Indonesia is one of the nine countries in Asia and the Pacific where the number of HIV infections continues to rise (approximately 67,000 new infections per year). In 2020, it was estimated that 543.100 people were living with HIV in Indonesia (representing 1.8% of the global HIV burden). The WHO classifies Indonesia as a high burden country in terms of tuberculosis (TB), TB/HIV coinfection and high multi-drug resistant TB (MDR-TB). According to a 2013-2014 TB prevalence survey, Indonesia has one of the world’s highest TB burdens with a prevalence of 1.6 million cases (representing 15% of the global burden). The Global Fund is a valued partner in Australia’s efforts to improve regional health security. The Fund has saved over 20 million lives since 2002, including 10 million lives in the Indo-Pacific region, and averted 146 million new infections since 2012. It has shown significant impact on the three epidemics of AIDS, TB and malaria and contributed to stronger health systems. Country coordinating mechanisms (CCMs) are the governing body in each country responsible for developing and submitting funding requests to the Global Fund. 

Following the receipt of funding allocation letters in December 2019, all countries eligible to receive funding from the Global Fund will be submitting funding requests in 2020 for the components (HIV, TB, malaria or RSSH) for which they have received a funding allocation.  Indonesia, PNG, Timor-Leste, the Solomon Islands, Cambodia and the Pacific Islands Regional Multi-Country Coordinating Mechanism will most likely be submitting funding request applications in Windows 1 or 2. Eligible applicants will be informed of the amount of funding they can access, as well as the application approach, in the allocation letter from the Global Fund. Funding Request to prepared, required assistance of content, advisor and writing specialist. Historically the content is provided by stakeholders which include technical units in country (people living and affected by the disease) and professional organization involved in the process. The process itself in collecting of needs, issues, and ideas, review the draft by the stakeholders, and refined by the consultant. And last step will be reviewed for final draft which then refined by the editor become the final document to be endorsed by CCM Plenary and submit to the Global Fund. The initial proposal has been submitted to The Global Fund, however, there’s need to be revised with changes in The RAN target, the GF target will also change, the unit cost will change so that the calculation of the total resource need and the gap must all change.

Therefore, UNDP intent to continue support the CCM Indonesia to develop new proposal for the next HIV AIDS funding request to the Global Fund moreover to provide technical assistant to Ministry of Health in order to prepare the co-financing and sustainability of the Global Fund Project in Indoensia. The consultant is expected to work in close collaboration with the CCM Technical Working Group and National HIV team, with inputs from the Global Fund Secretariat and other technical partners as appropriate.

Scope of Work

The general purpose of this ToR is engagement of the HIV Technical Working Group (TWG) that would serve as to support:

  1. Finalized an updated analysis on epidemiological, programmatic, financial and risk issues that will provide strategic input and update the funding request alighed updated requirements from the Global Fund
  2. In accordance to requirement from CCM members and partners, the consultant shall facilitate discussions that will assist the members to implement programs and prepare the co-financing and sustainability for GF funding request.
  3. Provide technical and advocacy advice to the CCM and MoH as needed and appropriate.
  4. Provide assistance to update fundamental elements of the new iteration funding request (narrative, funding landscape table, programmatic gap table, government co-financing commitment table, performance framework, budget etc) in line with existing technical documents, new national strategic plans, and updated requirement by the Global Fund.

Required Skills and Experience

Academic Qualifications:

  • Minimum Master’s degree in Public Health, Health Economics, Health Policy, or other related fields.

Experience:

  • Minimum of fifteen years of relevant work experience in the field of Health Programme
  • An excellent understanding policies, programs, and priorities of government, and issues on HIV/AIDS response would be advantage.
  • Hands on experience in designing and developing grand funding landscape proposal would be advantage.
  • Having experience in work collaboration with Ministry of Health, UN Agencies, and The Global Fund
