Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Since October 2017, after being granted access by the Ministry of Foreign Affairs, Government of Bangladesh, UN Women Bangladesh (BCO) has been engaged in the refugee crisis response for the new influx of Rohingya refugees in Cox’s Bazar, BCO has developed a humanitarian response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalised Rohingya Refugee Women and Girls in Cox’s Bazar. The objective of the programme is to ensure protection, as well as equitable and safe access to and benefit from urgent life-saving humanitarian assistance and information to the most vulnerable, and marginalized Rohingya women while assisting them to live with dignity. The programme also promotes women’s participation and leadership in community management and peace and social cohesion building activities. UN Women further works in Bangladeshi host communities in Cox’s Bazar to promote women’s socio-economic empowerment as a means for social cohesion, recovery and resilience building. UN Women co-chairs the Gender in Humanitarian Action (GIHA) Working Group for the Rohingya Refugee Response with UNHCR to promote gender-responsive humanitarian action across the humanitarian coordination system and humanitarian agencies in Cox’s Bazar.
On 25 August 2017, the military offensive in Rakhine state, Myanmar, targeting the Rohingya escalated and the violence unleashed upon them forced them to flee across the border to Bangladesh. To date over 700,000 Rohingya have crossed over into Cox’s Bazar in desperate conditions, an estimated 80% of whom are women and children. The refugees reported massive atrocities of extrajudicial executions, killings, rape and other forms of sexual violence, and destruction of property. The speed and scale of the influx of refugees has resulted in a critical humanitarian emergency. In order to help efforts led by the Government of Bangladesh to respond to the unprecedented level of influx, UN Women is promoting gender equality and women’s participation and empowerment in the cross-sectoral humanitarian response to bring targeted assistance to Rohingya women and girls, focusing on the most vulnerable and marginalized, in particular female headed households, and adolescent girls.

Over half (52 per cent) of the Rohingya refugees are women and girls, including 16 per cent who are female-headed households, who are disproportionately impacted. This crisis has a particular gendered nature due to restrictive gender norms and practices leading to gender discrimination and barriers to basic services and information, and high prevalence of sexual and gender-based violence.


Duties and Responsibilities

The consultant will work under direct supervision of Operations Analyst UN Women Cox’s Bazar Sub Office, UN Women Bangladesh to ensure following tasks and deliverables will be submitted:

• Simultaneous/ Consecutive Translator (writing, reading, and speaking) from Rohingya to English.

• Simultaneous/ Consecutive Translator (writing, reading, and speaking) from English to Rohingya.

• Knowing Bengali Language will be an advantage.

Note: The consultant is required to inform UN Women on the progress of his/her work on regular basis.

 

DURATION OF ASSIGNMENT AND DUTY STATION 
The time required for the consultancy is estimated at 40 working days within the period Indicated. The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee. 

 

SCHEDULE OF PAYMENTS

Payment in full upon final submission and satisfactory outputs/products in accordance with specified requirements. Any mission travels will be covered by UN Women.

 

INPUTS:

UNWOMEN will provide office space for the consultant and also arrange seminar, workshop, meetings, consultations and interviews and ensure access to key officials as mentioned in the proposed methodology.

 

Travel and DSA:
If the SSA is based in Cox’sbazar, no DSA or living cost is payable. If the SSA is based outside Cox”sbazar and has to travel for taking part in any event/assignment, UN Women will reimburse air ticket cost (Lowest and economic fare). The SSA needs to submit ticket stub for claiming such ticket cost. UN Women will compare price with rate provided by the UN Travel agent/s and reimburse lowest fare. In addition to that UN Women will pay Daily Subsistence Allowance (DSA) to the SSA as per United Nations daily subsistence allowance rate in such location(s) and UN Women Travel policy.

Required Skills and Experience

Educational Qualification 

  • At least Bachelor’s degree on Business administrator/ Arts/ Journalism/ social science or any other discipline. 

Experinece 

  • At least 3 years’ professional experience in English-Rohingya- Bangla  translation preferably for UN agencies, and/or other development organizations.   

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all
costs components required to perform the deliverables identified in the TOR, including professional fee, only  and any other applicable cost to be incurred by the SSA in completing the assignment.
The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon
completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria:
Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:
1. Responsive/compliant/acceptable; and
2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the
solicitation;
Only candidates obtaining a minimum 70 mark in technical evaluation will be considered eligible for financial evaluation.
Technical Criteria for Evaluation (Maximum 49 points out of 70)


Criteria-01; Educational Qualification and diversification - Max Point 10
Criteria-02; professional experience in English, Bangla and Rohingya translation. - Max Point 30
Criteria-03; Experience on Development organizations or UN agencies. - Max Point 20

Criteria-04; Fluency in English, Bangla and Rohingya (written and spoken)- Max Point 10

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (49) will be considered as technically-qualified candidate.
