UN Security Council resolution 1325 (UNSCR 1325), unanimously adopted in October 2000, stressed the importance of the equal participation and full involvement of women in all efforts to maintain and promote peace and security. In the years since, seven additional resolutions on women, peace and security (WPS) have been adopted. That created a robust framework for implementing the WPS agenda and reinforced global, commitments, treaties and conventions on women’s rights, including the 1979 Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the 1995 Beijing Declaration and Platform for Action.

UN Women in Thailand has been working on WPS since 2012 and from November 2016 has collaborated with the Ministry of Social Development and Human Security (MSDHS) and local women’s organizations in implementing and localizing the Measures and Guidelines on WPS to ensure accountability and policy coherence at national and sub-national levels. The National Consultation on Women’s Leadership and Peace and Security in December 2018 organized by UN Women led to the institutionalization of the Coordination Centre for Children and Women in Southern Border Provinces (CCCW-SBP) in July 2019.

While supporting the Thai Government in moving forward and rolling out the Measures and Guidelines on WPS at the national level, UN Women in Thailand actively engages at least 30 local women’s groups in Songkhla, Yala, Pattani and Narathiwat to develop joint agendas and advocacy strategies to influence government organizations to apply gender-responsive peacebuilding approaches to public policies. This has widened advocacy space and included marginalized groups in the engagement of social dialogues as a means to resolve tensions, prevent violence within communities and to contribute to a peaceful society. At least 750 women and young people in pilot communities in the Southern Border Provinces of Thailand have been consulted and provided input to the development of strategies for peacebuilding, mediation and business development based on community needs.

UN Women continues to support the capacity building and platform of dialogue and knowledge sharing of women and women’s civil society in the southern border provinces to engage with other peacebuilding stakeholders to influence public decision-making and peace dialogues. To advance these objectives, UN Women will be implementing a multi-year regional programme on Women, Peace and Security (WPS) in ASEAN. The programme aims to ensure that ASEAN will advance the WPS agenda in the region, amplifying the comparative strengths of WPS policy and programming among member states, and advocating with ASEAN Member States to share responsibility and accountability for reaching common WPS objectives. As part of the 6-month inception phase in early 2021, a series of consultations with national and local stakeholders will be convened to identify strategic entry points and detailed work plan for the country-level implementation in response to the country demands as well as line with the objectives of the regional ASEAN-WPS programme funded by Canada.

In this connection, UN Women is seeking a national consultant to provide technical support and coordination for the national and local stakeholder consultations and develop work plans identifying clear entry points and strategic areas of work the ASEAN-WPS programme, in collaboration with the programme team in Thailand, as to consolidating and leveraging UN Women’s current efforts under the WPS and humanitarian action/Disaster Risk Reduction (DRR) portfolio. In close consultation with the Programme Management Team of the ASEAN-WPS programme and the programme team, the consultant will identify linkages across all the current projects especially peace-humanitarian nexus in the context of Thailand.

Duties and Responsibilities

Under the direct supervision of the Gender and Governance Specialist, Regional Office for Asia and the Pacific, the primary role of the consultant includes:

Review all relevant documents and develop an inception report identifying the work plan and methodology to implement the inception phase of the ASEAN-WPS programme with a specific focus on country-level implementation in Thailand.
Provide technical support for and coordinate the organization of stakeholder ASEAN-WPS consultations in close collaboration with UN Women, including preparation of relevant background materials, design of a methodology for consultations and agenda to help identify the entry point and linkages across UN Women WPS projects/programmes in Thailand, as well as identification of relevant participants to ASEAN-WPS programme. The consultations may be convened in Bangkok and the Southern Border Provinces including Narathiwat, Pattani, Yala and Songkhla and held in person and/or virtual/hybrid format, subject to COVID-19 mobility restrictions.
Write up reports to document outcomes and key findings from the consultations to inform the next phase of programming.
Identify programmatic linkages, particular areas of synergies between Thailand and ASEAN regional interventions and strategic entry points for UN Women’s five-year programme (2021-2025), including clear peace-humanitarian linkages in Thailand context.
In collaboration with UN Women, develop a detailed country work plan (first year) that outlines key activities and proposes policy/ programmatic entry points based on the inputs from the stakeholder consultations in the area of WPS and Humanitarian Action/DRR, including result targets for Thailand country-level implementation in line with the Performance Monitoring Framework (PMF) of the regional ASEAN-WPS programme.

Deliverable: Detailed work plan for the first-year implementation that outlines key activities and proposes policy/programmatic entry points in the area of WPS and Humanitarian Action/DRR, including baseline and milestone targets (to inform PMF of the regional ASEAN-WPS programme) as well as analysis and outline of key strategic entry points for implementation and programme engagement of the ASEAN-WPS at the country level in Thailand in the next five year (2021-2025) based on the inputs from stakeholder consultations.

Duration of Assignment and Duty Station

The period of consultancy assignment is expected to be from 1 March to 30 September 2021. For upcountry assignments, UN Women will be responsible for the accommodation and travel expenses for any cost incurred during the assignment period.

Contract Supervision

The consultant will work under the direct supervision and guidance of the Gender and Governance Specialist, UN Women Regional Office for Asia and the Pacific who will be responsible for the quality assurance of the deliverables.

Schedule of Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.

Required Skills and Experience

Master’s degree in the field of Political Science, international relations, international development, gender studies, conflict/ humanitarian action or other area related to gender and peace, security and governance.
Minimum 5 years of relevant work experience in the Southern border provinces of Thailand, with demonstrable expertise in programmatic reporting on Women, Peace and Security and technical coordination/ networking in the area of peacebuilding and deradicalization in Thailand.
Experience in research and result-based management principles and how to apply them into programme planning and performance, monitoring framework
Experience in working with UN agencies, government agencies and/or non-profit organisations in the southern border provinces of Thailand is preferred.
Proficient in English communication and writing.

Evaluation

Applications will be evaluated based on the cumulative analysis.

Technical Qualification (100 points) weight; [70%]
Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with an evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:

A) Education (10 points)

Master’s degree in the field of Political Science, international relations, international development, gender studies, conflict/humanitarian action or other related areas.

B) Substantive experience and skills (40 points)

Minimum 5 years of relevant work experience in the Southern border provinces of Thailand, with demonstrable expertise in programmatic reporting on Women, Peace and Security and technical coordination/ networking in the area of peacebuilding and deradicalization in Thailand.
Experience in research and result-based management principles and how to apply them into programme planning and performance, monitoring framework.

C) Coordination skills (20 points)

Experience in working with UN agencies, government agencies and/or non-profit organisations in the southern border provinces of Thailand is preferred.

D) Language skills (30 points)

Proficient in English communication and writing.

Total Obtainable Score 100 points

Financial/Price Proposal evaluation

Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
The total number of points allocated for the price component is 100.
The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
