The Lebanese Working Group on Palestinian Refugees, which became later known as the Lebanese-Palestinian Dialogue Committee (LPDC), was created in November 2005 by the Council of Ministers, in response to the goal set by the Government of Lebanon (GoL) to improve the living conditions of Palestinian refugees in Lebanon. The current project – Support the implementation of LPDC Strategic Plan, phase 1 - seeks to strengthen the capacity of the LPDC (2020-2023) enabling the Government of Lebanon (GoL) to set up a comprehensive policy on the Palestinian refugee issues, with a view to improving their living conditions.

Project components include:

  • Output 1: Strengthen Dialogue facilitation and conflict prevention capacity;
  • Output 2: Support Legislative Reform agenda;
  • Output 3: Strengthen strategic Communication and Coordination roles;
  • Output 4: Increase Policy research capabilities;


UNDP requires the services of a “Research Analyst” to provide systematic and synthetized information on the political, support the LPDC project with developing the research agenda of the LPDC.

Duties and Responsibilities

2.  Scope of work, responsibilities and description of the proposed analytical work

The Consultant will be responsible for the following tasks:

  • Review the daily news reports and analyze the national, regional and international political, social, security and economic developments.
  • Produce monthly political analytical reports related to the view of key stakeholders and policy makers on the Palestinian Refugees issue in Lebanon. Each report should: (i) Include a 2-page executive summary, which outlines its key findings; (ii) Provide an analysis of the developments in the public discourse; (iii) Provide analysis of prevailing political analysis context. The report should be submitted at the end of each month or as needs arises.
  • Support the research agenda of the LPDC and produce policy briefs and public statements based on the request of the LPDC Chairman;
  • Review “Jousour” news supplement issued by LPDC from content and material perspective and participate in Editorial board meetings with all stakeholders.
  • Support strategic communications of LPDC related to the Lebanese-Palestinian dialogue

Functional Competencies:

  • Knowledge in quantitative and qualitative research methods;
  • Strong analytical skills;
  • Fluent in Arabic and English. Strong Arabic writing skills;
  • Deep knowledge of Lebanese and regional-political dynamics;
  • Knowledge of the Lebanese-Palestinian historical complexities.

Corporate Competencies:

  • Demonstrates integrity by modeling the UN’s values and ethical standards;
  • Advocates and promotes the vision, mission, and strategic goals of UN;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Treats all people fairly without favoritism;
  • Knowledge of the UN preferable.

Required Skills and Experience

Academic Qualifications:

  • Bachelor’s degree in Political Sciences, History, Journalism or another closely related field.

Years of Experience:

  • 10 years of relevant professional experience in research and studies;
  • 8 years of writing and editing experience with local newspapers;
  • Previous publications as an author or contributor to publications on Palestinian Refugees.
  • Previous experience in working with UN organization
