The Lao PDR Poverty-Environment Initiative (PEI) has been designed to support the central, provincial and district authorities in the effective promotion, regulation and enforcement of foreign, domestic and public investments. Main target areas include governance of natural resources (SDG 15), poverty reduction (SDG 1), enhancing development of human capital (SDG 8), minimizing impact on the environment (SDG 15), adapting to climate change (SDG13), promoting clean energy investment (SDG7), supporting a diversified economy and providing a fair distribution of benefits to the population (SDG 5), and promoting partnership through knowledge exchange (SDG17).
Initiated in 2009, the PEI programme has transformed into what the government now calls the “PEI approach” that addresses poverty reduction and environmental protection by supporting the Government’s national socio-economic planning and strategy formulation processes. The programme also focused on building investment regulatory tools and the knowledge to assess, measure and enforce financial, social and environmental obligations of developers. Another aspect includes strengthening Lao PDR’s National Assembly’s ability to deliver their constitutional oversight role on investment quality.
The Improving Quality Investment for Achieving Sustainable Development Goals in Lao PDR (September 2018 – August 2022) will build on the package of tools already established by the PEI Programme while further expanding the PEI’s Approach and tools to other important institutions that play a role in investment regulatory compliance. The objective of the project is to strengthen coordination of government’s regulatory capacity to coordinate and promote higher quality investment, improvement the ease-of-doing business, transparency, accountability, and effectiveness of investment management for achieving the sustainable development goals in Lao PDR.
To support the enhancement of investment related information dissemination, the project is looking for a local consultant to develop and update the content of IPD’s website, http://investlaos.gov.la/.

Duties and Responsibilities

Under the overall supervision of the National Project Director, UNDP Project Analyst, the local consultant will perform the following tasks:
- Work with the investment promotion team to keep the website operational and up-to-date, including collecting and analyze investment related information (laws, regulations, measures, news, announcements, forms etc.), uploading it for public viewing in a timely manner, and rechecking for updates of the information on a regular basis.
- Coordinate the collection laws and regulations related to the investment sector from all relevant ministries and agencies, upload such information in the regulatory database supporting the LSP, and publish it promptly and accurately in the LSP website.
- Liaise with the agencies’ designated contacts (“Focal Points”) in order to collect information and data on a regular basis to ensure that LSP is kept up to date including proactively identifying any new information that needs to be published;
- Re-check and update all legislative texts, measures, procedures, commitments and forms available in the portal to ensure correctness, consistency and appropriateness of all information on a regular basis;
- Translate documents including measures from Lao-English/English-Lao to necessary for uploading to LSP;
- Seek out and propose news, announcements, events and other information relevant to the services sector in Lao PDR to be published in the LSP.
- Provide support to Department of Foreign Trade Policy, Ministry (DFTP) of Industry and Commerce (MoIC) in terms of the overall management and policy implementation relating to the on-going operation of the LSP,
- Develop frequently asked Q&A, dealing with any queries submitted by users through the website, reply and/or forward such queries to relevant division, departments or ministries, and track the agencies’ progress in responding to them;
- Work very closely with IPD and the webmaster (if any) to structure and design the way information is presented in the various search and display facilities that the website offers to the public;
- Proactively keep himself/herself informed about the various developments taking place in Laos in terms of services that would require new or updated information to be published, including identify the potential sources of information;
- Improve and maintain up to date the content of all static pages of the site, including sectors’ descriptions, etc.
- Establish and maintain a library of stock pictures to be used on the website’s pages from time to time;
- Prepare and format documents that require uploading to the LSP by scanning, converting or, when necessary, keying them in
- Work with the Webmaster to extract periodic traffic statistics from Google Analytics and format and distribute regular usage reports;
- Recommend to DFTP improvements or new facilities for inclusion in the LSP;
- Support DFTP with the organization and delivery of LSP awareness seminars or other promotional activities;
- Report to DFTP on a weekly basis or as necessary on tasks performed;
- In conjunction with the LSP team and the Webmaster (if any), develop a capacity building plan for the transfer of knowledge about the system;
- Monitor the performance and availability of the website on a regular basis and report any technical issues encountered to DFTP and to the company contracted to provide technical support for the hosting and for the system.
- Undertake other tasks and duties assigned and requested by DFTP;


  • Proven ability to effectively communicate with internal and external management and work collaboratively with interdepartmental teams to achieve desired results;
  • Excellent written and verbal communication skills in Lao and English;
  • Strong analytical and problem-solving skills

Required Skills and Experience

  • University degree in Web Design, IT and other relevant fields;
  • At least 2 years of web design or relevant works


- The consultant will report to the National Project Director as necessary against the deliverable progress for administrative purpose.
- The consultant is also required to comply with the UN security directives set forth under http://dss.un.org
- The consultant will be given access to relevant information necessary for execution of the tasks under this assignment;
- The consultant is responsible for providing their own laptop computers and mobile phones for use during this assignment; the consultant must have access to reliable internet connection
- Payments will be made upon submission of a detailed time sheet and certification of payment form, and acceptance and confirmation by the supervisor

  2. Personal CV or P11 Form, indicating all experience from similar projects as well as personal information including age.
  3. Financial proposal be quoted in LAK or US Dollar. However, the actual payment will be made in local currency LAK based on the monthly UN Exchange rate on the paying date.
