Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

In line with UN Women Global Strategic Plan (2018-2021), and its Country Strategic Note (2019-2022), in Turkey UN Women works towards three overarching goals:

1) Women lead, participate in, and benefit equally from governance systems.

2) All women and girls live a life free from all forms of violence

3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action.

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

HeForShe Initiative

HeForShe is the global movement initiated by UN Women inviting men and people of all genders to stand in solidarity with the women to create a bold, visible, and united force for gender equality. Since its launch in 2015, the movement has now more than 1.3 billion men and women declaring their support from gender equality across the world. HeForShe aims to enable men to identify with the issues of gender equality and to recognize the crucial role that they can play to end the global inequality faced by women and girls, both in their own lives, and at more structural levels in their communities. The HeForShe campaign offers an innovative approach to achieving gender equality that recognizes men and boys as partners for women's rights and acknowledges the ways in which they also benefit from gender equality. Fenerbahçe Sports Club joined forces with UN Women under the HeForShe movement to advance gender equality and women’s empowerment in sports. As a result of this unique collaboration, Fenerbahçe aims to set an example globally by becoming a gender-responsive sports club which supports women’s empowerment and pioneering a number of initiatives in the sports community through the “Equal Together” movement until the end of July 2020.

As part of the goal for being an inclusive, gender responsive sports club, UN Women Turkey Office has identified four pillars of a holistic roadmap:

  1. Gender Analysis
  2. Gender Awareness Trainings
  3. Communication Strategy
  4. Transformative Advocacy

Under this collaboration, Gender Analysis of Fenerbahce Sports Club and Affiliated Companies has been done in 2019 in five strategic areas in sport: 1. Participation 2. Leadership 3. Coaching 4. Gender-based violence (verbal and discourse-level) 5. Representation in media. Quantitative and qualitative data were collected using a total of 117 indicators for 5 strategic areas. Based on the findings, strategic recommendations on gender equality were developed in Fenerbahçe within the scope of HeForShe. UN Women set the ground for interventions towards an inclusive, gender responsive sports club through this detailed gender analysis of different components of the Fenerbahce Sports Club. Based on the findings, strategic recommendations on gender equality were developed.

Recognizing the power of sports change lives, UN Women collaborates with sports organizations including International Olympic Committee (IOC) and FIFA to empower women and girls and tear down gender barriers and discrimination. In 2020, UN Women launched the Sport for Generation Equality Initiative to invite the sports ecosystem to be part of a powerful multi-stakeholder coalition to make gender equality a lived reality in and through sport. By joining in a powerful multi-stakeholder coalition - consisting of governments, United Nations organizations, sport for development and peace organizations, civil society, sport federations, event organizers, leagues, teams, brands, marketers, media, and sport influencers, etc. - the sport ecosystem will multiply impact for gender equality and women and girls’ empowerment by working together under a shared vision and set of principles. Based on the how-know and experience on the collaboration with a sports club, UN Women is developing the “Implementation Guidelines for the Principles of Gender-responsive Sports Organizations”.

As the Project is close to its final stage UN Women will conduct and an assessment of the impact of the gender- responsive interventions in Fenerbahçe Sports Club. Assessment will be built on the findings of the initial gender analysis conducted and will include a brief comparative (to international best/similar practices) analysis for a number of selected indicators. Indicators will be selected in line with the Implementation Guidelines for Gender-responsive Sports Organizations and will provide an opportunity to pilot the monitoring of the implementation of the guidelines.   

Duties and Responsibilities

Under the direct supervision and overall guidance of UN Women HeForShe Analyst, the National Consultant will be responsible for an assessment of the impact of the gender-responsive interventions in Fenerbahçe Sports Club.

Objectives of the Assessment:

  1. To assess the impact of the gender-responsive interventions based on the initial gender analysis conducted.
  2. A brief comparative analysis of international best/similar practices for a number of selected indicators.
  3. To pilot the monitoring part of the implementation guidelines for gender-responsive sports organizations.
  4. To develop the set of recommendations for further improvements to be an inclusive and gender-responsive sports club.

In this respect, the expected results and objectives of the work of the National Consultant are as follows:

  1. Conduct meetings with the UN Women team to clarify objectives and expectations, received inputs and ensure timely delivery of the assessment report.
  2. Design the study methodology and identifying the quantitative and qualitative data resources and work with Fenerbahçe to access these resources.
  3. Identifying the indicators for the assessment of the impact of the gender-responsive interventions in Fenerbahçe Sports Club which will be built on the findings of the initial gender analysis conducted and will include a brief comparative (to international best/similar practices) analysis. Indicators will be selected in line with the Implementation Guidelines for Gender-responsive Sports Organizations.
  4. Desk review of the gender-disaggregated data and the initial Gender Analysis of Fenerbahce Sports Club and Affiliated Companies
  5. Reviewing the strategic documents and the Gender Analysis of Fenerbahce Sports Club and Affiliated Companies.
  6. Conducting online individual discussions and focus group discussions as part of the methodology. (interviewees will be identified by Fenerbahçe Sports Club based on the profile requested by the Consultant).
  7. Analysing the quantitative and qualitative data collected through desk review and the interviews.
  8. Desk review of existing gender-disaggregated data available in the international sports arena.
  9. Analysing the existing gender-disaggregated data from the international sports arena for a number of selected indicators.
  10. Preparing the final assessment report of the impact of the gender-responsive interventions in Fenerbahçe Sports Club.
  11. Having a debriefing session with Fenerbahçe Sports Club and the Partners on the main findings of the analysis and the next steps.

Developing a set of recommendations for further improvements to become an inclusive and gender-responsive sports club.

Duration of the assignment is from 10 April 2021 to 31 July 2021. The Consultant is expected to spend up to 45 working days on a non - consecutive basis throughout the assignment.

All deliverables shall be agreed with the UN Women HeForShe Analyst. All deliverables shall be in Turkish, in electronic version. Only the executive summary of the final gender analysis report will be submitted in English and Turkish. The documents will be translated to English under UN Women’s supervision. Nevertheless, the consultant will go over the English translation of the materials for quality check.

The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women HeForShe Analyst shall be the only criteria for Consultant work being completed and eligible for payment(s).

Payment Schedule:
The National Consultant shall be paid upon successful completion of the deliverables in two installments as per the above table. Payment shall be affected only if all the deliverables in this TOR are submitted to UN Women HeForShe Analyst within the timeframes stipulated in the TOR and they are approved by HeForShe Analyst. Without submission and approval of the deliverables, Consultants shall not receive any payment even if they invest time for this assignment.

Travel:
This is a home-based assignment and no travel requirements are envisioned under this assignment. UN Women will not cover transportation cost within the duty station including the taxi costs. In case of an unforeseeable travel, the travel arrangements will be handled by UN Women as per the UN Women rules and regulations.

Mandatory Courses:
Mandatory courses for this assignment will be around 2 hours. The Consultant shall complete all the mandatory UN courses, training and modules on time. The certificates shall be submitted to the Hiring Manager.

Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Only candidates obtaining a minimum of 49 points in the technical evaluation will be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

Using the following values:

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

An interview/written test may be used for the selection of best candidates.

 

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1. Daily fee

The daily price proposal should indicate a “lump sum amount” which is “all-inclusive”; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2. Currency of the price proposal

The applicants are requested to submit their price proposals in Turkish Lira.
