Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Since 2001, UN Women (UNIFEM) has been providing continues support to partners in Georgia to increase meaningful participation of women in conflict prevention, conflict resolution and sustainable peacebuilding processes. Under the current country programme and in line with United Nations Sustainable Development Cooperation Framework (2021-2025) UN Women supports the government to develop and implement National Action Plans for the implementation of UN Security Council Resolutions on Women, Peace and Security #1325 et al. and to achieve targets of the nationalized SDG 5 and 16.

To address gender-based discrimination in the workplace, UN Women Georgia developed an online sexual harassment course for public servants and since early 2017 the Public Defender’s Office (PDO) has been hosting the course on its website. UN Women office in Georgia has further advocated for inclusion of a clause on non-acceptability of sexual harassment at the workplace in the Code of Ethics for Public Servants and supported the Ministry of Defence and Ministry of IDPs from the Occupied Territories, Refugees and Accommodation in the development of internal complains’ mechanisms on the cases of sexual harassment and gender-based discrimination.

In 2018, UN Women in partnership with national statis office – GEOSTAT and generous funding from the EU completed a nation-wide survey on Violence against Women that has found that 20 per cent women has experienced sexual harassment in Georgia and 10 per cent of women have admitted experiencing it at the work-place. These events further increased public’s awareness and sensitivity to sexual harassment prompting the Gender Equality Council of the Parliament to come forward with the legal amendments to better regulate sexual harassment in the Georgian legislation, adopted by the Parliament of Georgia in February 2019.

With this increased awareness and the improved regulation of the issue, several public institutions, civil society organizations and private companies expressed interest in developing internal procedures and policies to receive and accommodate sexual harassment complaints. The Ministry of Defence of Georgia has adopted Sexual Harassment Complaint Mechanism, which is a step forward regarding the identification and effective investigation of the sexual harassment cases. Under the decree of the Minister of Defence, all the staff members of the ministry are obliged to take an e-course “For the Prevention of Sexual Harassment”, which was developed by the support of UN Women. In 2020-2021 UN Women in partnership with the Inter-Agency Commission on Gender Equality, Violence against Women and Domestic Violence has further supported a range of governmental organizations in developing internal mechanisms on the prevention and response to sexual harassment under the “Good Governance for Gender Equality in Georgia” (GG4GEG) project generously funded by the Norwegian Ministry of Foreign Affairs. As a result, three governmental entities – Ministry of Infrastructure and Regional Development, Civil Service Bureau and the LEPL Office of Resource Officers of Educational Institutions adopted internal sexual harassment complaints mechanism.

UN Women, with generous support of the UK Conflict, Stability and Security Fund (CSSF) has been implementing a project “Accelerating Implementation of the Women, Peace and Security Agenda in Georgia” aiming at enhancing the women’s meaningful participation in peacebuilding, including the internally displaced and conflict-affected women and girls, as well as gender mainstreaming in security sector in Georgia. Additionally, under the GG4GEG project, UN Women works to strengthen gender mainstreaming in governance processes and inter alia, supports national partners in institutionalizing sexual harassment response mechanisms across the civil service.

Under these two project and in its continuous efforts to prevent and combat the sexual harassment, UN Women plans to hire an international consultant who will support the targeted government partners and local experts to address and respond to the issues related to sexual harassment.

The objectives of the assignment are:

  1. To assess the progress towards the work on sexual harassment in Georgia and based on the analysis tailor capacity development needs of the government partners and local experts, including security sector representatives to support the institutionalization of the mechanisms and protocols accordingly.
  2. To support security sector institutions to improve and/or develop and adopt mechanisms to prevent and address discrimination and sexual harassment in the workplace by using a victim/survivor-centered approach.

Duties and Responsibilities

The duties and responsibilities of the International Consultant are:

  • To prepare an overview of the work on sexual harassment in Georgia, with identified gaps and challenges;
  • To develop a detailed agenda and modules, presentations and relevant training materials tailored to different stakeholder groups;
  • To conduct series of capacity-building trainings (face-to-face or online) for different groups of government partners and local experts on sexual harassment mechanisms and its investigation protocols and their practical application;
  • To produce a training needs assessment questionnaire and conduct an online or face-to-face needs assessment of the training participants (as needed);
  • To carry out post-training assessment questionnaire with the training participants – in line with UN Women Georgia Country Office’s relevant templates;
  • To provide on-line coaching and support to the targeted partners and local experts;
  • To prepare final report about the work carried out, including outlining the training process, pre-and post-training assessments, and recommendations for follow up actions, including on further capacity development needs of the participants.

Deliverables:

  • Work plan with timelines in line with duties and responsibilities spelled above (1 working day)home-based by April 16, 2021;
  • Prepare an overview of sexual harassment work in Georgia, current state, progress and challenges, mapping out necessary interventions (5 working days)April 16, 2021;
  • Conduct trainings on sexual harassment tailored to selected government partners and local experts online or in person (based on the situation related to COVID-19 pandemic) (14 working days) - by September 24, 2021;
  • On-line coaching and support provided to training/workshop participants (6 working days) – home-based by November 30, 2021;
  • Final report prepared and submitted to UN Women (1 working day) – home-based by December 3, 2021.

Required Skills and Experience

Education:

  • Advanced University degree (at least Masters) in Law, Gender, Human Rights, Labor relations, Sociology or similar fields

Experience: 

  • At least three years of proven experience of designing mechanisms on sexual harassment cases
  • At least three years of working experience in the field of labour rights and relations and/or discrimination and violence against women in the workplace
  • At least three years of working experience of conducting capacity-building trainings on gender equality and women’s empowerment

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • At least three years of proven experience of designing mechanisms on sexual harassment cases
  • At least three years of working experience in the field of labour rights and relations and/or discrimination and violence against women in the workplace
  • Fluency in English (speaking and writing)

Technical evaluation criteria (including minimum qualifications):

  • Advanced University degree (at least Masters) in Law, Gender, Human Rights, Labor relations, Sociology or similar fields (maximum 90 points)
  • At least three years of proven experience of designing mechanisms on sexual harassment cases (maximum 90 points)
  • At least three years of working experience in the field of labour rights and relations and/or discrimination and violence against women in the workplace (maximum 70 points)
  • At least three years of working experience of conducting capacity-building trainings on gender equality and women’s empowerment (maximum 50 points)
  • Sound understanding of women’s rights, gender equality, sex and gender-based discrimination and sexual harassment (maximum 30 points)
  • Fluency in English (speaking and writing) (maximum 20 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women Programme Analyst on Women’s Economic Empowerment and UN Women Project Analyst on Women, Peace and Security.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women Programme Analyst that the services have been satisfactorily performed as specified below:

  • Deliverables 1, 2 – 22 %
  • Deliverables 3 – 52 %
  • Deliverables 4, 5 – 26 %
