Background

The Spotlight Initiative (SI) is a global, multi-year partnership between European Union and United Nations to eliminate all forms of violence against women and girls by 2030. Funded by the European Union, the Initiative is responding to all forms of violence against women and girls,
with a particular focus on domestic and family violence, sexual and gender-based violence (SGBV) and harmful practices, femicide, trafficking in human beings and sexual and economic (labour) exploitation. Further information can be found at https://www.spotlightinitiative.org.
The Spotlight Initiative regional programme for Central Asia and Afghanistan managed from Kazakhstan (Almaty) in cooperation with all participating countries will harness the collective expertise, experiences, challenges and energy of gender equality advocates from the five Central Asian countries, as well as Afghanistan. It invests in the development of a Central Asia Alliance on SGBV, comprised of both government and non-governmental stakeholders, including parliamentarians, ministries and government departments, judiciary and police, civil society organisations, activists, survivors, youth, men and religious leaders.


The Spotlight Initiative Pillar 2 aims at institutionalizing a broad-based Alliance for Central Asia, which is capable and positioned to set and drive regionally legislative, policy and institutional guidelines and models in the area of SGBV. The programme will concretely support
adaptation, adoption and institutionalization of Regional Models on SOPs for key sectors at the national level ensuring inter-ministerial coordinated case referral/case management response, capacity building, prevention and data collection. A key investment of SI will be in building knowledge among the Alliance about the importance of gender-responsive budgeting (GRB) in increasing the impact of SGBV legislative frameworks and policies. Specifically, the Models will reflect the importance of gender-responsive budgeting (GRB) methodologies – including costing – to ensure prevention and response to SGBV and harmful practices is robust and in line with the Global agenda to leave no one behind. Through SI support, the Alliance will be a key forum for dialogues with the five national Ministries of Finance and Offices of Presidents on the importance of gender-responsive budgeting as a primary basis to ensure practical implementation of adapted
protocols as a basis for effective SGBV and harmful practices prevention and response. In consultation with the UNCT Afghanistan, efforts will be made to engage national stakeholders in the above Central Asia Alliance dialogues, where relevant to the Afghan context.

For this consultancy Spotlight Initiative Programme is looking for International Consultant who will develop tools and models on applying gender-responsive budgeting (GRB) in prevention and response to SGBV in CA and Afghanistan.

Duties and Responsibilities

The International Consultant will be responsible for the following tasks:


1) Develop and submit detailed workplan with timeframe for desk review, including documents to be reviewed, coordination with the national consultant, timeframe and reporting/communication etc;

2) Conduct a desk review of the main GRB tools and models in prevention of SGBV, monitoring budgetary allocations and execution for the prevention and response to sexual violence targeting survivors of sexual violence, and grassroots organisations, best practices and challenges in CA. This review should include but is not limited to complex and multi-sectoral nature of SGBV (health, legal/justice, security judiciary, labor and education) and consider budgetary allocations and execution for prevention and response to sexual and gender-based violence,
including domestic violence, through examination of variety of state programmes, financial policies and plans.

3) Conduct gap analysis of the regional (Central Asian) tendencies (the analysis of the progress and gaps of GRB integration will be prepared by the national consultant) in application of GRB tools to ensure practical implementation of adapted protocols as a basis for effective
SGBV and harmful practices prevention and response. Although the analysis will be mainly focused on CA, it is necessary to include Afghanistan case as a potential party of the cooperation within the Alliance.

4) Develop a set of concrete tools, models, monitoring system of how to collect data on public expenditures related to SGBV services and recommendations on better utilization of the relevant GRB tools in tackling SGBV in Central Asia.

5) Identify key in Central Asia (government agencies, NGOs, international organizations, expert community) and conduct online expert meeting with them to validate the findings and recommendations. Interim results should be agreed online by submitting for review and approval.

6) Finalize and submit a final report with gap analysis, relevant recommendations, report of the expert meeting and supporting documents as attachments.

The consultant is expected to work from home and conduct online consultations with the SI Project Officer and a national consultant who will prepare the analysis of the progress and gaps in GRB integration. All deliverables are submitted to and approved by the SI Project Officer.

Required Skills and Experience

The selection process of consultant will be by following criteria:

Education:
- Advanced degree in Economics, public finance management with strong both macro/micro-economics, applied accounting, gender studies, statistics, or other related fields.
 

Experience:
- At least 5-7 years of professional experience at national and/or international levels in development indicators, poverty, human rights and social inclusion analysis, data collection, measurement, methodological development and other areas of applied statistics. Experience in
data interpretation is required. (supporting materials or link to the site where the document is available to learn about the candidate’s experience);
- Proven experience in analysis on national and regional budgets, gender responsive budgetary allocation and execution; budget tracking and training on gender-responsive budget making processes (supporting materials or link to the site where the document is available to
learn about the candidate’s experience);

- Experience in working on rights-based approaches including intervention models to address multiple and intersecting forms of discrimination and SGBV agenda (supporting materials or link to the site where the document is available to learn about the candidate’s experience);

- Knowledge and understanding of social and political issues as well as gender equality context in Central Asia would be of distinct advantage;

- Experience with UN agencies and other international organizations, as well as with government agencies for promoting gender equality is an asset;
- Previous experience of working in Central Asia (desirable).

Languages:
- Excellent writing and speaking skills in English and/or Russian. Knowledge of language/s of Central Asia is an asset.

Evaluation process
Applicants must meet the above minimum qualification requirements which will be included in the technical evaluation process in the future. The next stage of the assessment process will be maintained by cumulative analysis methodology of technical proposal (70%) and the financial proposal (30%) of the candidate.
