
Under the overall supervision of the National Project Director, UNDP Project Analyst, the local consultant will perform the following tasks:
- Develop and design the layout of CSR web page in IPD’s. The structure and contents of the website are easily accessibility, user-friendliness for navigation and trouble-free data retrieval;
- Page design must be attractive, easy to use and update and maintain, with flexible navigation and search functions;
- A comprehensive statistics page for administration to assess visitors and high traffic areas;
- Work with IPD team to gather web content (report template, CSR study, policy brief, video, other factsheets, pictures, key speeches, etc.);
- Create HTML documents and dynamic graphics for web pages;
- Link to relevant websites
- Design and establish an anti-hacker and antivirus plan for the website;
- Train IPD team on uploading documents and website maintenance.
- Warranty and maintenance service for ONE YEAR.
The consultant is expected to deliver the followings products in Lao and English.
- Fully functional CSR webpage with complete design layout and agreed content
- Manual for user to upload documents and maintenance the webpage
- Training in on website management and maintenance


Competencies

  • Proven ability to effectively communicate with internal and external management and work collaboratively with interdepartmental teams to achieve desired results;
  • Excellent written and verbal communication skills in Lao and English
  • Strong analytical and problem-solving skills


Required Skills and Experience

  • University degree in Web Design, IT and other relevant fields
  • At least 2 years of web design or relevant works

Interested individual consultants must submit the following documents/information to demonstrate their qualification:

  1. Letter of Confirmation of Interest and Availability using the template provided in Annex III
  2. Personal CV or P11 Form, indicating all experience from similar projects as well as personal information including age.
  3. Technical proposal (maximum 3 pages), including a) a brief description of why the individual considers her/himself as the most suitable for the assignment; and b) methodology on how s/he will approach and complete the assignment.
  4. Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided, as per template provided in Annex III
