Background

The United Nations Development Program (UNDP) in Angola has a supervisory role in the implementation of projects financed by the Global Environment Facility (GEF). Since 2016, the Ministry of Culture, Tourism and Environment (MCTA), through the National Institute of Biodiversity and Conservation Areas (INBAC), has implemented the project Expansion and Strengthening of the Protected Areas System in Angola, financed by the fifth replenishment of the GEF. In this context, a company was contracted to install the VHF radio system in the Bicuar National Park, composed of 11 fixed bases and their respective solar systems, 2 mobile radio for cars, 4 repeaters and 11 portable radio for patrolling the Park. The system has been finalized in December 2020.

As part of its supervision role, UNDP launches a tender to recruit a consultant for a short-term assignment to assess the efficiency of the radio system installed.

The consultant must be available to travel and sleep in remote areas and test all radio system installations within Bicuar national park, and between the park and the city of Lubango, in coordination with the park administrator or his representative, if the administrator is not available.

The consultancy is estimated to last no more than 7 days, taking into account the difficulties of access to the Bicuar national park and the distance between the sites to be visited

Duties and Responsibilities

The Consultant will be responsible for conducting the following activities in order to achieve the overall goal of the assignment:

  • Carry out a detailed study of the technical proposal of the radio system in coordination with the project technician at UNDP;
  • Assess in situ the functioning of the radio system installed to inspect the Bicuar national park, in coordination with the Park Administrator and UNDP
  • Prepare and deliver an evaluation report

The following results of the Consultant’s work are expected:

  • The radio system of the Bicuar national park is technically evaluated in situ and confirmed the operation in the Technical report

An evaluation report (up to 5 pages) is delivered to UNDP, consisting of the following elements:

  • Brief summary of in situ assessment mission (up to one page);
  • Identification of elements in accordance with the TOR and contract;
  • Identification of altered elements and justification;
  • Identification of the elements that do not respect the TOR, if any;
  • Final recommendation on accepting or need for modification of the system installed on the basis of the elements listed above.

Required Skills and Experience

Education:

  • At least Diploma  Engineering, Telecommunication, or any other relevant field.

Experience:

  • Technical training in radiocommunication or telecommunications
  • Knowledge and technical experience in installation of VHF radio system
  • Proven experience of at least 3 years in installing and / or repairing a radio system in rural areas and / or rough terrain

Evaluation

Individual consultants will be evaluated based on the following methodologies:

 Cumulative analysis

Award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial

* Financial Criteria; [30 points]

Only candidates obtaining a minimum of 70% of the maximum obtainable points would be considered for the financial evaluation:

Explaining why they are the most suitable for the work and brief methodology on how they will approach and conduct the work;
Financial proposal;
Personal CV including past experience in similar projects as required in Letter of Confirmation of interest attached hereto.

Financial Proposal:

The financial proposal shall specify an all-inclusive daily fee and total lump sum. Payments will be made to the Individual Consultant by Lump sum amount for service fee, upon completion of all deliverables.
