Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has been providing continues support to partners in Georgia to develop and implement National Action Plans for the implementation of UN Security Council Resolutions on Women, Peace and Security 1325 (2000) and its subsequent resolutions (NAP 1325) and to achieve targets of the nationalized SDG 5 and 16.

The Government of Georgia has been implementing the Women, Peace and Security agenda since 2011, when Georgia developed its first National Action Plan for the implementation of UN Security Council resolution 1325 (2000) and the subsequent resolutions on Women, Peace and Security, followed by the second NAP 1325 for 2016-2017 and third NAP 1325 for 2018-2020 years.

After completing the third cycle of the NAP 1325 for the 2018-2020, in order to assess the progress of the implementation of the NAP 1325 and results achieved through its implementation, UN Women would like to hire  the national consultant(s) representing the women’s CSO’s working on the women, peace and security issues in Georgia.

Duties and Responsibilities

The duties and responsibilities of the National Consultant(s) are:

  • In coordination with other consultants, conduct an independent monitoring of the implementation of the NAP 1325, following the format and the substance of the report based on the existing UN and international women’s NGOs’ technical guidelines;
  • In coordination with other consultants think through and elaborate a methodology for collection of inputs from different state and civil society sources;
  • In coordination with other consultants hold consultations with grassroots, conflict-affected and internally-displaced women and organizations to assess the impact of the initiatives of the NAP 1325 on their every-day lives and abilities to participate in NAP 1325 processes;
  • Facilitate the meetings with other consultants and lead the drafting process of the independent report on NAP 1325 implementation in Georgia;
  • Research for necessary information and resource materials as needed;
  • Meet with relevant government stakeholders to obtain data and information needed for the independent report;
  • Identify gaps in NAP 1325 implementation and provide forward-looking recommendations for the next NAP 1325;
  • Finalize the report in Georgian and submit to the drafting team and UN Women for further follow up.

Deliverables:

  • A detailed monitoring work plan elaborated, including list of stakeholders, CSOs and grassroots women to be consulted (2 working days, by March 12, 2021);
  • Available data obtained, data gaps identified, and initial draft report prepared in line with relevant guidelines (10 working days, by March 26, 2021);
  • Bilateral meetings and communication with relevant government bodies completed (5 working days, March 29, 2021)
  • Final draft of independent monitoring report (in Georgian) presented and validated at the meeting with relevant stakeholders, including women at grassroots (2 working days, April 3, 2021);
  • A final independent monitoring report capturing the monitoring process, including meetings and consultations with key stakeholders, key findings, lessons learned, recommendations for the next NAP 1325 finalized in Georgian and submitted to UN Women (1 working day, April 5, 2021)

Required Skills and Experience

Education:

  • University degree (at least Master’s) in social sciences or related field, or 10 years of equivalent combination of certification and experience in relevant area;

Experience: 

  • At least three years of professional work experience in drafting analytical, monitoring and/or evaluation reports;
  • At least five years of experience in the field of women’s rights and gender equality issues in Georgia;
  • Excellent writing skills with demonstrated ability to collect and analyze data and correctly refer to sources used;
  • Knowledge of the women’s NGO sector, development partners and their work in Georgia;
  • Previous experience of coordinating and preparing alternative/independent/shadow reports will be an asset.

Language:

  • Fluency in Georgian and English

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation. The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • University degree (at least Master’s) in social sciences or related field, or 10 years of equivalent combination of certification and experience in relevant area
  • At least three years of professional work experience in in drafting analytical, monitoring and/or evaluation reports;
  • At least five years of experience in the field of women’s rights and gender equality issues in Georgia;

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • University degree (at least Master’s) in social sciences or related field, or 10 years of equivalent combination of certification and experience in relevant area (max 30 points);
  • At least three years of professional work experience in in drafting analytical, monitoring and/or evaluation reports (max 90 points);
  • At least five years of experience in the field of women’s rights and gender equality issues in Georgia (max 90 points);
  • Excellent writing skills with demonstrated ability to collect and analyze data and correctly refer to sources used max 50 points);
  • Knowledge of the women’s NGO sector, development partners and their work in Georgia (max 40 points);
  • Previous experience of coordinating and preparing alternative/shadow reports will be an asset (max 30 points);
  • Fluency in Georgian and English (max 20 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women Deputy Country Representative and overall guidance of UN Women Georgia Country Representative.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed as specified below:

  • Deliverable 1, 2, 3 (17 working days) – 85%;
  • Deliverables 4, 5 (3 working days) – 15%
