Background

The EU4Climate Project helps governments in the six EU Eastern Partnership countries - Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine - to take action against climate change. It supports countries in implementing the Paris Climate Agreement and improving climate policies and legislation. Its ambition is to limit climate change impact on citizens lives and make them more resilient to it. EU4Climate is funded by the European Union (EU) and implemented by the United Nations Development Programme (UNDP).

The objective of the project is to support the development and implementation of climate-related policies by the Eastern Partnership countries that contribute to their low emission and climate resilient development and their commitments to the Paris Agreement on Climate Change. It identifies key actions and results in line with the Paris Agreement, the "20 Deliverables for 2020”, and the key global policy goals set by the UN 2030 Agenda for Sustainable Development.  The project will also translate into action priorities outlined in the Eastern Partnership Ministerial Declaration on Environment and Climate Change of October 2016.

To realize this project goal, the following results should be achieved:

RESULT 1.Finalized or up-dated nationally determined contributions communicated to the UNFCCC;

RESULT 2.Improved inter-institutional awareness and coordination at political and technical level of the Paris Agreement and the corresponding national commitments;  

RESULT 3.Established or strengthened MRV systems, with countries getting on track with Paris Agreement transparency requirements;

RESULT 4.Advanced alignment with EU climate acquis as provided by bilateral agreements with EU and in the context of Energy Community Treaty on climate matters that are not covered by the EU4Energy programme;

RESULT 5.Establishment of concrete sectoral guidelines for the implementation of the Paris Agreement in each of the Eastern Partners;

RESULT 6.Increased mobilization of climate finance;

RESULT 7.Enhanced adaptation planning. 

Duties and Responsibilities

EU4Climate project currently supports the Ministry of Environmental Protection and Agriculture of Georgia and other national partners in developing various climate related strategies and policies, such as: Long Term Low Emission Development Strategy; Climate Mainstreaming Recommendations in Energy, Agriculture and Health Sectors; Financial Strategy and Investment Plan for National Determined Contributions; Climate Change Communication Strategy and Awareness Raising Action Plan and etc.

One of the main objectives of EU4Climate project is to ensure comprehensive coverage of relevant areas within the policies developed and supported by the EU4Climate Project, its thematic components include the requirement to address gender issues and mainstream the relevant available solutions into the policies to be implemented.

The overall objective of the assignment is to contribute the gender mainstreaming outcomes of the project, which are 1) Gender considerations integrated into LT-LEDS; 2) Gender considerations integrated into Climate Mainstreaming Recommendations for Energy, Agriculture and Health Sectors; 3) Gender considerations integrated Financial Strategy and Investment Plan for National Determined Contributions; 4) Gender considerations integrated into Climate Change Communication Strategy and Awareness Raising Action Plan and 5) review and update Georgian component of EU4Climate Gender Action Plan.

Under the direct supervision of the EU4Climate National Coordinator and the overall supervision of UNDP CO, the incumbent will engage in the process of elaboration of relevant strategies and policies; plan and implement gender sensitization training sessions for identified partners and stakeholders and ensure that gender considerations and issues are well identified and mainstreamed in the final versions of strategic and policy papers listed in this Terms of References.  More specifically, gender consultant will be responsible for the following activities:

TASK 1.Conduct consultations with the government officials, project stakeholders and women’s organisations to identify key gender issues and considerations related to climate change, as well as gender-responsive climate change actions/measures and issues to be integrated in the EU4Climate Georgia Gender Action Plan and in various strategic and policy papers listed in this TOR.

TASK 2.Update the EU4Climate Georgia Gender Action Plan with concrete actions, indicators, targets and timelines of implementation.

TASK 3.Engage in the process of elaboration of i) LT-LEDS ii) Climate Mainstreaming in Energy, Agriculture and Health Sectors iii) Climate Change Communication Strategy and Awareness Raising Action Plan iv) NDC Financing Strategy and Investment Plan and in close consultations and cooperation with the respective Team Leaders and EU4Climate National Coordinator ensure that identified and agreed gender issues and considerations are well integrated and mainstreamed into working and final versions of the mentioned documents.

TASK 4.Plan and implement national workshops and/or training sessions for gender sensitization of government officials, project stakeholders and partners in gender-responsive climate change policies and actions.

The work of the Consultant will be directly supervised by the EU4Climate National Coordinator under the overall supervision of the EU4Climate Regional Manager. The consultant will be directly responsible to, reporting to, seeking approval from, and obtaining certificate of acceptance of outputs from the above-mentioned persons. 

In addition to facilitate efficiency of the working process, the consultant will participate in various technical workshops and national discussions organized by EU4Climate project during the climate policy development process. 

This initial contract may be subject to extension up to maximum 70 working days in total till the end of 2022. Please note, that, decision on extension of the initial contract is subject to specific activities included in Annual Work Plan for 2022, which might require gender mainstreaming and gender consultant review.

Deliverables:

  1. Technical note with description of work plan, methodology and revised schedule of deliverables based on consultations with various team leaders of EU4Climate project contractors and EU4Climate National Coordinator: within one week from signing the contract,
  2. Prepare and submit a report including (within one month from signing the contract):
    • Consultations with the government officials, project stakeholders and women’s organizations to identify gender-responsive climate change actions/measures and issues to be integrated in the EU4Climate Georgia Gender Action Plan and various climate policy documents mentioned in this ToR;
    • Draft plan for national workshops / training sessions for gender sensitization of various stakeholders and partners in gender responsive climate change policies and actions to be validated by UNDP.  
  3. Updated EU4Climate Georgia Gender Action Plan up to the end of 2022: within one month from signing the contract 
  4. First progress report on provided inputs and progress achieved for gender mainstreaming in respective projects’ activities/outputs that includes training reports: by the end of May 2021 
  5. Second progress report on provided inputs and progress achieved for gender mainstreaming in respective projects’ activities/outputs that includes training reports:  by the end of July 2021           
  6. Third progress report on provided inputs and progress achieved for gender mainstreaming in respective projects’ activities/outputs that includes training reports: by the end of September 2021 
  7. Final progress report on provided inputs and progress achieved for gender mainstreaming in respective projects’ activities/outputs that includes training reports and lessons learned as well as future recommendations for the project and gender mainstreaming in climate policies: by the end of November 2021

Important: please note that proposed schedule and structure of deliverables is a tentative one. Most of the deliverables are tied to various outputs to be produced by various contractors of the EU4Climate project. Hence, this proposed schedule and structure might be subject to amendment once contract is signed with the best candidate and coordination meetings with various contractors are conducted at the outset of the assignment. Amendment to the structure and schedule of the deliverables shall be proposed in Deliverable 1.

Payment modality: 

The payment of a lump sum will be made in 5 instalments:

  1. 20% of the consultancy fee - upon submission and clearance by NC of deliverable 1, 2 and 3; 
  2. 20% of the consultancy fee- upon submission and clearance by NC of deliverable 4;
  3. 20% of the consultancy fee - upon submission and clearance by NC of deliverable 5;
  4. 20% of the consultancy fee- upon submission and clearance by NC of deliverable 6;
  5. 20% of the consultancy fee - upon submission and clearance by NC of deliverable 7

The payment will be processed upon completion of the task and confirmation of UNDP CO delivery of the contract obligations in a satisfactory manner. Evaluation of the output/deliverable is the responsibility of the EU4Climate Georgia National Coordinator.

Required Skills and Experience

Education:

  • Master’s degree in gender, development policy, law, political science, environment and/or climate change related areas required (minimum requirement: 8 points, PhD - additional 2 points)

Experience:

  • Minimum 5 years of experience in the field of gender, gender equality, women empowerment or other related field in Georgia (minimum requirement: 5 years - 7 points, more than 5 years - additional 3 points)
  • Demonstrable (track record) professional experiences in gender mainstreaming of different sectoral policies in Georgia (minimum requirement: 10 points)
  • Experience in knowledge development via designing training manuals and implementing training and capacity building activities for a variety of stakeholders (minimum requirement: 10 points)
  • Experience (proven by track record) in sustainable development, social dimension of environmental management issues, climate mitigation and adaptation, climate risks and impacts issues will be an asset (5 points)
  • Experience in quantitative and qualitative data collection and analysis will be an asset (3 points)
  • Experience in working with or for government institutions as well as civil society will be an asset (2 points). 

Langauge Requirements:

  • Fluency in English and Georgian.

Evaluation:

Individual consultants will be evaluated based on the cumulative analysis method: Offerors will be evaluated against combination of technical and financial criteria. Maximum obtainable score is 100, out of which the total score for technical criteria, that includes desk review and interview scores and in total equals to 70 and for financial criteria – to 30. Technical evaluation composes of desk review (50 points) and interview (20 points). Offerors that do not meet Minimum Qualification Criteria will be automatically rejected, while the rest will form up the long list. The offerors who obtain minimum 35 points as a result of the desk review will be invited for the interview. Offerors who pass 70% threshold, i.e. obtain minimum 14 points, as a result of the interview will be requested the financial proposal.

Financial Proposal:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the ToR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount. Maximum 30 points will be assigned to the lowest price offer. All other price offers will be scored using the formula (inverse proportion):  Financial score X = 30* the lowest price offer/suggested price offer. All envisaged travel costs must be included in the financial proposal as well.
