Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

To support Member States in implementing the 2030 Agenda, UN Women’s global gender data programme, “Making Every Woman and Girl Count” (Women Count), is affecting a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Programme is implementing a multi-year and multi-country programme of work, supported by global and regional activities linking normative and technical work on gender statistics at the global level to the regional and national levels through three interlinked areas of work: 

  • Creating an enabling environment: Promoting a supportive policy environment to address institutional and financial constraints and to strengthen policies and practices governing the production and use of gender statistics; 
  • Increasing data production: Supporting efforts to improve the regular production of gender statistics, including building the technical capacity of the national statistical systems (NSSs) and providing financial support for data collection to monitor the SDGs and other national and international commitments; and 
  • Improving data accessibility and use: Promoting greater access to and analysis of data by users, including open access, dissemination tools, user-producer dialogues and strengthened the capacity of all relevant actors to use gender statistics in policy, programmes and advocacy. 

Located in the Research and Data Section of UN Women (R&D), the Statistics Analyst works under the supervision of the Statistics Specialist/Inter-Regional Advisor on Gender Statistics of the Women Count programme to provide technical support to the latter in the implementation of statistical activities and delivery of statistical outputs related to the Counted and Visible: Toolkit to Better Utilize Existing Data from Household Surveys to Generate Disaggregated Gender Statistics (Counted and Visible Toolkit project) and the conduct of Rapid Gender Assessments (RGAs) on the socio-economic impacts of COVID-19. The tools and documented learnings from the RGAs will likewise be included to enrich the Counted and Visible Toolkit.  More generally, s/he will assist in the delivery of activities and outputs of other Women Count global projects. 

The Counted and Visible Toolkit is a collection of good practices as well as learnings of several country studies, each focusing on a particular aspect of the process of generating disaggregated gender statistics using existing data from household surveys.  The Counted and Visible Toolkit provides key actors in NSSs not only guidance on the statistical computational exercises necessary but also on institutional arrangements and mechanisms, communications, and stakeholders’ collaboration and coordination.  The Counted and Visible Toolkit is meant to expand the support of the Women Count programme to countries beyond the 10 pilot countries included in the project by providing a compilation of tools strengthening statistical capacities of key actors in NSSs to produce more and better disaggregated gender statistics.  The Executive Summary of the Counted and Visible Toolkit serves as a background document of the Inter-Secretariat Working Group on Household Surveys (ISWGHS) to the 52nd Session of the UN Statistical Commission.  The online/abridged version of the Counted and Visible Toolkit will be launched on the Women Count Data Hub on 3 March 2021 to ensure wide access of target users.  The full report will be published in June 2021, which will include additional 10 country examples – aside from the 13 countries covered in the online version. Beyond June 2021, identification and compilation of similar resources from Women Count countries undertaking similar activities (e.g., RGAs) will be continuously undertaken to ensure that the online version as well as the publication is regarded as a living document.  Communication and outreach efforts will be undertaken in two phases between February and November 2021, with the second half covering a more comprehensive approach after the launch of the full publication in June 2021.

To ensure a gender-responsive and evidence-based recovery, UN Women has been leading efforts to collect, analyse and disseminate timely data on the gendered impacts of COVID-19, and government responses. Since April 2020, UN Women conducted RGAs on the socio-economic impacts of COVID-19 with national and regional partners in at least 51 countries across regions. Two global reports will be produced in 2021: 1) a technical report, which will provide a collection of good practices as well as learnings of several country RGAs covering the statistical and technical aspects of the survey as well as partnerships and collaboration, monitoring and use cases; and 2) a statistical brief on the global picture of the gendered impacts of COVID-19 featuring results from more than 50 countries covering all regions.

 

Duties and Responsibilities

Based in the Data and Statistics Team of the Women Count programme in UN Women HQ, the Statistics Analyst will provide statistical support and assistance on the implementation of the global project on the Counted and Visible Toolkit and production of two global reports on the RGAs on the socio-economic impacts of COVID-19, specifically; and  assist in delivery of activities and outputs of other Women Count global projects, generally.  The tasks will include, among others:

1/ Implementation of the Counted and Visible Toolkit project

  • Serve as one of the co-authors of the Counted and Visible Toolkit
    • Co-author two Chapters on: 1) Assessment and Publication of Disaggregated Gender Statistics; and 2) Dissemination, Advocacy, and Use of Disaggregated Gender Statistics. (Note: Accounts for two of the five major processes documented in the Toolkit.)
  • Provide technical assistance and support for the development of the Counted and Visible Toolkit
    • Contribute to the development and finalization of the other Chapters of the Counted and Visible Toolkit - online version and full publication
    • Update and maintain the repository of all data, materials, resources, and literature related to or used for the development of the Counted and Visible Toolkit
  • Produce and support the development of knowledge products
    • Prepare or co-author gender data story/ies highlighting country example(s) from the Toolkit
    • Prepare how-to statistical guides on producing disaggregated gender statistics
    • Support the production and coordination of knowledge products
  • Assist in the outreach and advocacy of the Global Toolkit
    • Support the organization and implementation of the following: 1) launch events; and 2) webinars
    • Prepare key messages to be distributed to all Women Count colleagues and partners
    • Support preparation of statistical information needed for outreach and advocacy, including drafting messages and highlights; preparation of tables, figures, or presentations; and liaising with copyeditor(s) and designer(s)
    • Assist in the production of the Counted and Visible Toolkit – online version and the full report
    • Contribute to content development to be posted on the Women Count Data Hub, including graphs and other data visualization
  • Support in the administrative and logistics needs of the Counted and Visible Toolkit project

2/ Implementation of the global project on Rapid Gender Assessments on the Socio-Economic Impacts of COVID-19

2.1  Technical report on the good practices and learnings of several country RGAs

  • Serve as one of the co-authors of the RGAs Technical Report
    • Co-author the Chapter on the Technical Aspects of the survey, covering the following: i) household survey vs. individual-level survey; ii) sampling design; iii) sample size; iv) response rate and weight adjustments; v) questionnaire/data items; and vi) survey operations. (Note: Accounts for one of three major discussions of the report.)
  • Provide technical assistance and support for the development of the RGAs Technical Report
    • Contribute to the development and finalization of the other Chapters of the RGAs Technical Report
    • Update and maintain the repository of all data, materials, resources and literature related to or used for the development of the RGAs Technical Report
  • Produce and support the development of knowledge products
    • Prepare or co-author gender data story/ies in relation to the RGAs Technical Report
    • Support the production and coordination of knowledge products
    • Develop content for the  Technical Report’s integration in the Counted and Visible Toolkit (online version)
  • Assist in the outreach and dissemination of the RGAs Technical Report
    • Support the organization and implementation of webinars or other similar events
    • Assist in the production of the RGAs Techinical Report, including in the Counted and Visible Toolkit (online version)

2.2  Statistical brief on the global picture of the gendered impacts of COVID-19

  • Compile microdata and corresponding metadata coming from country RGAs
  • Undertake data cleaning and harmonization of microdata coming from different countries’ RGAs
  • Compute for the global estimates on the following topics using the results of the RGAs (data permitting):
    • General knowledge and information on COVID-19
    • Employment and livelihood resources
    • Time spent on activities for own household
    • Personal and family experiences during COVID-19
    • Access to basic goods and services (health and non-health)
  • Document the statistical processes undertaken to generate global estimates (e.g., data cleaning notes, mapping of indicators, estimation methodology, weight adjustments)
  • Assist in the outreach and dissemination of the RGAs Statistical Report
    • Support the organization and implementation of webinars or other similar events
    • Support the preparation of tables, figures, or presentations emanating from the global estimates produced

2.3 Assist Women Count HQ Team in the implementation of activities and delivery of outputs of the RGAs

  • Contribute to the development of the Guidance Note on the Production of Minimum Set of RGA Indicators
  • Contribute to content development of the RGAs page on the Women Count Data Hub
  • Provide support in technical requests made by Women Count colleagues relating to the RGAs (e.g., review of regional or country reports as well as questionnaires)
  • Support in the administrative and logistics needs of the project

3/ Implementation of Women Count global projects

  • Assist the Women Count Team HQ in the implementation of activities and delivery of outputs of RGAs on Violence against Women (VAW) in the Context of COVID-19, whenever necessary
    • Provide additional support on the design and implementation of a CATI survey on the RGAs on VAW, including the design of an ethically sound survey questionnaire
    • Provide insights or inputs in the development of guidelines on COVID-19 VAW data collection
  • Assist the Women Count HQ Team in the implementation of activities and delivery of outputs of the joint project with Food and Agriculture Organization of the United Nations (FAO) on SDGi-5.a.1, whenever necessary
    • Provide additional support on the design of questions regarding the land asset ownership module
    • Provide insights or inputs in the inclusion of modules in existing household surveys
  • Assist the Data and Statistics Team of the Women Count HQ Team in reviewing statistical outputs and activities of other Women Count projects
  • Co-author, provide background research, or contribute to the production of Hidden Figures articles or Gender Data Stories
  • Provide support in inter-regional and inter-agency coordination when needed
  • Perform other related duties as required

Required Skills and Experience

Education:

  • Master’s degree OR bachelor’s degree with additional years of relevant work experience (in lieu of the former) in statistics, demography, gender, economics, or other related development or social science fields

Experience:

  • Background in gender statistics, demography, economics, or development studies with a focus on gender equality
  • Experience in documentation and production knowledge products on the development of gender statistics, in the context of national statistical systems and household surveys
  • Experience in rapid gender assessments in times of crisis, preferably in the context of COVID-19
  • Experience in conducting or contributing to the planning, design, and implementation of household surveys
  • Experience with STATA
  • Excellent attention to detail
  • Willingness to work as part of a team, to meet tight deadlines and produce high quality work

Languages: 

Excellent command of English (oral and written). Other UN languages an asset.
