Under the supervision and guidance of the Regional Human Resources Business Partner, the consultant will support in the main stages of the recruitment process for FTA, TA, UNV, SC, SSA and intern contract types as needed.  The consultant will be home-based and support in the above deliverables.

Expected Deliverables 

The following deliverables in the table below are expected from the work under this consultancy agreement. The below number of days are estimates on the length of time expected to be taken to complete related deliverables, to be agreed beforehand by the consultant with the hiring manager.

  • Facilitation of tests and communication with candidates
  • Support of evaluation of tests
  • Share scoring table with an evaluation team
  • Consolidating written scores and finalizing the evaluation report

Interviews

  • Consulting interview questions with hiring unit
  • Organization and participation in interviews
  • Draft of interview report based on inputs from panel members
  • Incorporation of comments from the panel, if any
  • Finalization of interwiew report

- The consultant may be asked to work on other HR related activities that as permitted by this contract modality in relation to recruitment

Reporting

Under the overall supervision of the HR Business Partner, and in collaboration with ECARO HR/Operations team, the Consultant will deliver the above listed deliverables in accordance with the indicative timeframe. All deliverables of an acceptable standard and quality should be submitted to the UN Women and in languages as specified above.

As this is a retainer contract, UN Women does not warrant/guarantee that the maximum number for which the consultant will be engaged under the terms of this TOR or resulting contract.

Required Skills and Experience

Education

  • A Master`s  Degree in HR, business administration, public administration  or area relevant to the requirements of the TOR. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • Minimum of 2 years of relevant experience in HR, administration, and/or programme support;;
  • Experience in recruitment and selection, and contract administration processes are required;
  • Knowledge and experience in HR systems/software applications;
  • Detailed knowledge and experience of UN system Human Resource rules and regulations
  • HR working experience within UN Women and/or UNDP considered an asset
  • Excellent command of English especially on report writing with analysis.
  • Field experience is an asset;

Languages:

  • Fluency in English is required;
  • Knowledge of one of the other UN official working language is an asset.

Evaluation of Applicants

UN Women applies a fair and transparent selection process. Applicants will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications/skills and their financial proposal. Contract will be awarded to the individual consultants whose offer has been evaluated and determined as:

  • Responsive to and compliant with the requirements of the ToR; and
  • Having received the highest score out of below combined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

S - score received on financial evaluation;

Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F - financial offer under the consideration.

Duration and remuneration

The consultant will be engaged over the period of 1 to 30 April 2021. Deliverables from the consultant will be reviewed and approved by UN Women before they are considered final. UN Women will process the payment on a monthly basis based on the timesheet and submission of deliverables by the consultant.

  • Short Letter of interest, including financial proposal in USD, indicating a total  daily fee in USD for the delivery as per above description. The letter of interest shall include any links (URLs) for the previous published articles, press releases (and any other relevant) informative notes written by the applicant. Total daily fee should cover professional fees, communications, bills, consumables, etc that could be incurred by the consultant to complete this assignment. In case of travel is requested by UN Women, payment of travel arrangements should be agreed upon in advance between UN Women and the consultant.
