Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the overall guidance and direction of the Regional Programme Specialist/Head of Monitoring and Reporting (M&R), the Programme Specialist acts as one of the key drivers for programmatic quality assurance, exercising effective oversight for country offices and advancing quality monitoring and reporting work in the region.  She/he works in close collaboration with the programme and operations teams, country offices and relevant UN Women HQ units, contributing to exceling performance of the region in UN Women

Duties and Responsibilities

1.  Technical Support for Programme Development and Management through Quality Assurance

  • Conduct analysis and research of the political, social and economic situation in the region under impact areas of the RO SN when requested.  
  • Provide proactive technical advice to project teams for effective application of RBM tools and monitoring of results.
  • Support designing and formulation of programme initiatives, ensuring UNW’s priorities/requirements and quality from programmatic and operational perspectives, and feeding lessons learnt and acquired knowledge from monitoring and reporting work into project formulation, through pre-RPAC (Regional Project Appraisal Committee) and RPAC processes.
  • Support QA in partner selections through technical review committees and RPAC.
  • Attend Local PACs of country offices when requested. 
  • Conduct field visits, or remotely, to provide capacity building support in project management and monitoring and reporting.  
  • Advise on office workflows and SOPs in programmeatic QA and provide pre-audit support in consultation with Operation Manager when requested.
  • Provision of programme advisory support to the Regional and Country Office Management when requested.
  • Compile and prepare and quality control of reports, briefs and documents requested by the management and HQ.
  • Make proactive follow-ups of management responses of evaluations.
  • Coordinate and supervise the activities of experts and consultants working as part of the technical assistance team when requested.

2. Technical Assistance for Monitoring and Reporting and Management Oversight

  • Provide technical assistance in developing and refining performance monitoring frameworks of and setting monitoring systems for projects.
  • Provide technical assistance in refining Integrated Resource and Result Framework (IRRF) especially indicators of Strategic Notes (SN)/Annual Work Plans (AWP) through Peer Review Group (PRG) and pre-PRG process.
  • Lead reviews of indicators, baselines, targets and data sources of the RO SN and enhance “reportability” of it.
  • Compile Monitoring, Evaluation, Research Plan (MERP) of the RO and provide QA assistance for country MERPs in planning process.
  • Coordinate quarterly and annual reporting in the Result Management System (RMS) and provided needed technical assistance for countries and RO units as part of the M&R team. Ensure quality of these reports and prepare feedback for countries. Document lessons learnt and common observations for future learning.
  • Analyze quarterly and annual reports and flag areas of stagnations, “off track” and concerns to advise the RO management.
  • Conduct periodic “Portfolio Review” following the corporate guidance/methodology including data collection from field offices. Analyze data and compile a report for RO and HQ management’s review.
  • Act as the DAMS focal point of the RO. Review and approve donor agreements and donor reports uploaded in DAMS as Approver 1. Provide guidance to project managers and country offices where needed.
  • Provide capacity building support to RO Units and country offices in project management, monitoring and reporting.
  • Assist in reviews/clearance of donor reports and donor agreements when requested and in the absence of the Regional Programme Specialist.

3. Facilitation of Knowledge Building and Management

  • Identify and synthesis best practices and lessons learnt directly linked to programme country policy goals in the areas above.
  • Identify gaps and areas for improvements in policies, systems and practice in the areas above and advocate for changes with HQ.
  • Contribute to corporate initiatives of selected areas through HQ working groups and reference groups related to above subjects.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in International Development, Gender, Human Rights, Applied Anthropology, or in other related Social Sciences.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience at the national or international level in monitoring and reporting, and project management in general, of development projects/ programmes;
  • Work experience in the area of gender equality and women’s empowerment is an advantage;
  • Experience in the United Nations systems in an asset;
  • Field experience is an asset.

Language Requirements:

  • Fluency in English and strong English writing skills are required.
