Background:

UNDP is taking a lead globally to support countries in the procurement of health products and to strengthen national supply chains in some of the most challenging operating environments in close collaboration with other partners. The expertise built through 15 years of supporting the PSM implementation of donor grants in such contexts is being used to support ongoing reforms in national procurement systems and to strengthen national supply chain systems. The objective is to help countries to deliver value-for-money, to guarantee the quality of the products and services provided and to improve the performance of national procurement and supply chain systems using domestic funds.

 

UNDP’s strategic support includes providing technical expertise to strengthen policy and regulatory frameworks, manage intellectual property rights, improving procurement strategies and regulations, and removing potential barriers to equitable access to affordable medicines. The UNDP approach to capacity development contributes to a resilient and sustainable PSM cycle by:

 

• Defining appropriate quality requirements for selected products

• Quantifying needs

• Sourcing, planning and conducting procurement processes

• Storing and distributing medicines and other health products while controlling their quality

• Establishing information systems for the monitoring of stocks, and consumption

 

UNDP Indonesia’s portfolio which related to health procurement and supply chain management focus on MoH priority program such as AIDS, Tuberculosis, Malaria (ATM) and recently Covid-19. In 2016 UNDP Indonesia conducted procurement assessment for ATM drugs and health equipment to address bottleneck on procurement process and provide recommendation to donors and government to improve procurement management. UNDP also involved on consultation meetings regarding on procurement and supply chain challenges for ATM related to The Global Fund Program. UNDP Indonesia also introduced electronic Logistic Management Information System for immunization program and now MoH and UNDP supported by GAVI implement the first year in 2020 for e-LMIS from piloting phase in two cities (Bogor and South Tangerang) in 54 Puskesmas up to 600 Puskesmas.

 

Related to Covid-19  response, UNDP provide procurement service in emergency situation and work together with WHO and other UN Agencies to procure ventilators, masks, and other medial supplies for Covid-19 based on country needs and also procured incinerators and autoclaves for medical waste management for Covid-19.

 

In fact, the healthcare facilities around the world finally facing a shortage of medical supplies such as Personal Protective Equipment (PPE) and sanitizing supplies in just few months. The World Health Organization has raised a warning over a global shortage of medical equipment as it asked countries and companies to increase production of supplies by 40 percent amid the increasing death toll from COVID-19 worldwide. Despite the scarcity of medical supply availability, this is a real threat that puts health workers at a high risk of exposure, exerting even more pressure into facilities which are already handling a growing number of cases.

 

Lack of medical supplies, including personal protective equipment (PPE) and high-quality laboratory equipment supplies is a global and Indonesian problem that is important to immediately anticipate. Besides, an integrated information system on the local industry of medical and pharmaceutical supplies is priority to strengthen national health resilience during emergency response. Therefore, it is important for Indonesia to have an emergency response mechanism in dealing with supply chain management problems during an outbreak or a pandemic. The issue of vaccine supply chain and logistics during a pandemic is also a priority to discussed. Vaccine distribution, vaccine storage, handling, and logistics management information systems need to be well-managed considering the availability of vaccines during a pandemic is very critical.

 

As part of the global COVID-19 response, UNDP will strongly support the government of Indonesia to strengthen the national procurement and supply chain management in pandemic situation. Our support includes health products procurement services including for other disease such as AIDS tuberculosis, and malaria for emergency response and supply chain management technical assistance such as protocols development in collaboration with WHO, supply chain roadmap and information system, and provide policy recommendations to the government.  UNDP will collaborate and work closely with the Ministry of Health, BPOM, and LKPP to conduct strategic advocacy meeting to received evidence-based policy recommendations for the national emergency response during COVID-19 pandemic.

 

OBJECTIVES

  • Provide technical support and policy recommendations to the National Government (particularly to the National Committee of Economic Recovery and Covid-19 Response) on the Covid-19 Vaccines implementation.
  • Support the development of private and government collaboration to strengthen pandemic response on providing pharmaceutical and medical equipment and support to ensure it action plan for post of COVID-19 pandemic.
  • Provide technical assistance and policy recommendations on ATM (AIDS, Tuberculosis, Malaria) supply chain management including integrated information system and real time information management.

Duties and Responsibilities

Scope of Work:

Under the guidance of the HEART Project Manager, He/she will be responsible for the following tasks, in supporting the national supply chain management frameworks in Indonesia:

A. Provide technical support and policy recommendations to the National Government (particularly to the National Committee of Economic Recovery and Covid-19 response) on the Covid-19 Vaccination implementation.

  • Working closely with the National Committee on the economic recovery and Covid-19 response, Ministry of Health, National Agency of Drug and Food Control, Pharmaceutical Company, and any related stakeholders involved
  • Working closely with the SMILE Project team and any related projects under CO, UN agencies, development partners in strengthening national policy on the covid-19 vaccines strategy
  • Provide recommendation for the national government on the covid-19 vaccines roadmap policy implementation.
  • Provide technical support and policy recommendation on the covid-19 vaccines supply chain management requested by the national committee.
  • Providing Final Report on technical support and policy recommendations on the Covid-19 Vaccination implementation to the Project Manager.

B. Support the development of private and government collaboration to strengthen pandemic response on providing pharmaceutical and medical equipment and support to ensure it action plan for post of COVID-19 pandemic.

  • Providing advice to improve coordination and collaboration between private sector and government regarding emergency response on providing pharmaceutical and medical equipment during and post of COVID-19 pandemic.
  • Support for coordination with the Directorate General of Pharmaceutical and Medical Devices and related units in MoH to improve response to COVID-19 pandemic.
  • Support to improve private sector involvement in responding COVID-19 Pandemic through their alliance/association/groups, such as GAKESLAB, and any other related organization.
  • Support government to ensure long-term health resilience through high level meetings, workshop with government and private sector association and related stakeholders.
  • Providing recommendations for post COVID-19 pandemic national action plan.

C. Provide technical assistance and policy recommendations on ATM (AIDS, Tuberculosis, Malaria) supply chain management including integrated information system and real time information management

  • Support the national government on the development and/or strengthen the pharmaceutical information system (particularly for AIDS, TB, Malaria)
  • Providing technical support and policy recommendations on the ATM (AIDS, TB, Malaria) supply chain management to the National Government, particularly to the Ministry of Health

Competencies

Academic Qualifications:

  • Doctoral degree on Pharmacology, Public Health, Pharmaceutical and medical devices sciences or related field, with a strong preference for expert qualifications in these fields.

Experience:

  • Minimum of 16 years of professional experience in pharmacology and/or medical supply chain management.
  • Experience in providing technical and capacity-building support to government institutions, UN agencies or other multilateral / technical organizations
  • Has experience in providing strategic capacity-building on pharmaceutical, vaccine, and health supply chain management analysis.
