Women’s leadership and participation is one of UN Women’s primary areas of work as mandated in its inception, recognising the integral role of women in strong and stable democratic processes. In order to promote the leadership and participation of women in decision-making processes, UN Women works to promote gender equality in parliaments, electoral bodies, political parties, media and other institutions. The number of women in key leadership and decision-making roles in Papua New Guinea has remained consistently low. With female representation in parliamentary decision-making decreasing from 2.7% to zero in the most recent 2017 elections, a women’s leadership vacuum now exists at the national level. In recognition of the challenges faced by women vying for leadership and decision-making roles, the Government of Papua New Guinea has agreed to a range of national and international commitments to support women’s equal participation in public life and within political processes. Description of the Programmes In partnership with the Governments of Australia and New Zealand, UN women and UNDP are working with the Government of PNG and the Autonomous Bougainville Government through the Women Make the Change (WMC) programme to increase women’s participation and leadership in politics at subnational and national level. The programme seeks to deliver four critical outputs: (i) Legal frameworks strengthened to promote gender balance throughout the political processes; (ii) A cadre of interested, diverse and capable women political leaders supported at national and sub-national level; (iii) Women are perceived as equally legitimate and effective political leaders as men; and (iv) Women are promoted as leaders in gender sensitive political institutions. This consultancy contributes to the delivery of output 3 by building awareness on the value of women’s political participation and inclusion in decision-making amongst leaders and the public to achieve transformational and sustainable change. UN Women will collaborate and coordinate with existing stakeholders working on changing perceptions of women as leaders. Objectives of the assignment To lead the design and manage the implementation of a mixed media campaign on the value and importance of women’s political participation and leadership in Papua New Guinea.

Duties and Responsibilities |

The consultant will work under the direct supervision of WMC Programme Specialist and in close collaboration with the WMC Technical Specialist in translating the agreed communication priority areas into the strategy. The strategy aims at establishing principles, methodologies, and tools to coordinate communications work across stakeholders to effectively reach the target audience. The consultant will undertake the following tasks:
Duration of the assignment The total duration of the contract assignment 110 days over a period of 9 months from March 2021 to November 2021. Expected Deliverables The consultant is expected to deliver the following results:
All the documents and materials utilized need to be returned to UN Women in electronic format. Any printed materials utilized to be referenced and returned. All materials are property of UN Women. Inputs: UN Women will provide copies of all relevant documentation in electronic / hard copy to the consultant. The Consultant is expected to work remotely using her/his own computer. UN Women will engage local services providers for printing and scanning services and will pay for such services directly from Port Moresby. Transport: The consultant will be responsible for arranging their own land transportation, and this cost should be included in the lump sum fee for the financial proposal (see Annex I). Communications: The Consultant will be required to provide their own local communications such as SIM cards and phone credits. The consultant will provide her/his own laptop and mobile phone including a mobile Wi-Fi hotspot device in order to enable internet access. This cost should be included in the lump sum fee of the financial proposal. Accommodation: The Consultant is to be locally based and therefore should not include accommodation in their financial proposal. Security: The consultant will be provided with a UN security briefing and will be required to follow UN security rules and guidance. Insurance: The Consultant will arrange private insurance and the cost of which will be included in the financial proposal. Office space and facilities: The Consultant is expected to provide his /her own office space for this assignment. Performance evaluation Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. Applications without a complete financial proposal will be treated as incomplete and will not be considered for further assessment. UN Women reserves the right to accept or reject any bid. The procurement process will be governed by the rules and regulations of the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women). Deadline of all submissions: no later than 26 February 2021.
A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:
Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidate.
Annex I and II is shared herewith, below, to set the guidance to submission/s of financial proposals.
Annex I: Price Proposal Guideline and Template The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal. 1.Daily fee The daily professional fee should be separated from travel and logistics costs. The price proposal should indicate costs for transport, printing, communications, and other costs that could possibly be incurred by the Consultant during delivery of the trainings. The Consultant should only charge for days of delivery of training and other days involved in arranging for the trainings or preparation of the reports. This consultancy is for a total of 100 Days overall. UN Women will pay amount due upon receipt of final approved reports from the UN Women Program Manager. UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments. 2.Travel costs The Consultant need to factor in all travel costs between the locations identified. 3.Training costs The Consultant should arrange their own travel, printing of training materials, accommodation etc. UN Women will arrange training venue and catering for participants. Each training is expected to be no more than 1 week. 4.Currency of the price proposal The applicants are requested to submit their price proposals in PGK. In case of proposals in other currency, these shall be converted into PGK using the official UN exchange rate for currency conversion to PGK at the date of applications’ submission deadline.
