Background

The Malawi Spotlight initiative is grounded on the core rallying principle of the 2030 Agenda for Sustainable Development – leaving no one behind and reaching the furthest behind first. The Spotlight Initiative Programme in Malawi, aimed at targeting the most at-risk groups, accelerates efforts towards elimination of violence against women and girls including sexual gender-based violence and harmful practices. A deliberate effort is projected to ensure those facing multiple and intersecting discrimination play a key role not only as beneficiaries but also as key stakeholders, shaping and guiding the program design and implementation. The initiative envisions a comprehensive prevention strategy that addresses structural issues and linkages to Sexual Reproductive Health Rights (SRHR). Innovations through practical application will further enhance efforts to capitalize on lessons learned and link to existing efforts under the UN and other development partners’ programming on Sexual Gender Based Violence (SGBV), Human Rights, Girls Education, etc. contributing knowledge and good practices in improving women’s and girls’ life and that of the most left behind through access to quality, integrated essential services that include SRH, justice, economic empowerment and psychosocial support in line with international human right standards and guidelines.

One of the core focuses of the Spotlight Initiative is reaching the furthest behind first with integrated SRHR, HIV, and VAWG services in a multi-sectoral manner, using the essential services package. Special focus will be on strengthening the provision of the essential services package and on awareness raising to create demand for women and girls so that they are informed and empowered to exercise their rights. Women’s and girls’ rights groups, autonomous social movements, and relevant CSOs, including those representing youth groups facing multiple and intersecting forms of discrimination/marginalization more effectively influence and advance progress on GEWE and VAWG, including SGBV/HP and SRHR. The spotlight initiative is focused on supporting advocacy initiatives, strengthening coordination structures, and building the capacity of women’s and youth organizations to create an enabling environment for a national women’s and youth movement to emerge and to contribute towards the implementation and monitoring of SGBV/HP, SRHR and HIV interventions at different levels.

In a bid to effectively implement its 2021 Annual Work Plan under impact Area 3. All Women and girls live a life free from all forms of violence; UN Women Malawi is seeking services of a competent and experienced consultant who has solid knowledge in application and database development to develop Kuwala Knowledge Management System.

 

Duties and Responsibilities

The consultant will work under the guidance of the UN Women Representative and the direct supervision of the Head of Programms in collaboration with the IT Associate.  The Kuwala Knowledge Management system will aim to store and retrieve information pertaining to the various pillars being implemented by respective United Nations Organizations under the Spotlight Initiative in Malawi with the overall objective of enhancing information sharing, knowledge exchange and cooperation at technical and analytical levels on gender related issues.  It is expected that this platform will enhance experience sharing and the development of joint interventions to support national priorities on gender empowerment initiatives in collaboration with the Government of Malawi and civil society organizations.

The Kuwala Knowledge Management system will include publications, research studies, glossary of terms, and a wide range of tools to enable policy planners, decision-makers, and project developers to make more informed decisions on gender issues. The site will also contain the latest research on gender and gender issues in education, health, agriculture, infrastructure and technology, economy, politics, religion, and other domains related to development planning and management.

Specifically, the consultant shall be responsible for the following deliverables:

1. Front end system development 

  • Develop a Kuwala Management system web portal to enable access to information, real-time reporting/sharing and digital advocacy through a digital technology programme
  • Work plan and inception report (with key parameters and indicators) to be considered for data collection and real time reports development
  • Development of a training manual/tool kit
  • The Kuwala Management System must have the ability for geographical mapping of Malawi

2. Back-end system development

  • Develop data base that reports and records relevant information in real time having the ability to notify relevant stakeholders of required results
  • Integrate backend system with a data analytical engine to provide real time country statistics on prescribed projects
  • Create data workflow for processing of prescribed projects
  • Develop a data capturing archive mechanism (archive)

3. Reporting will include:

  • Database and web portal implementation strategy to ensure that donors and key stakeholders have access to real time data and reports
  • A set of recommendations on suitable indicators for program monitoring during the implementation and scale up of activities. Recommendations should consider the needs of specific stakeholder groups and be relevant to the effective impact measurement of programme objectives and outcomes.

Required Skills and Experience

  • Master’s degree in computer science, software engineering or any other related field
  • At least 6 years’ experience in designing, implementing, managing and coordinating computer programming, operating systems and networks etc.
  • Excellent academic and computer programming background and proven track record in conducting similar assignments
  • Proven experience in the development of data base platforms
  • Experience in qualitative and quantitative data collection, validation, entry and analysis using statistical software and drafting skills
  • Ability to write high quality, clear, concise reports in English
