Along with the other United Nations Member States, Bosnia and Herzegovina (BIH) has engaged in the process of implementing Agenda 2030 and the 17 Sustainable Development Goals (SDGs). The first step in this process is designing a Sustainable Development Goals Framework in BIH (SDG Framework), a document that defines a common position of all government levels in BIH on the Agenda 2030 and SDGs. Under the leadership of an inter-institutional Working Group consisting of institutions from all government levels, the SDGs Framework in BIH was prepared in a highly participatory manner with over 250 representatives from government institutions, civil society organizations, academia and the private sector. The process of design of the SDGs Framework was supported within the SDGs Roll-Out Support and Public Sector Engagement Project, financed by the Swedish International Development Cooperation Agency (Sida) and implemented by United Nations Development Programme (UNDP) in BIH in the period 2019-2020.
The SDGs Framework in BIH defines the vision 2030, key development pathways, accelerators and drivers, linked with domesticated SDGs targets and indicators with baselines and target values. It also defines institutional arrangements for implementation, monitoring and reporting. Considering the multi-tier governance structure of BIH, further operationalization of the Framework will be ensured through its mainstreaming into national and sub-national development strategies.
At the level of BIH institutions, the BIH Directorate for Economic Planning (BIH DEP) has launched the process of design of a Strategic Framework for BIH institutions, which is a key reference document for designing the Mid-Term Workplan of the BIH Council of Ministers. The Strategic Framework will service as a “transmission belt” for mainstreaming the Agenda 2030 and the SDGs Framework into operational planning at the level BIH institutions. In this respect, in December 2020 the BIH Council of Ministers established a Working Group that will work on designing the BIH Strategic Framework under the overall coordination of BIH DEP. In undertaking this process, BIH DEP has a need to engage additional expertise to support the planning process. In responding to this need and within the SDGs Roll-Out Support and Public Sector Engagement Project, UNDP will engage a security expert (hereinafter: the Consultant) that will support BIH DEP in this planning exercise.
Duties and Responsibilities
Task 1: Prepare a brief situation analysis in the area of security
As a first step, the Consultant will familiarise herself/himself with the analytical work prepared so far in the process of design of the SDGs Framework and the content of the document. Moreover, the Consultant will get acquainted with the relevant legal framework as well as with other relevant policies and strategies in the security sector, as well as requirements and policies stemming from the country’s accession process into the European Union (EU) - i.e. relevant directives, Western Balkans Green Agenda, etc.
Following the review of the materials, the Consultant will be expected to draft a brief situation analysis in the area of security (up to 5 pages), reflecting the relevant development accelerators and drivers identified within the SDGs Framework in BIH, the EU requirement and presenting key development potentials, bottlenecks, trends and projections that should serve as a basis for actual planning of the BIH institutions in the mid-term period in the security sector.
The draft situation analysis will be shared with BIH DEP and the UNDP Project Team and subsequently presented at a workshop with the aforementioned Working Group to obtain feedback and comments. Moreover, the Consultant will support the Working Group in conducting a SWOT analysis in the given sector. Following the workshop, the Consultant will finalise the analysis, incorporating results from the workshop. The final version of the document will be submitted to BIH DEP and the UNDP Project Team for validation.
It is envisaged that this task will be delivered in the period early April 2021 and the level of effort will not exceed 7 expert days.
Task 2: Support the mid-term planning process in the area of security at the BIH level
Based on the situation analysis prepared under Task 1 and based on other relevant documents including the SDGs Framerwork in BIH, the Consultant will support the Working Group in identifying key development challenges and accelerators in the area of security and proposing strategic goal(s) along with target values and indicators, taking into account and reflecting the relevant accelerators, drivers, SDGs targets and indicators set within the SDGs Framework in BIH.
Following this, and upon consultations of the proposed goal(s) with a wide range of institutional stakeholders that will be organised by BIH DEP, the Consultant will support the further process of defining relevant priorities and proposing specific measures to achieve those priorities as well as the targets set within the SDGs Framework in BIH.
Task 2 will be conducted through 2 workshops of the Working Group as well as desk work. Final outputs will be submitted to BIH DEP and the UNDP Project Team for final validation.
It is envisaged that this task will be delivered in the period April – May 2021 and the level of effort will not exceed 5 expert days. The entire service will be delivered in BHS languages.
