The United Nations Development Programme (UNDP) is currently implementing a project Rollout of eTendering system that requires the services of an individual to perform the work described in the corresponding TORs.

 

  • Post Title: National Consultant – Partnership and Engagement
  • Country of Assignment: Bangkok, Thailand
  • Duty Station: Home-Based, with expected domestic and international travel
  • Duration of Assignment: 10 March 2021 – 28 February 2022 (Maximum 261 working day).

In consideration of your qualifications, we are hereby inviting you to submit an offer for this particular assignment. To assist you in understanding the requirements of this assignment, we have included hereto the following:

 

  • The Terms of Reference for the assignment described above;
  • The standard Letter of Confirmation of Interest and Availability, which you must accomplish and submit to UNDP, with password encrypted; and
  • The Individual Contract and its General Terms and Conditions, which you would be expected to sign in the event you are the selected Offeror in this procurement process.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV or P-11, indicating all relevant and similar previous experiences, as well as the contact details (email and telephone number) of the Applicant and at least three (3) professional references;
  • A cover letter indicating brief description of a) why the individual considers him/herself as the most suitable for the assignment; and b) how he/she will approach and complete the assignment.
  • d) Financial Proposal that indicates the all-inclusive daily price, supported by a breakdown of costs, as per template provided.

If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the file.

General Background

UNDP Thailand Country Office (CO) is reorganizing internally and moving towards an integrated collaborative business model. Internally, an energetic and innovative team will converge around the planning, design, implementation and quality assurance of an integrated programme in a fast-paced environment. Fostering strategic partnerships and alliances with different stakeholders will require a team which consistently approaches work with energy and a positive, constructive attitude and has a strong client orientation.
In this context, under the direct supervision and strategic guidance of the Resident Representative (RR), UNDP Thailand is seeking a Partnership and Engagement Advisor to focus on technical contributions for operationalizing new partnership agreements and maintaining existing partnership relationships. S/he will help strengthen UNDP’s existing network of partners, expand UNDP’s reach to new and non-traditional development actors and bridge UNDP programme efforts with various stakeholders including parliamentarian, judge, chief of local administrative organizations, government official, academia, and media .


Duties and Responsibilities

Objective of the Assignment & Scope of Work

 

Under the direct supervision of the Resident Representative and in collaboration with the programme teams in UNDP Thailand, the Partnership and Engagement Advisor will be primarily responsible for the following work streams:

 

  1. Strengthen UNDP’s partnership with the legislative, executive and judiciary branches
  • Support UNDP in identifying, establishing and cultivating strategic partnership with the parliament, government, and court for SDGs implementation in Thailand; 
  • Support the implementation of activities under the MOU between UNDP and the Thai Parliament;
  • Provide technical advice on integrated initiative concerning engagement with parliament, court of justice, local administrative organizations etc.

 

  1. Develop strategic partnership at the sub national level in lieu of advancing UNDP’s SDG localization initiative
  • Provide advice to programme and project team on strategic partnership to support implementation of SDGs localization and other relevant initiative under programme and projects;
  • Actively engage with local administrative organizations to identify new opportunities to cultivate high value partnerships at the sub national level

 

  1. Strengthen the partnership for the Thailand Policy Lab
  • Analyze key development partner initiatives and identify potential linkages and partnerships that support the work of the Thailand Policy Lab;
  • Coordinate with the Thailand Policy Lab team to integrate voices of external partners into its program design and build messaging of program efforts that resonate with current and potential partners
  1. Build UNDP’s credibility and recognition on SDGs
  • Develop the partnership strategy to improve UNDP’s visibility among various partners in Thailand;
  • Jointly collaborate with the UNDP programme team to advocate UNDP’s work on SDGs at public forum, conferences, and meetings organized by different stakeholders;
  • Assist programme and project team in maintaining high-quality collaborative networks with UNDP and establishing new networks with non-UNDP experts across knowledge domains.

 

The successful candidate will provide continuous support to UNDP and deliver the following outputs throughout the assignment:

 

  • Identification of opportunities for integrated delivery offers by conducting research on potential partners, prioritizing partners for final collaboration, brokering collaboration agreements between UNDP and potential partners;
  • Advise programme and project team on strategic partnership and provide technical advice on integrated effort concerning strategic partners;
  • Management of strategic alliances and partnerships, especially with key think tanks, governmental organizations (or funders) and non-governmental organizations

 

 

 

 


Competencies

Functional Competencies as required in the TOR


Required Skills and Experience

  • Master’s Degree in Political Sciences, Business Administration, Communications or related field;
  • At least 5 years of relevant development experience at the national or international level;
  • At least 5 years of experience working on partnership development and engagement with public institutions in Thailand including government, parliament, court and local administrative organizations;
  • A proven track record of excellent partnership building and ability to mobilize support from a wide range of stakeholders;
  • Knowledge of the SDGs and their application at the national and local level;
  • Familiarity with the political landscape, institutional set-up and policy-making processes in Thailand;
  • Fluency of English and Thai languages is required
