Background

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) carries out Independent Country Programme Evaluations (ICPEs) to assess UNDP’s contributions to national development results and evaluate the effectiveness of UNDP’s strategy. The purpose of the ICPEs is to: i) support the development of the next UNDP Country Programme Document, ii) strengthen accountability of UNDP to national stakeholders and to the Executive Board, and iii) contribute to organizational learning and decision-making. In 2021, the IEO will conduct its first ICPE of UNDP’s country programme in the Central African Republic (CAR). The IEO is hiring one independent international evaluator to cover the area of “Stabilization, Recovery and Resilience-Building” which includes a focus on emergency livelihoods.

UNDP's country programme 2018-2022 operates within the humanitarian-development-peace nexus framework outlined in the UNDAF+. The country programme positions UNDP to support the implementation of CAR's national recovery and peacebuilding plan, the Recovery and Peace Building Assessment (RCPA), focusing on two priority areas, i.e. "Governance, Peacebuilding and the Rule of Law" and "Stabilisation, recovery and resilience-building". Through the second priority area, UNDP promotes resilience and recovery by strengthening the humanitarian-development nexus, promoting transparent and sustainable management of natural resources, and green job creation. Additionally, UNDP supports the government in increasing revenue from natural resources and energy to support the provision of essential social services and livelihoods opportunities for the socio-economic reintegration of refugees, internally displaced populations, ex-combatants and youth.

Duties and Responsibilities

Under the guidance of the IEO Lead Evaluator, the consultant will:

  • Conduct preliminary research and desk review of relevant documents provided by the IEO for the assigned thematic area.
  • In collaboration with a national evaluator, collect, analyse and synthesize primary and secondary data for the assigned thematic area, including through interviews and meetings (virtual) with relevant UN staff, and key partners such as government counterparts, beneficiaries, local partners, civil society organisations, private sector and academia.
  • Prepare an outcome analysis paper for the assigned thematic area and revise it as needed, as per comments received from the IEO, CO, Regional Bureau and other stakeholders.
  • Participate in and contribute to the team’s working sessions, including the “stocktake”, presentation of preliminary evaluation findings to the UNDP country office, and data triangulation as part of producing the final ICPE report.
  • Contribute to the preparation of the final ICPE report, as well as revisions based on comments received by relevant stakeholders.
  • Contribute and participate in the presentation of evaluation results to main national stakeholders via videoconference, as required.

Required Skills and Experience

Education

  • A Master’s Degree in the social sciences or another field relevant to the assignment.

Professional Experience

  • Substantive knowledge of emergency livelihoods and socio-economic reintegration; knowledge of green growth and natural resource management an advantage.
  • Solid understanding of programming in conflict and post conflict countries is a must, the understanding of contexts with peacebuilding missions is desirable.
  • Extensive experience in programme evaluation, including mastery of remote data collection techniques.
  • Excellent quantitative and qualitative analysis skills, with demonstrated experience in robust data triangulation.
  • Excellent proven analysis, synthesis and writing skills in English.
  • Experience in gender-responsive evaluation and adherence to UNEG’s ethical guidelines is a must.

Languages

  • Ability to work in both French (reading and oral) and English (oral and written) is essential.
