Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

In line with UN Women Global Strategic Plan (2018-2021), and its Country Strategic Note (2019-2022), in Turkey UN Women works towards three overarching goals:

1) Women lead, participate in, and benefit equally from governance systems.

2) All women and girls live a life free from all forms of violence

3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action.

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

In addition to the programmes, UN Women Turkey Office plays an active role in localization of campaigns and special events such as 16 Days of Activism, 8 March International Women’s Day, the Day of the Girl Child and other international UN days.

To support the effective implementation of UN Women Turkey’s communications strategy, the Office seeks to embark on a series of targeted communications, visibility, publicity and advocacy interventions. In addition, UN Women Turkey Office seeks to produce communications, advocacy and visibility materials on positive messaging and combatting against gender stereotypes and prejudices against the refugee population, promote male engagement and increase UN Women’s visibility in the country.

As a part of UN Women’s work in Turkey there are also planned series of events, communications and advocacy campaigns, and social media campaigns, for which visibility needs to be ensured and target audience reached.

In view of responding to the needs of the office for the above mentioned purposes UN Women Turkey Office seeks to hire a “Multimedia expert” for providing timely and qualitative multimedia production services.

Duties and Responsibilities

Under the supervision of Programmes Manager of UN Women Turkey Office and overall guidance of the Communications and Advocacy Team, the Consultant will provide multimedia production services when required (with advance notice). The consultant demonstrates a client-oriented approach, tact and ability to work with people of different national, cultural and ethnical backgrounds. The consultant ensures effective and efficient provision of services, full confidentiality in all aspects of assignment, management of information flow and follow-up on deadlines and commitments made.

The “Multimedia expert” will be responsible for production of visual communication materials for digital platforms and UN Women’s social media platforms and for supporting communications, advocacy and resource mobilization. The consultant will be responsible for enhancing visibility through social media, increasing the social media interaction through various and creative content as well as increasing the efficiency of UN Women’s programmatic activities, specific campaigns and events.

The following duties and responsibilities are indicative and subject to further detailing through specific service requests to be made by UN Women Turkey Office during the course of the contract duration.

Within the scope of the Assignment; the consultant is expected to provide consultancy services for the below listed generic activities:

• To generate compelling photography to illustrate specific stories or events. Capture high resolution images of individuals, families, groups, events at field locations related to the implementation of the UN Women activities and programmes;

• Produce engaging and exceptional visual forms of storytelling (video, gifs, photo, reels, etc.) for digital platforms, including digital, web interactive, social media etc.

• Create effective visual campaigns for Instagram Story, Twitter Fleets, Instagram Reels and other similar platforms in cooperation with the communications team.

• Caption short videos and photo shootings of the beneficiaries and conduct short interviews,
• Conduct interviews and write brief stories/posts related to the digital content
• Write captions and subtitles of the digital content,
• Visualize content through motion graphics, kinetic typography, and simple infographics,
• Modify, revise and edit materials as required,
• Generate ideas for compelling visual materials with UN Women Turkey communications team
• Generate ideas for unconventional partnerships within multimedia sector to increase the visibility of UN Women and its work
• Ensuring that any and all third-party materials (photos, video, music, etc.) used in the deliverables are cleared and licensed (with prior approval) for use by UN Women and follow UN Women Branding Guidelines and Identity Standards,
• Conduct quality control to ensure accurate and high-quality work,
• Work closely with UN Women’s project partners and stakeholders in the field to create effective human interest stories
• Support UN Women Turkey communications team with multimedia production for special days and events such as the International Women’s Day, 16 Days of Activism and the International Day of the Girl Child.
• Work in close collaboration with UN Women Turkey Office staff to ensure full compliance with the projects’ priorities.

Deliverables and Payment Schedule

Duration of the assignment is from 03  May 2021 to 31 December 2021. The Consultant is expected to spend up to 135 working days on non - consecutive basis throughout the assignment. The Assignment will include interim deliverables, which will be defined in the specific service requests to be made by UN Women to the consultant.

The multimedia materials should depict the subject as empowered and strong, and the mood should be uplifting and positive as opposed to dark or moody. The case studies focus on the process of change, in finding positive solutions to overcoming challenges to achieving women’s human and social rights, and the subjects’ role in developing programmes or campaigns that protect and uphold these rights and empower women. In this context, it is especially important for the photographs & videos to portray the subjects as leaders and as activists who embody this positive change.

Multimedia materials should take into account the following:
- Representation of women and men, teenage boys and girls, young boys and girls;
- A series of photos of women - leaders and activists, (a series of women’s photos);
- Refugee women, men and their families;
- Capture the sense of the vulnerable women’s and men’s lives in Turkey (e.g. typical employment niches, traditional life style etc.) but at the same time provide images on powerful and transformative storytelling (non-traditional and non-stereotypical sense);

- Photos and videos shall capture both pressing social and human rights issues and empowerment and transformative and positive changes (potential solutions).

Types of photos & videos expected:

- Photos & videos of the events and meetings organized by UN Women or its partners

- Portrait format photos (faces)

- Photos & videos of people at work/action

- Photos & videos of people in the household

- Photos & videos of groups of people in their habitual community environment (special attention should be paid to women’s activities in the community)

- Other

The multimedia materials should be a mix of portraits and action shots. The majority of the images should be portraits of the subjects against a setting that is relevant to the story. For instance, if the subject is a researcher, the photograph could be set in her office, to provide important context to the story. The portraits should be posed against a desired backdrop, and lit well and evenly. However, in addition to the portraits it is also important to capture the subject in action, either in conversation with a beneficiary of the programme they spearheaded, or otherwise engaged in an activity that helps drive the story home. For these images, it may not be possible to control the environment and so it is not necessary that these images are lit or posed in the same way as the portraits.

Technical specificities:

Specific requirements for photos:

- Photographs – both color and black and white, and related cut lines (photo descriptions);

- Format of electronic pictures: JPEG, TIFF, BMP, PNG;

- Colors: minimum RGB, maximum CMYK; Photos must be made and delivered in color. Adobe RGB is the preferred color space for high resolution jpegs. Color filtering or stylistic adjustments (extreme contrast, high saturation, etc.) are highly discouraged, and original out-of-camera images may be requested if processing is unacceptable.

- Resolution: high (minimum 300 dpi scale up to A1 size for print and minimum 72 dpi for web) that will be of an internationally acceptable standard;

- Pixel dimension: 1600x900 px.

- Photos to be adopted to the UN Women social media account resolutions such as Facebook, Instagram and Twitter.

- ‘Best of’ photographs that have been taken during each of the assignment (at least 15-30, depending on event);

- Photographs shall be provided to UN Women through online transfer or on an external format, e.g. hard drive, flash disk, when requested;

- In order to reflect an event in media and social media in an appropriate and effective time, min 10 photographs shall be provided within the first couple of hours after the closing of the event. There may be cases when the Consultant is expected to share a good selection of photos during the events. The consultant will deliver approximately 20-30 images per day of the event delivered by the end of the day.

- Resolution: Highest camera resolution when shooting with 4000 pixels on the longest side as minimum deliverable resolution on final edit. If lower resolution images are requested during the assignment (or necessary for transmission for web/social use) then the consultant will provide originals and/or high res optimized files upon conclusion as well.

- Each image from the optimized edit as well as the full take must include in the IPTC metadata: the full name of the photographer for photo credit (UN Women Photographer’s name), the correct date, the location, and the city/country. If possible and relevant, names and titles of people in photos should be included as well. IPTC metadata can be embedded within the photo through the use of image editing software such as Photoshop, Lightroom, or Photo Mechanic. In addition to required info, a descriptive caption written in complete sentences is strongly preferred. The caption should describe the who, what, when and where of the photo in a way that accurately describes the context of the photo to a new viewer.
- UN Women’s website is built around horizontal images, and the lead photos from the events, as well as portraits will need to be shot horizontally. Portraits and other types of photos for the purposes of knowledge products and collateral visibility materials can be shot vertically. The Consultant will be provided with instructions accordingly.

The consultant will use his/her own equipment (professional camera, phone, microphone), hardware and software tools (Adobe Creative Cloud) for delivering the services.

The multimedia materials should comply with the UN Women Branding and Communication Guidelines and conform to UN Women ethical reporting guidelines and appropriate visual portrayal of UN Women programme related areas. UN Women ethical conditions will be shared with the contract holder when s/he is on board.

Special attention must be demonstrated to the sensitiveness of women, children and refugees. Consents and permissions need to be provided, consent forms need to be filled with the guidance and support of the relevant programme and communication officers.

The materials will be copyrighted to UN Women and any violation of copyright law will be pursued appropriately. Materials should be creative and original and not to be subjected any copyright conflicts.

Payment Schedule:
The amount paid to the consultant shall be gross and inclusive of all associated costs such as social security, pension and income tax, etc. Payment will be done in separate installments upon delivery of services and monthly timesheets certified by respective programme managers no later than at the end of each quarter. The consultant’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Travel:
This is a home-based assignment with travel to provinces in Turkey. Consultants are responsible to financially cover and organize their travel to the locations within Turkey that covering 24 domestic travels with the duration of 46 days. The travels are expected to include several programme locations in Turkey including, but not limited to, Istanbul, Izmir, Mersin, Ankara, Gaziantep.

Payment of travel related expenses will be processed together with the payment of the deliverable for which the travel mission took place.

For the all travels under this assignment, the Consultants are required to provide the relevant project staff with requested travel documentation in a timely manner and before the travels. Please note that failure to do so may result in no entitlement.

Mandatory Courses:
Mandatory courses for this assignment are estimated to take approximately 1 working day to complete. The Consultant shall complete all the mandatory and further required UN courses, training and modules on time. The certificates shall be submitted to the Hiring Manager.

 Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1. Daily fee

The daily price proposal should indicate a “lump sum amount” which is “all-inclusive”; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2. Travel costs

This is a home-based assignment with travels foreseen, which is 24 domestic travels with the duration of 46 days. In case of an unforeseen travel, UN Women Turkey Office will cover the organization and the costs of the consultant’s travel as per UN Women’s rules and regulations. UN Women will not cover transportation cost within duty station including the taxi costs.

3. Currency of the price proposal
The applicants are requested to submit their price proposals in Turkish Lira.

Daily Substance Allowance (DSA) Cost x 46 (This is in line with the maximum estimated number of travels for this assignment. The missions may be for three days DSA or four days DSA based on the number of nights spent in the city of mission.
As per UN Women guidelines; the DSA consists of accommodation (50%), breakfast (6%), lunch (12%), dinner (12%) and miscellaneous expenses (20%). The DSA fee of the consultant should indicate the lump sum fee for accommodation, breakfast, lunch, dinner and miscellaneous expenses. The consultant will receive reduced DSA for the items as per the percentages stated above covered within the organization provided by UN Women. Important notice: For each night away from the duty station, the consultant will be paid one day       DSA.)
