Background

The Spotlight Initiative (SI) regional programme for Central Asia and Afghanistan is part of a global initiative funded by the European Union to combat various forms of violence against women as well as harmful practices. In Central Asia and Afghanistan, the program focuses on
innovative approaches to understanding, preventing and responding to sexual and gender-based violence and harmful practices. The initiative is coordinated by the UN Resident Coordinator Office in Kazakhstan and implemented through the United Nations Development Program
(UNDP), UN Women and the United Nations Population Fund (UNFPA). The Spotlight Initiative provides an opportunity for a multisectoral, coordinated and holistic approach to addressing violence against women and girls, including governments, institutions, civil society and other key stakeholders. Pillar 2 envisions the creation of an Alliance for Central Asia, which will be the driving force behind legislative, policy and institutional reforms in the area of SGBV, taking into account the regional context. Given the complexities of cross-border alliances, its development will primarily
demonstrate the power of collective action and leverage the work of the Spotlight Initiative country programs in the region. One of the tasks of the Alliance will be providing an institutional response to SGBV, a government must take the leading role in partnership with CSOs. In doing
so, the response should not only focus on service delivery, but also provide a multisectoral approach that focuses on the interests of survivors, allowing them to release from violence and change their reality. All of this requires enhanced knowledge, data and monitoring of SGBV
prevalence, cross-sector responses and societal perceptions.

Through the collective thinking and advocacy of governments, parliamentarians, civil society, human rights defenders and women's activists, victims of violence, and women from marginalized groups will develop models of legislative, political and institutional reform that take into account the specifics of Central Asia. These models will be based on international norms and standards that govern SGBV work, including CEDAW, CRC, and the Istanbul Convention. In addition, these models will reflect the importance of applying gender-responsive budgeting (GRB) methodologies – including costing (“how much does violence cost the state”) - to ensure reliable prevention and response to SGBV and harmful practicesDespite significant progress in the implementation of GRB in the budgeting and strategic planning processes, today there is still a lack of efficiency and integration of the national monitoring and evaluation system in the CA countries. For example, there is a lack of synchronization of indicators of framework programs and strategies and programs of local development, insufficient use of gender statistics in planning, the potential of civil servants to use the principles of gender equality in the preparation, monitoring, and implementation of
budget programs. 

In this regard, the Spotlight Initiative regional program plans to hire a national consultant who will prepare an analysis and assessment of progress in the implementation of recommendations on gender-responsive budgeting in the Central Asia (CA) region.

 

 

Duties and Responsibilities

Under the guidance of the Project Officer of the Spotlight Initiative Regional Program, the national consultant will need to prepare an analysis and assessment on the implementation of recommendations on gender-responsive budgeting in the Central Asia (CA) region 

The tasks of the national consultant include the following:

1) Development and coordination with the Project Officer of the Spotlight Initiative Regional Program of a detailed work plan for conducting an analytical review, case study, data collection, development of a monitoring system (indicators) and recommendations, as well as deadlines for
the task.

2) Conducting a desk review (i) of the existing national regulatory framework on GRB in the field of combating violence against women in Central Asia (CA) countries, as well as related sectors (social and health care, home care, etc.) ii) government programs, as well as iii) relevant
initiatives to introduce gender principles into the state planning and budgeting system implemented by UN-Women in CA countries (Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan) over the past 10 years1. Conduct interviews with UN Women country teams
in CA countries, if necessary. This review should provide a clear understanding of the status of institutionalizing GBR in national legal  frameworks and policies on SGBV, including domestic violence.

3) Carrying out a case analysis on the example of the implementation of GRB in the field of SGBV in CA countries, including the use and dissemination of gender statistics in planning, analyzing the situation with domestic violence and monitoring budget implementation at the
central and local levels. The case analysis should take into account the extent to which the economic crisis associated with COVID-19 influenced the growth of SGBV, including domestic violence, and associated GRB processes.

4) Development of a monitoring system with indicators for subsequent use by partners in Central Asia, and recommendations for the further promotion of GRB.

5) Identification of key partners in Central Asia (government agencies, NGOs, international organizations, expert community) and conducting online consultations to validate the findings and recommendations. Intermediate results must be agreed online by submitting materials for review and approval.

The national consultant will work from home and conduct online consultations with representatives of the Spotlight Initiative Regional Program and an international consultant, if necessary.

Required Skills and Experience

The selection process will be based on the following criteria:
Education:
- Higher education in public administration, jurisprudence, law, international relations, gender or related fields.

Work experience:
- At least 5 years of professional experience in the analysis of government programs and policies, assessment of the implementation of action plans, especially in the field of gender equality, human rights and other related areas;
- Demonstrated knowledge and understanding of the principles of GRB as a tool for achieving gender equality, in conjunction with the localization of the SDGs, especially in CA countries;
- Experience in methodology for collecting quantitative, qualitative data and gender indicators, as well as analytical skills;
- Experience working with UN agencies or other international organizations on similar tasks in the field of gender equality and human rights.
Language skills:
- Excellent writing and speaking skills in Russian and / or English

Applicants must meet the minimum qualifications that will be included in the future technical assessment process. The next step in the evaluation process will support the cumulative analysis methodology of the candidate's technical proposal (70%) and financial proposal (30%)
