Background

Producing needs assessment and roadmap for the introduction of the electronic monitoring system (Home Arrest) in the Republika Srpska entity of BIH, that will be used in a well-regulated and proportionate manner in order to reduce their potential negative effects on the private and family life of a person under electronic monitoring and of concerned third parties.

The project will conduct a comprehensive needs assessment, including of the required legislative changes, also active practices from other countries, ethical and professional standards, structural and operational policies and procedures necessary to implement such provisions, required human resources and capacities of the staff, as well as recommend suitable IT solutions and equipment required.

The project will provide a special focus to developing Ethical and Professional standards in order to guide the national authorities, including judges, prosecutors, prison administrations, probation agencies, police and agencies providing equipment or supervising suspects and offenders.

The project will further conduct comparison with the Home Arrest system introduced in the Federation entity in 2015, that proved to be inefficient due to the poorly applied solutions and lack of management capacities. The system inefficiency was confirmed during the Covid crisis, since the Federation entity was unable to switch to alternative to imprisonment, thus jeopardizing Covid cases in jails in Federation of BIH.

The final outcome would be a comprehensive, integrated project proposal that will set the implementation roadmap for introduction of the Electronic Monitoring System – Home Arrest in the Republika Srpska entity. The proposal will also include recommendations of functionalities in the Federation entity system in order to bring them to the EU standards. Also, it will further efforts of BiH to harmonize legislation within BiH (developing appropriate legislation within the entity RS and harmonization with the other entity – FBiH) while aligning all activities with the European standards, in particular to the COE’s Recommendations on electronic monitoring in overall support to the BIH accession process to EU.

Duties and Responsibilities

Under the overall supervision of the Joint Programme Coordinator, the Interns will be provided with an opportunity to learn about the UN’s Sustaining Peace Agenda, UN Sustainable Development Goals, the UNDP activities in Bosnia and Herzegovina, as well as “Delivering as One” policy.

The Interns are expected to perform the following tasks in the Project Team:

  • Collecting and processing data
  • Writing summaries of meetings and events
  • Supporting organization of conferences, workshops and other project events
  • Assisting with project communications and visibility activities for the program and Justice and Security Sector
  • Other tasks as assigned by the Joint Programme Coordinator or other managers in the J&S Sector.

Required Skills and Experience

Education: Enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level) in peacebuilding, political science, public administration, public policy, or related fields;

Experience: No previous experience is necessary;

Languages: Excellent communication skills (written and oral) in English and official languages of Bosnia and Herzegovina

Computer skills: strong, particularly in MS Office applications (spreadsheets, data processing and web-editing).

Terms and conditions

  • UNDP internship programme entails a monthly stipend;
  • All the expenses connected with the internship will be borne by the intern or sponsoring institution;

  • UNDP only accepts interns for a minimum of 6 weeks and a maximum of 6 months (An internship may last up to nine months if the intern can demonstrate that it will award them an educational credit for a course.)
    • Interns are expected to work full time, but flexibility is allowed for their education programme;
    • The intern is responsible for obtaining necessary visas and arranging travel to and from the duty station where the internship will be performed;
    • The purpose of the Internship Programme is not to lead to further employment with UNDP but to complement an intern’s studies.  Therefore, there should be no expectation of employment at the end of an internship.
    • Interns are not staff members and may not represent UNDP in any official capacity.
