Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To ensure a gender-responsive and evidence-based recovery post-pandemic, UN Women has been leading efforts to collect, analyse and disseminate timely data on the gendered impacts of COVID-19, and government responses. Since April 2020, UN Women conducted rapid gender assessments (RGAs) on the socio-economic impacts of COVID-19 with national and regional partners in at least 52 countries across regions. The second round of RGAs will particularly focus on the immense impact of COVID-19 on VAW in at least 16 countries using computer assisted telephone interview (CATI).

Data collection on VAW comes with ethical, safety, and methodological considerations. With COVID-19, there is an added layer of challenges as traditional data collection has become limited due to lockdowns and other security measures in place. Thus, UN Women, through the support of the Bill & Melinda Gates Foundation, has engaged in discussions with experts and IPSOS with extensive experience to develop a project to measure the impact of COVID-19 on Violence Against Women (VAW) while addressing the ethical and methodological challenges inherent in such data collection. The aims and objectives of this project are intrinsically aligned to UN Women’s Women Count gender data programme to support countries to produce and use more and better-quality gender data to inform policies and advocacy on gender equality. The project will also contribute to UN Women’s work to document the impact of COVID-19 on VAW and provide timely data and information to Member States and key stakeholders to enhance their efforts to address VAW.

The primary objectives of the project are as follows:

  • Increased availability of reliable, cross-country and nationally representative data on VAW. Activities include: designing an ethically sound survey questionnaire and collect data in 16 countries using CATI measuring the impact of VAW during COVID19.
  • Improved measures and guidelines on GBV data collection using phone, or a combination of phone and in-person, surveys (to overcome limitations on sampling while addressing ethical and safety concerns). Activities include developing a set of guidelines based on COVID19 VAW data collection.
  • Accelerated use of VAW data to inform policymaking, service-provision and advocacy by global stakeholders (e.g., UN Women, UN agencies, UNSG), country governments and civil society organizations. Activities include producing knowledge products and data visualizations on the Women Count Data Hub to disseminate survey results.

Duties and Responsibilities

Based in the Data and Statistics Team of the Women Count programme in the Research and Data (R&D) Section of UN Women HQ, the Statistics Analyst will work under the supervision of the Statistics Specialist/Inter-Regional Advisor to provide statistical support and technical assistance on the implementation of RGAs on the impact of COVID-19 on VAW and provide support in the delivery of activities and outputs of other Women Count global projects, whenever needed.

The tasks will include, among others:

1/ Implementation of Rapid Gender Assessments on the Impacts of COVID-19 on Violence Against Women

  • Provide technical assistance and support on:

Outcome I: Increased availability of reliable, cross country and nationally representative data on VAW

  • Support the review and provide inputs on the:
    • Technical development of ethically sound survey questionnaires (e.g., rationale for the inclusion or exclusion of questionnaire data items)
    • Design and conduct of RGAs on VAW including, but not limited to, the review of sampling procedures, methodologies, fieldwork, ethical and safety protocols, and quality assurance
    • National, regional, and global reports to be prepared by the survey research firm
  • Support the development of a tabulation plan for the RGAs on VAW
  • Review of related literature on rapid assessments or VAW surveys

Outcome II: Improved measures and guidelines on GBV data collection using phone, or a combination of phone and in-person, surveys

  • Support the review of the technical report prepared by the survey research firm
  • Provide technical inputs and assistance in the development of the Guidelines on COVID-19 VAW Data Collection, including documentation of statistical processes not covered in the research firm’s technical report (e.g., partnerships and collaboration)
  • Compile and/or prepare relevant documents and references that will inform the Guidelines, including documentation of technical advice and inputs from the Technical Advisory Group

Outcome III: Accelerated use of VAW data to inform policymaking, service-provision and advocacy by global stakeholders

  • Build an internal repository of the RGAs microdata and supporting metadata
  • Undertake data cleaning and ensure harmonization of microdata coming from different countries’ RGAs
  • Produce global estimates and prepare necessary statistical tables, figures, or charts for the development of knowledge products, particularly the RGAs on VAW Global Statistical Report and statistical content to be posted on the Women Count Data Hub
  • Support other statistical activities needed to ensure the effective and efficient implementation of the COVID-19 VAW Data Project

 

2/ Implementation of Women Count global projects

  • Assist the Women Count Team HQ in the implementation of activities and delivery of outputs of RGAs on the socio-economic impacts of COVID-19, whenever necessary
    • Provide additional support on the statistical brief on the global picture of the socio-economic gendered impacts of COVID-19
    • Provide insights or inputs in the development of Technical report on the good practices and learnings of several country RGAs on the socio-economic impacts of COVID-19
  • Assist the Data and Statistics Team of the Women Count programme in reviewing statistical outputs and activities of other Women Count projects
  • Provide background research and/or contribute to production of Hidden Figures articles and Gender Data Stories
  • Provide support in inter-regional and inter-agency coordination when needed
  • Perform other related duties as required

Required Skills and Experience

Education:

  • Master’s degree with additional years of relevant work experience in statistics, demography, gender, economics, or other related development or social science fields

Experience:

  • Background in gender statistics, demography, economics, or development studies with a focus on gender equality
  • Experience in documentation and production knowledge products on gender statistics, particularly on violence against women and girls statistics
  • Knowledge of ethical and safety considerations on VAW data collections
  • Experience in rapid gender assessments in times of crisis, preferably in the context of COVID-19
  • Experience in conducting or contributing to the planning, design, and implementation of household surveys
  • Experience with STATA
  • Excellent attention to detail
  • Willingness to work as part of a team, to meet tight deadlines and produce high quality work

Languages: 

Excellent command of English (oral and written). Other UN languages an asset.
